It is commonly argued in what is termed the degrowth strategy that economic growth cannot occur side by side with environmental protection. In this study, it is instead argued that the spread of green products through economic complexity and international trade are possible means of solving this problem. To this end, the individual and interactive environmental impacts of economic complexity and international green trade are examined in a panel of 24 European Union nations between 2000 and 2018. Panel quantile regressions (QRs) and Driscoll-Kraay fixed effect-OLS regressions are employed in analysing the relationships. The findings reveal that both green trade and economic complexity have beneficial individual effects on the environment. Their interaction effect further confirms that they have a complementary synergistic impact on the environment of the 24 EU countries. It thus implies that both green trade and economic complexity act better together than separately. Countries interested in achieving sustainable environment can do so by raising local productive capabilities, such that they are able to quickly transition into the production of technology-intensive, eco-friendly items. Alternatively, they can also explore the unique benefits provided by international trade in green products in cases where they do not have the ability to locally produce certain green goods. Better still, they can pursue both objectives simultaneously.  相似文献

大气环境保护标准是控制大气污染的重要手段,为进一步提高北京市大气环境质量,完善北京市大气环境保护标准。在深入研究国家和北京市大气环境标准体系现状的基础上,分析了目前标准体系存在的不足,并提出了体系完善的总体思路。根据北京市大气标准体系现状和北京市经济社会的发展,提出5个需要修订和制订的标准,分别是大气污染物综合排放标准、冶金建材行业及其它工业炉窑大气污染物排放标准、重型汽车整车排放测试试验方法标准、施工场地扬尘排放标准、建筑外墙涂料挥发性有机物含量限制标准。标准体系的完善有利于北京市大气污染的管理控制,具有重大现实意义。  相似文献

利用固相萃取结合气相色谱-质谱联用分析探讨了不同过柱流速、过柱后除水方式等对水样加标回收率的影响,同时还比较了3种C18填料的商品柱对分析方法的空白和回收率影响.结果表明,采用500mg/3ml的常规小柱足以分析水环境的酞酸酯含量.水样过柱流速最好保持在3ml·min-1左右,过完水样后不可抽干小柱,用6ml·min-1氮气吹小柱20min后,洗脱液再过无水硫酸钠,可获得较为理想的回收率.萃取柱的材质对分析方法空白有一定影响,玻璃小柱要比塑料小柱的空白低,但从可操作性和满足回收率的要求角度出发,小容积的塑料小柱基本能满足酞酸酯的痕量分析要求.  相似文献

This study highlights the importance of fiscal decentralization in promoting a sustainable environment. The literature on the importance of fiscal decentralization in affecting environmental quality is scant, and thus, this study attempts to fill the gap by incorporating the linear and nonlinear terms of fiscal decentralization as possible determinants for CO2 emissions. Particularly, we utilize data from seven highly fiscally decentralized countries, that is, Australia, Austria, Belgium, Canada, Germany, Spain, and Switzerland, over the period 1990–2018. For empirical analysis, advanced panel data econometric tools are used that can deal with both heterogeneous coefficients and dependence of cross‐sections. The findings confirm that linear and nonlinear terms of fiscal decentralization improve the environment by reducing CO2 emissions. Moreover, gross domestic product (GDP) increases, while eco‐innovation and renewable energy usage reduce CO2 emissions. This study recommends that any policy that targets green growth will affect CO2 emissions. Moreover, policies targeting fiscal decentralization, GDP, eco‐innovation, and renewable energy will play the role in more than 1 year, namely in the long run.  相似文献

文章以成渝经济区为研究区,根据成渝经济区矿产资源开发和生态环境特点,综合运用RS和GIS技术,结合研究区矿产资源总体规划、生态功能区划、生物多样性保护、自然保护区、水源涵养、土壤保持、生态脆弱区分区等数据,采用空间图层叠加法,分析矿产资源开发利用对生态环境的影响,进一步分析了未来矿产资源的开发对区域主要生态屏障的水源涵养、土壤保持、生物多样性保护等生态功能的影响,并提出针对性的生态环境保护对策措施。  相似文献

The concept of sustainability transitions has become increasingly prominent in academic and policy discourses during recent decades, but the importance of the link between knowledge-producing epistemic practices and urban governance has been underappreciated in this discourse. Based on a case study of cycling in Copenhagen between 1900 and 2015, and drawing upon a governmentality-inspired analytical framework, this research demonstrates that transformative governance may be initiated by epistemic practices that render urban systems visible in other ways. Urban cycling has been reconstructed over time in Copenhagen as a traffic safety ‘problem’, a component of the experiential and liveable city, and a health-producing (and hence economically valuable) regional transport mode. The research findings emphasise that epistemic practices can provide a powerful stimulus for creating changes in urban governance. The results also provide support for initiatives to broaden the terms of academic debate on sustainability transitions.  相似文献

A new framework for analysing subnational policymaking is applied to climate governance in the ‘twin towns’ of Newcastle upon Tyne and Gelsenkirchen. Low levels of resource interdependence between central and local government in England mean that Newcastle Council has to rely heavily on other horizontal actors to achieve its climate objectives. In contrast, Gelsenkirchen Council receives substantial support from higher tiers of government, which gives it greater control over policymaking within the locality. Greater independence between tiers of government can make it more difficult for subnational bodies to adopt the kind of ambitious policies that may be necessary to combat wicked and/or significant policy challenges such as climate change. Instead, interdependent ‘joint-decision’ systems, which facilitate mutual support across tiers of government, may be better equipped to ensure that subnational public bodies have the capacity to act appropriately.  相似文献

以2014—2015年双台子河口滨海湿地植被修复20个站位调查资料为基础,对湿地修复结构指标、功能指标和环境指标进行研究,结合湿地生态系统健康理论,构建湿地生态环境健康评价指标体系。运用层次分析法(AHP)确定权重,对各个指标赋予权重,将健康评价分为3个等级,确立了生态健康评价方法,对近岸破损湿地翅碱蓬修复生境进行评价。进一步引用评价净影响值(EI)方法判断生境修复前、后的健康对比状态,从而确定翅碱蓬对该破损湿地的修复效果显著。从景观生态学和健康评价角度分析来看,建立此评价方法是可行的,可为今后湿地的管理与保护提供科学依据。  相似文献
