With the foregrounding of “clean energy” policies by climate change concerns, the rhetorical constitution of “America” as a collective subject, mobilized to adopt the clean energy economy (CEE), becomes crucial. Here, I analyze the constitutive rhetoric of Pew Charitable Trusts’ landmark 2009 report on the CEE, drawing from the ventriloqual perspective to communication. I argue that this approach provides a more pragmatic, conversational understanding of the interpellative process constituting “America,” noting it to be hybridized and composed of various human and nonhuman agents. Tracing the ingoing interaction among agents—some manifest in the text, others spectral—sheds light on the complex relations of power at stake, recognizes the open-ended possibilities (and restrictions) of agency, and the role of material structures shaping environmental communication and policy. 相似文献

There are two principal strategies for managing climate change risks: mitigation and adaptation. Until recently, mitigation
and adaptation have been considered separately in both climate change science and policy. Mitigation has been treated as an
issue for developed countries, which hold the greatest responsibility for climate change, while adaptation is seen as a priority
for the South, where mitigative capacity is low and vulnerability is high. This conceptual divide has hindered progress against
the achievement of the fundamental sustainable development challenges of climate change. Recent attention to exploring the
synergies between mitigation and adaptation suggests that an integrated approach could go some way to bridging the gap between
the development and adaptation priorities of the South and the need to achieve global engagement in mitigation. These issues
are explored through a case study analysis of climate change policy and practice in Bangladesh. Using the example of waste-to-compost
projects, a mitigation-adaptation-development nexus is demonstrated, as projects contribute to mitigation through reducing
methane emissions; adaptation through soil improvement in drought-prone areas; and sustainable development, because poverty
is exacerbated when climate change reduces the flows of ecosystem services. Further, linking adaptation to mitigation makes
mitigation action more relevant to policymakers in Bangladesh, increasing engagement in the international climate change agenda
in preparation for a post-Kyoto global strategy. This case study strengthens the argument that while combining mitigation
and adaptation is not a magic bullet for climate policy, synergies, particularly at the project level, can contribute to the

Lakes are dominant landforms in the National Petroleum Reserve Alaska (NPRA) as well as important social and ecological resources.
Of recent importance is the management of these freshwater ecosystems because lakes deeper than maximum ice thickness provide
an important and often sole source of liquid water for aquatic biota, villages, and industry during winter. To better understand
seasonal and annual hydrodynamics in the context of lake morphometry, we analyzed lakes in two adjacent areas where winter
water use is expected to increase in the near future because of industrial expansion. Landsat Thematic Mapper and Enhanced
Thematic Mapper Plus imagery acquired between 1985 and 2007 were analyzed and compared with climate data to understand interannual
variability. Measured changes in lake area extent varied by 0.6% and were significantly correlated to total precipitation
in the preceding 12 months (p < 0.05). Using this relation, the modeled lake area extent from 1985 to 2007 showed no long-term trends. In addition, high-resolution
aerial photography, bathymetric surveys, water-level monitoring, and lake-ice thickness measurements and growth models were
used to better understand seasonal hydrodynamics, surface area-to-volume relations, winter water availability, and more permanent
changes related to geomorphic change. Together, these results describe how lakes vary seasonally and annually in two critical
areas of the NPRA and provide simple models to help better predict variation in lake-water supply. Our findings suggest that
both overestimation and underestimation of actual available winter water volume may occur regularly, and this understanding
may help better inform management strategies as future resource use expands in the NPRA. 相似文献

This paper presents a review on the implications of climate change on the monitoring, modelling and regulation of persistent organic pollutants (POPs). Current research gaps are also identified and discussed.Long-term data sets are essential to identify relationships between climate fluctuations and changes in chemical species distribution. Reconstructing the influence of climatic changes on POPs environmental behaviour is very challenging in some local studies, and some insights can be obtained by the few available dated sediment cores or by studying POPs response to inter-annual climate fluctuations. Knowledge gaps and future projections can be studied by developing and applying various modelling tools, identifying compounds susceptibility to climate change, local and global effects, orienting international policies.Long-term monitoring strategies and modelling exercises taking into account climate change should be considered when devising new regulatory plans in chemicals management. 相似文献

