公路环境评价发展现状及对策初探

“八五”、“九五”期间，中国公路建设事业得到了迅速的发展，与此同时公路建设项目的环境影响评价也得到了相应的发展，初步形成了一套较为完善的环境评价体系，但同时也存在着法规，技术、规范体系比较落后，评价仅局限在环境影响评价层次，人员素质不高等问题，因此需从完善公路环境评价体系，完善公路环境法规及技术规范体系，积极探索新技术与新方法，加强佬培训等方面进一步完善公路环境评价。     

关于防范环境突发事件的探索和思考

从环保工作实际出发,阐述了防范环境突发事件的3个长效机制,即排查潜在事故隐患,建立信息系统;依据信息指标,建立预警系统;控制污染事态,构建应急处理系统.     

Concept of common interests of mankind in the global environmental protection

The concept of common interests of mankind in the environmental protec-tion spurred -by the internationalized and globalized environmental problems are discussed in this paper. While making challenges for many principles and rules of international law and the traditional conception of national security, the concept does play its role in strengthening the environmental protection. However, it cannot be neglected that diflerent national interests pose an obstacle to the realization of the common interests of mankind in the envirormental protection. The article concludes that whether the concept plays its greater role in the environmental protection will depend on many factors, such as the spread of environmental awareness, the revision of the traditional conception and the balanced development of the world economy.     

多环芳烃的污染及其生物修复

多环芳烃(PAHs)是环境介质中普遍存在的难降解有机污染物，文中综述了目前国内外对PAHs的研究状况，重点阐述了它的来源分布、迁移转化、生物毒性、监测控制及其生物修复的研究进展等，从而为防治环境污染提供科学依据。     

城市特定生境下土壤动物的生态分布

通过对2002年9月至2003年3月间上海3种生境类型下土壤动物的调查,共捕获土壤动物3863个,属27个类群,其中绿地中的类群数和个体数多于农田和废弃地。农田中的优势类群为弹尾类(collembola)和蚯蚓类(Oligchaeta);废弃地中的优势类群为线虫类(Nematoda)、双翅类幼虫(Diptera(L))、螨类(Acarina)和弹尾类(Collembola);绿地中的优势类群为线蚓类(Enchytraeidae)和弹尾类(Collembola)。绿地中的优势类群为农田和绿地中的Simpson,优势度指数除12月外均高于废弃地,与Pielou均匀性指数相反,但Shannon-Wiener多样性指数规律不明显。土壤动物的数量和种类在10月份最多,随天气转冷而减少,绿地和废弃地中土壤动物个体数于次年3月份逐渐增多,农田中的于次年1月逐渐增多。表聚性显著,Ⅰ层(0～5cm)最多,Ⅱ(5～10cm)、Ⅲ(10～15cm)两层差异不大。     

渤海海域夏季石油烃污染状况及其环境容量估算

根据调查分析了渤海海域石油烃污染状况,建立了渤海石油烃多介质动力学模型,估算了渤海海域石油烃污染物环境容量和剩余环境容量。结果表明,调查海域石油烃平均浓度为(25.7±13.6)mg／rn3,变化范围为4.4~64.8 mg,／m3,其中,莱州湾,渤海湾等近岸海域污染较严重。在一、二类国家海水水质标准下,渤海海域石油烃污染物环境容量(ECo)为29 169 t／a,在三类国家海水水质标准下ECo为177 306 t／a,在四类国家海水水质标准下ECo为298 446 t／a,各海域在一、二类国家海水水质标准下石油烃污染物环境容量分别为,渤海湾5 255 t／a,辽东湾8 869 t／a,莱州湾4 889 t／a,渤海中部10 156 t／a。     

环境工程设计质量保障体系探讨

以污水处理工程为例，阐明环境工程设计质量保障体系的构成，概述设计原则以及每一设计步骤所需注意的问题，对验证、确保设计质量的后续工作过程作了简要的介绍。     

Acoustical environment of urban area related to the city development

This paper analyzes the relationship between urban development and noise pollution. The analysis, based on a wide range of measurements and statistical data,reveals the changes of the ambient noise resulting from city development. In conclusion the paper suggests some fundamental measures for improving the acoustical environment, the division of cities into functional areas and the development of a well designed road network. In addition, it is suggested that town planning, architecture and the implementation of appropriate regulations could also help to reduce noise levels.
