River Nile is one of the longest transboundery rivers and it is shared and used by Burundi,Democratic Republic of Congo,Egypt,Ethiopia,Eritrea,Kenya,Rwanda,Sudan,Tanzania and Uganda.As of today,the Nile is a crucial resource for the economic development of the Nile Basin countries and a vital source of livelihood for 160 million inhabitants as well as 300 million people living in the 10 riparian countries.The Nile Basin Initiative(NBI) is one of the international cooperative river basin management program and regional partnership where all the Nile Basin countries except Eritrea unite to pursue long-term sustainable development,improved land use practices and management.This review therefore focused on the challenges not faced on NBI in terms of integrated use of the river and conducted analysis of strengths,weaknesses,opportunities and threats(SWOT) based on secondary data.The result of the review revealed that for decades,the Nile Basin people have been facing many complex environmental,social,economic and political challenges that have made it difficult for the proper management and sustainability of Nile water.The initiative provides training to develop skills in government ministries,non-governmental organizations and local communities in each country.It is also working to raise awareness of critical environmental issues by strengthening networks of environmental education practitioners;developing curriculum in the education sector.The challenges of NBI include the involvement and funding of World Bank,lack of sufficient staff,procedural and policies conflicts,lack of coordination and linkage with other regional institutions and lack of recognition as river basin organization.Considering the complex nature of the project,it is recommended that the NBI should come up with a strong multi-disciplinary monitoring and evaluation team to follow up all implemented projects.The NBI should carry out participatory land use planning in communities along the river basin.Moreover,livelihood analysis should be carried out especially in communities along the Nile to come up with poverty eradication projects which are socially acceptable,applicable,economically viable and affordable. 相似文献

In view of no generally accepted ecological compensation standards and methods at present,this paper discusses the introduction of the negotiation system to the process of ecological compensation for water source areas.That is,the government in water source areas and the downstream regions of river basins should confirm their respective rights and obligations and then establish their compensation standards through negotiations according to the different purposes of water use.The amount of compensation should be determined in the comprehensive consideration of the quality,quantity and compensation price of water.Through open and fair negotiations,an institutional arrangement will be set up,which can make the water source areas and the downstream regions of river basins fully express their true preferences and their independent choices on the ecological environment. 相似文献

在未来相当长的一段时间内,煤气化仍是大规模制取氢气的主要途径。目前,常规煤气化过程得到的是H2、CO和CO2为主的混合气,需要通过净化、变换和分离工艺才能得到洁净的氢气,工艺过程复杂。采用连续式超临界水反应装置,以质量分数为20%的水煤浆为反应原料,考察了Ca/C摩尔比和温度对褐煤制氢系统的影响。试验结果表明:Ca(OH)2不仅可以很好地固定气相中的CO2和硫化物,而且对煤气化过程也表现出较好的催化作用。反应温度600℃,压力为25MPa的条件下,与未加Ca(OH)2相比,Ca/C摩尔比为0.45时,气体中CO2的体积分数由50.7%降至1.0%,趋于完全固定;硫化物浓度由10 878mg/m3降至807mg/m3;H2的体积分数由32.4%增至73.3%。Ca(OH)2对煤气化的催化作用在高温下更加明显。 相似文献

Analytical solutions to the linearized Boussinesq equation governing flow in an unconfined aquifer provide a unified mathematical framework to quantify relationships among lag time, attenuation and distance between aquifer recharge and discharge and the effect of an up-gradient no-flow boundary. We applied this framework to three types of recharge: (1) instantaneous, (2) periodic, and (3) constant rate for a finite duration. When the temporal scale of recharge exceeds the diffusive aquifer time scale, recharge will be reflected in discharge quickly and with little attenuation. When aquifer time scale is large, most recharge events are shorter in scale than that of the aquifer, resulting in large attenuation. Attenuation is more sensitive to boundary effects than lag time, and boundary effects increase as recharge time scale increases. Boundary effects can often be ignored when the recharge source is farther than 1/3 of the domain length away from the no-flow boundary. We illustrate analytical results with application to the economically critical Eastern Snake River Plain Aquifer in Idaho. In this aquifer, detectable annual and decadal cycles in discharge can result from recharge no farther than 20 and 60 km away from the discharge point, respectively. The effects of more distant, long-term recharge can be detected only after a time lag of several decades. 相似文献

In light of a growing global demand for water, an approach for classifying groundwater systems at the watershed scale is needed. A comprehensive classification system is proposed that combines recognized methods and new approaches. The purpose of classification is to provide groundwater professionals, policy makers, and watershed managers with a widely applicable and repeatable system that reduces sometimes cumbersome complex databases and analyzes to straightforward terminology and graphical representations. The proposed classification system uses basin geology, aquifer productivity, water quality, and the degree of groundwater/surface water connection as classification criteria. The approach is based on literature values, reference databases, and fundamental hydrologic and hydrogeologic principles. The proposed classification system treats dataset completeness as a variable and includes a tiered assessment protocol that depends on the quality and quantity of data. In addition, it assembles and catalogs groundwater information using a consistent set of nomenclature. In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level. 相似文献
