Adapting to climate variability: Pumpkins, people and policy   总被引:2,自引:0,他引:2  
Understanding of how best to support those most vulnerable to climate stress is imperative given expected changes in climate variability. This paper investigates local adaptation strategies to climate variability, focusing on agricultural decision‐making in a communal irrigation scheme in Vhembe District, Limpopo Province, South Africa. Research done through interviews, surveys and participatory methods demonstrates that adaptation strategies within a community are socially differentiated and present differing objectives and priorities. These results highlight the need for intervention and policy that support a heterogeneous response to a wide range of stresses. Evidence for climate change is clear and the need for adaptation is urgent. However, adaptation measures have to be sensitively integrated with ongoing development pathways to ensure they are sustainable and relevant to local priorities.  相似文献

Donor countriesare providing financial and technicalsupport for global climate change countrystudies to help African nations meet theirreporting needs under the United NationsFramework Convention on Climate Change(UNFCCC). Technical assistance to completevulnerability and adaptation assessmentsincludes training of analysts, sharing ofcontemporary tools (e.g. simulationmodels), data and assessment techniques,information-sharing workshops and aninternational exchange programme foranalysts. This chapter summarizes 14African country studies (Botswana, Côted'Ivoire, Egypt, Ethiopia, the Gambia,Kenya, Malawi, Mauritius, Nigeria, SouthAfrica, Tanzania, Uganda, Zambia andZimbabwe) assessing vulnerabilities toglobal climate change and identifyingadaptation options. The analysis revealedthat the participating African countriesare vulnerable to global climate change inmore than one of the followingsocio-economic sectors: coastal resources,agriculture, grasslands and livestock,water resources, forests, wildlife, andhuman health. This vulnerability isexacerbated by widespread poverty,recurrent droughts, inequitable landdistribution, environmental degradation,natural resource mismanagement anddependence on rain-fed agriculture. Arange of practical adaptation options wereidentified in key socio-economic sectors ofthe African nations analysed. However,underdeveloped human and institutionalcapacity, as well as the absence ofadequate infrastructure, renders manytraditional coping strategies (rooted inpolitical and economic stability)ineffective or insufficient. While basic guidelines on HIV prevention in emergencies have been available for several years, international agencies involved in the provision of health services have not placed sufficient priority on the prevention of the human immune deficiency virus (HIV) and other sexually transmitted infections (STIs) in complex emergencies. This paper reviews the factors that may increase the risk of HIV transmission in populations affected by complex emergencies and outlines recommendations for research and programmes. Research into the most appropriate methods of carrying out HIV surveillance and interventions in these settings is needed. In the post-emergency phase programmes need to be far more extensive than those offered under the Minimal Initial Services Package (MISP). While the potential for stigmatization represents an important constraint, there is a need to prioritize HIV/STI interventions in order to prevent HIV transmission in emergency-affected populations themselves, as well as to contribute to regional control of the epidemic.  相似文献

The crisis cannot be attributed to any one cause, but rather it was the product of a number of interacting factors whose precise combination varied between countries. Drought, internal political and economic factors and an unfavourable external economic environment were significant contributory factors. Civil war and externally financed insurgency were primarily responsible for propelling a food crisis into a famine in four out of the six worst affected countries. Within the literature, there is a tendency for writers to emphasize the relative contribution of factors within their own disciplines. So far the literature on the responses, both within country and internationally, is comprised of eye witness accounts by journalists and evaluations by aid agencies of their performance. The international response by governments and the public was massive and unprecedented, but the response by governments, indigenous NGO's and the public within affected countries is often overlooked by the journalistic literature. Generalizations about "the African food crisis" have obscured the considerable diversity amongst countries. This is well illustrated by the experiences of Ethiopia, Kenya and Botswana. This diversity indicates the biased perspectives that arise from focussing on the extreme famines, as in Ethiopia. Research priorities should include studies of systems that coped during the crisis, historical analysis of the crisis, the way early warning information is processed within bureaucratic institutions, environmental degradation and fully integrated analysis of food production and consumption systems.  相似文献

This paper spotlights post-disaster relief provision in Johannesburg, South Africa, following the floods of 2016 in a bid to explore how local government and non-governmental actors in the country conceive of compounding vulnerability and conflict within urban disaster governance. It reveals the diverse strategies employed to navigate violent conflict during the cyclical occurrence of disaster and reconstruction that the predominantly migrant population experiences in the Setswetla informal settlement, adjacent to the Alexandra township in northern Johannesburg. Rendered visible in moments of disaster and recovery are the spatial politics and multidimensional nature of conflict. These phenomena unfold across various levels of urban governance and in the affected community and effectively construct a disaster citizenship that makes risk reduction and community cohesion impossible in the eyes of disaster managers. This research, based on a set of expert interviews, integrates conflict and disaster studies to shed light on how the conflict–disaster interface materialises, and is operationalised, in an urban setting.  相似文献

