In mine water pollution abatement, it is commonly assumed that known mine waste sites are the major pollution sources, thus neglecting the possibility of significant contribution from other old and diffuse sources within a catchment. We investigate the influence of different types of pollution source uncertainty on cost-effective allocation of abatement measures for mine water pollution. A catchment-scale cost-minimization model is developed and applied to the catchment of the river Dalälven, Sweden, in order to exemplify important effects of such source uncertainty. Results indicate that, if the pollution distribution between point and diffuse sources is partly unknown, downstream abatement measures, such as constructed wetlands, at given compliance boundaries are often cost-effective. If downstream abatement measures are not practically feasible, the pollution source distribution between point and diffuse mine water sources is critical for cost-effective solutions to abatement measure allocation in catchments. In contrast, cost-effective solutions are relatively insensitive to uncertainty in total pollutant discharge from mine water sources.  相似文献

ABSTRACT: Urban wastewater can be a valuable source of water and plant nutrients for agricultural producers, particularly in arid regions. The scientific literature reveals cautious optimism concerning the biological, institutional, and economic viability of irrigating crops with secondary-treated effluent. A derived effluent demand function for agricultural producers near Tucson, Arizona, reveals a potential annual demand of 11,000 acre-feet under present price and proposed delivery system conditions. In this case, wastewater could be exchanged for ground water and both the urban and rural areas would gain.  相似文献

ABSTRACT: This paper examines the cost of water supply for small and mid-sized private water utilities. An econometric approach was employed in which data on utility costs and characteristics were used to estimate a total water supply cost function from which average and marginal costs were derived. The results suggest that although average and marginal costs decline with output, the rate of decline rapidly approaches zero, and unit costs therefore appear to remain relatively constant over a wide range of output. Implications of the results for pricing policy are examined.  相似文献

石油开采和加工过程中产生的含油污泥,带有有害物质和较高的热值,既需处理又可综合利用,这是一个复杂而又重要的课题。当前,我国含油污泥处理与利用和国外先进水平有较大差距,处理装置技术落后,不配套,多数污泥未进行无害化处理,造成了环境污染和能源资源的浪费。在收集了大量资料的基础上,列举了含油污泥的性质及危害。“九五”期间应积极开展先进工艺设备的引进推广工作,特别在含油污泥的脱水干燥、污油回收和绿化利用上,可推广江汉、中原油田的先进工艺设备,使含油污泥达到无害化乃至变废为宝。  相似文献

Discharge of heated waste water may affect the entire aquatic ecosystem–the interrelated biological, chemical, physical system–and, if the temperature change is large, may destroy the capacity of the ecosystem to serve a variety of beneficial purposes. However, it is possible to discharge heated waste water in carefully controlled amounts without seriously degrading the aquatic ecosystem. There are four basic alternatives which are open to us with regard to the heated waste water problem which we may choose singly or in various combinations: (1) Placing all heated, waste water in streams, lakes, and oceans without regard to the effects. Thus considering the environmental damage as a necessary consequence of our increased power demand. (2) Using, but not abusing, existing ecosystems. This means regulating the heated waste water discharge to fit the receiving capacity of the ecosystem. (3) Finding alternative ways to dissipate or beneficially use waste heat. (4) Modifying ecosystems to fit the new temperature conditions. We are all dependent upon a life-support system which is partly industrial and partly ecological. Unfortunately, we have reached a stage of development where the non-expandable, ecological portion of our life-support system is endangered by the expanding industrial portion. Optimal function and full beneficial use of both portions of our life-support system will only be possible if a variety of disciplines and diverse points of view can cooperate and work together effectively. Since wastes in amounts that are acceptable taken one at a time may be lethal collectively, environmental management should be on a regional basis.  相似文献

ABSTRACT: The continuous availability of ground water to riparian phreatophytic vegetation results in large evapotranspiration (ET) losses in summer. Chemical or physical eradication of this vegetation can have undesirable environmental side effects. Spraying phreatophyte foliage with a nontoxic antitranspirant (AT) may reduce transpiration without eradication. Transpiration rate per unit leaf area was similar for several phreatophyte species, but ET per unit land area of phreatophytes depneds more on stand density than species. The mean ET for saltcedar in June was 8.1 mm/day measured by Bowen ratio, compared with 7.9 mm by lysimeters. ATs and growth-retardants reduced transpiration by over 50 percent in laboratory tests where foliage was thoroughly sprayed. In the field AT sprayed by a back-pack mistblower reduced ET by 20–35 percent initially and 10 percent after a month. No ET reduction occurred when AT was sprayed by helicopter on saltcedar, because excessive droplet size and heavy salt deposits on the foliage resulted in poor spray adherence. Wax-based AT was relatively nontoxic to fish and wildlife. Dissolved oxygen could be reduced for aquatic life, but further AT dilution in streams and ponds would minimize this. Helicopter spraying may affect bird nests and egg hatchability. Although ATs significantly reduce ET, their high cost and spraying difficulties preclude current use on phreatophytes. With improvement they may economically help to conserve water in riparian areas in future years.  相似文献

A mathematical model simulates the cumulative volume of debris produced from brushland watersheds. Application of this model to a 176-km2 (0.678 = mi2) watershed along the southern flank of the Central San Gabriel Mountains permits assessment of expected debris production associated with alternative fire-management policies. The political implications of simulated debris production are evaluated through a conceptual model that links interest groups to particular successional stages in brushland watersheds by means of the resources claimed by each group. It is concluded that in theory, a rotation burn policy would provide benefits to more interest groups concerned about southern California's brushland watersheds than does the current fire exclusion policy.This research was supported by the College of Agriculture and Life Sciences, University of Wisconsin-Madison, and by the Office of Water Research and Technology, USDI, under the Allotment program of Public Law 88–379, as amended, and by the University of California. ABSTRACT: Vermont is one of approximately half a dozen states for which no official drought mitigation plan exists. Given the recurring nature of this natural hazard, current contingency measures should be expanded upon into a coherent mitigation framework. The types of drought and impacts resulting from the 1998 to 1999 event were the focus of a previous article in this volume. The present article builds on the understanding of drought characteristics specific to the Vermont context and introduces the rationale behind a proposed drought planning framework. Pivotal organizations and institutions that should be involved in this process are also presented.  相似文献