Preventing climate change is among the greatest environmental challenges facing the world today. Recently developed carbon dioxide capture and storage (CCS) technology is an important strategy to mitigate climate change. Public trust in organizations involved in CCS technology is important for successful implementation of this technology. This work adresses how inferred organizational motives and organizational communications affect public trust in these organizations. Study 1 (N = 264) showed that Dutch citizens generally have less trust in the industrial organizations than in the environmental NGOs involved in CCS. As predicted, inferred organizational motives (organization-serving motives versus public-serving motives) accounted for this difference. In Study 2 (N = 78) and Study 3 (N = 51) we used experimental designs. Both experiments showed that organizations that communicated arguments incongruent with inferred organizational motives instigated less trust than organizations that communicated arguments congruent with inferred organizational motives. Study 3 additionally showed that communicating an incongruent and a congruent argument together diminished the negative effects of the incongruent argument. In both Study 2 and Study 3 the effect of congruency on trust was mediated by perceived honesty of the organizations. 相似文献

Decision rules are the agreed-upon points at which specific management interventions are initiated. For marine mammal management under the U.S. Marine Mammal Protection Act (MMPA), decision rules are usually based on either a numeric population or biological-removal approach. However, for walrus and other ice-associated pinnipeds, the inability to reliably assess population numbers or biological removals highlights a significant gap in the MMPA, particularly when the Arctic environment is rapidly changing. We describe the MMPA's ecosystem-based management goals, and why managers have bypassed these goals in favor of an approach that depends upon numerical population assessment. We then revisit the statute's primary goals in light of current knowledge about the Pacific walrus ecosystem and new developments in environmental governance. We argue that to monitor and respond to changes in the walrus ecosystem, decision rules should be based on scientific criteria that depend less on the currently-impractical goal of accurately enumerating population size and trends, or removals from that population. Rather, managers should base decisions on ecological needs and observed ecological changes. To implement this approach would require an amendment to the MMPA that supports filling the gap in management with achievable decision rules. The impacts of agricultural land use are far-reaching and extend to areas outside production. This paper provides an overview of the ecological status of agricultural systems across the European Union in the light of recent policy changes. It builds on the previous review of 2001 devoted to the impacts of agricultural intensification in Western Europe. The focus countries are the UK, The Netherlands, Boreal and Baltic countries, Portugal, Hungary and Romania, representing a geographical spread across Europe, but additional reference is made to other countries. Despite many adjustments to agricultural policy, intensification of production in some regions and concurrent abandonment in others remain the major threat to the ecology of agro-ecosystems impairing the state of soil, water and air and reducing biological diversity in agricultural landscapes. The impacts also extend to surrounding terrestrial and aquatic systems through water and aerial contamination and development of agricultural infrastructures (e.g. dams and irrigation channels). Improvements are also documented regionally, such as successful support of farmland species, and improved condition of watercourses and landscapes. This was attributed to agricultural policy targeted at the environment, improved environmental legislation, and new market opportunities. Research into ecosystem services associated with agriculture may provide further pressure to develop policy that is targeted at their continuous provisioning, fostering motivation of land managers to continue to protect and enhance them. 相似文献

We propose a stochastic dynamic programming framework to model the management of a multi-stand forest under climate risk (strong
wind occurrence). The preferences of the forest-owner are specified by a non-expected utility in order to separately analyze
intertemporal substitution and risk aversion effects. A numerical method is developed to characterize the optimal forest management
policies and the optimal consumption-saving strategy. The stochastic dynamic programming framework is applied to a non-industrial
private forest-owner located in North-East of France. We show that the optimal decisions both depend upon risk and time preferences.

This article takes its point of departure in two approaches to integrating climate change into Strategic Environmental Assessment (SEA): Mitigation and adaptation, and in the fact that these, as well as the synergies between them and other policy areas, are needed as part of an integrated assessment and policy response. First, the article makes a review of how positive and negative synergies between a) climate change mitigation and adaptation and b) climate change and other environmental concerns are integrated into Danish SEA practice. Then, the article discusses the implications of not addressing synergies. Finally, the article explores institutional explanations as to why synergies are not addressed in SEA practice. A document analysis of 149 Danish SEA reports shows that only one report comprises the assessment of synergies between mitigation and adaptation, whilst 9,4% of the reports assess the synergies between climate change and other environmental concerns. The consequences of separation are both the risk of trade-offs and missed opportunities for enhancing positive synergies. In order to propose explanations for the lacking integration, the institutional background is analysed and discussed, mainly based on Scott's theory of institutions. The institutional analysis highlights a regulatory element, since the assessment of climate change synergies is underpinned by legislation, but not by guidance. This means that great focus is on normative elements such as the local interpretation of legislation and of climate change mitigation and adaptation. The analysis also focuses on how the fragmentation of the organisation in which climate change and SEA are embedded has bearings on both normative and cultural-cognitive elements. This makes the assessment of synergies challenging. The evidence gathered and presented in the article points to a need for developing the SEA process and methodology in Denmark with the aim to include climate change in the assessments in a more systematic and integrated manner. 相似文献