This study provides a comprehensive systematic review of the sustainability reporting research focused on Africa. Using a systematic literature review approach, we synthesized 179 high-quality journal articles obtained from the Scopus database. The study revealed that the extent and quality of SDGs and sustainability reporting in Africa are still very low and unsatisfactory. Also, we found that the existing studies mainly concentrated on the determinants of sustainability reporting, while limited research addressed the outcomes and sustainability assurance. Furthermore, the review indicates that firms in Africa predominantly focused on reporting their economic and social impacts while paying less attention to environmental protection. The study contributes to knowledge by providing an up-to-date and comprehensive review of sustainability reporting studies from important research contexts such as Africa. In doing so, we offer a more nuanced understanding of sustainability research in the region. We equally identified inconsistencies, gaps, and opportunities for future research.  相似文献

Nationally Appropriate Mitigation Actions (NAMAs) were proposed as a policy framework that could provide middle ground for meeting both the development and mitigation objectives in developing countries. While South Africa engaged actively with the NAMA terminology in the United Nations Framework Convention on Climate Change negotiations, its engagement at the domestic level has been rather lacklustre. This presents an interesting paradox. The paper studies the interplay of international norms embodied in NAMAs with South Africa's domestic policy process. Disengagement and contestation around NAMAs in South Africa is played out at three stages: decision-making stage where the symptoms surrounding this contestation first emerge; policy formulation stage where NAMAs have to not only align with the National Development Plan but also compete with a predilection for domestically familiar terminology of flagships under the national climate policy; and finally the broader agenda-setting stage of policy process, where NAMAs have to prove useful in not only pursuing the developmental state agenda but also in tackling the underlying material factors that represent country's economic dependency on fossil fuels. NAMAs faced combined resistance from ideas and interests in various degrees at all these stages resulting in their disengagement.  相似文献

Seabirds interact with fishing vessels to consume fishing discards and baits, sometimes resulting in incidental capture (bycatch) and the death of the bird, which has clear conservation implications. To understand seabird–fishery interactions at large spatiotemporal scales, researchers are increasing their use of simultaneous seabird and fishing vessel tracking. However, vessel tracking data can contain gaps due to technical problems, illicit manipulation, or lack of adoption of tracking monitoring systems. These gaps might lead to underestimating the fishing effort and bycatch rates and jeopardize the effectiveness of marine conservation. We deployed bird-borne radar detector tags capable of recording radar signals from vessels. We placed tags on 88 shearwaters (Calonectris diomedea, Calonectris borealis, and Calonectris edwardsii) that forage in the northwestern Mediterranean Sea and the Canary Current Large Marine Ecosystem. We modeled vessel radar detections registered by the tags in relation to gridded automatic identification system (AIS) vessel tracking data to examine the spatiotemporal dynamics of seabird–vessel interactions and identify unreported fishing activity areas. Our models showed a moderate fit (area under the curve >0.7) to vessel tracking data, indicating a strong association of shearwaters to fishing vessels in major fishing grounds. Although in high-marine-traffic regions, radar detections were also driven by nonfishing vessels. The tags registered the presence of potential unregulated and unreported fishing vessels in West African waters, where merchant shipping is unusual but fishing activity is intense. Overall, bird-borne radar detectors showed areas and periods when the association of seabirds with legal and illegal fishing vessels was high. Bird-borne radar detectors could improve the focus of conservation efforts.  相似文献

In the light of challenges to sustainable development in the post‐2015 development agenda, this paper assesses how increasing carbon dioxide (CO2) emissions affect inclusive human development in 44 countries in sub‐Saharan Africa for the period 2000–2012. The following findings are established from Fixed Effects and Tobit regressions: first, unconditional effects and conditional impacts are respectively positive and negative from CO2 emissions per capita, CO2 emissions from liquid fuel consumption, and CO2 intensity. This implies a Kuznets‐shaped curve because of consistent decreasing returns; and second, the corresponding net effects are consistently positive. The following findings are apparent from Generalized Method of Moments regressions: first, unconditional effects and conditional impacts are respectively negative and positive from CO2 emissions per capita, CO2 emissions from liquid fuel consumption, and CO2 intensity. This implies a U‐shaped curve because of consistent increasing returns; and second, the corresponding net effects are overwhelmingly negative. Based on the robust findings and choice of best estimator, the net effect of increasing CO2 emissions on inclusive human development is negative. Policy implications are discussed.  相似文献
