The response of industry to current environmental regulations in Alexandria, Egypt was investigated. Environmental officers in 55 industrial firms completed a questionnaire examining their opinions about current environmental regulations, the statuses of their companies' compliance with those regulations, and the environmental management progress and problems in their companies. Although Egyptian industrialists had positive opinions about environmental regulations, their companies were not in satisfactory compliance with those regulations. The context in which environmental concern started in Egypt and the economic environment of Egyptian industry had lead to 'soft' enforcement and implementation of environmental regulations. The response of Alexandria's industrial firms to the issued environmental regulations was limited to adopting symbolic 'end-of-pipe' environmental protection measures. Progress in environmental management and problems in industries of Alexandria were also investigated. 相似文献

/ Key causes of tropical deforestation are investigated using cross-sectional data for 90 developing countries for the period 1981-1990. Regression results reveal that deforestation is associated with both development and scarcity. Deforestation accelerates with expanding infrastructure, trade, debt, investment in the human capital base, and resource-based economic expansion. On the other hand, absolute and relative scarcities-manifested by growing population pressures, food and land shortages, fuelwood dependency, and inequalities in access to land-are also key factors explaining forest loss. Thus, results point to a fundamental environmental conundrum: Development is required if countries are to alleviate scarcity-driven forms of forest exploitation but is itself a major cause of deforestation. Can countries balance development goals with forest protection? Setting aside the issue of its practical realization, the paper concludes that forest sustainable development cannot be achieved by implementing simple technical improvements in land-use practices alone. In spite of the wide diversity in the economic performance of small island developing states (SIDS), the apparent prosperity of several SIDS has entailed a global misrepresentation of the economic situation of these countries. While their vulnerability to natural disasters is not denied, the general risk of economic marginalization that many SIDS face in the context of globalization may not have received sufficient attention. The paper attempts to highlight what matters most in the consideration of the economic vulnerability of SIDS and in the debate to prevent their marginalization. It examines the main types of external shocks to which SIDS are vulnerable, and discusses the economic handicaps that are fundamental causes of this vulnerability. Economic specialization (with the predominance of international trade in services) is then a central notion in the analysis of island vulnerability: a better specialization, which may involve diversification and always implies greater international competitiveness, can reduce the exposure or vulnerability of SIDS to external shocks, and induce greater economic stability in these countries. Hence the importance of developing policies to circumvent the specific handicaps of islands and facilitate the realization of new trading opportunities through an emulative use of globalization forces. 相似文献

Promoting stoves that burn wood and other biofuels more efficiently is one of the means to reduce fuel consumption, but such efficient stoves may also emit more carbon monoxide and total suspended particulates. In an earlier study, a standard chamber method was proposed to estimate emission factors from burning fuelwood (Acacia nilotica). Here that methodology is extended to measure emission factors from burning of dungcakes and crop residues (Brassica or mustard stalks)—common fuels in many developing countries. The amounts of carbon monoxide (CO) and total suspended particulates (TSP) emitted by four different models of stoves, when using each of the three biofuels, are measured.The CO emission factors range from 13–68 (g/kg) for fuelwood to 26–67 g/kg for dungcakes and 20–114 g/kg for crop residues, for particulates they range from 1.1–3.8 to 4.1–7.8 and 2.1–12.0 g/kg for the three fuels, respectively. On a per unit heat delivered basis, the emissions of CO and TSP from both dungcakes and crop residues are two to three times higher compared to those from fuelwood. While for some improved stove-fuel combinations, the increase in emission factors was offset by the increase in thermal efficiency, this was not always so and causes a dilemma. The more efficient stoves are found to have higher emission factors of both CO and TSP for all three fuels. Industrialization and urbanization result in significant changes in lifestyle. These lifestyle changes seem to lead to unsustainable
consumption patterns and increase the generation of various kinds of environmental loads, especially the amount of municipal
solid waste (MSW). Taiwan is a small island with scarce natural resources. The economic development in Taiwan has resulted
in the generation of large amounts of MSW. As a result, the Taiwan Environmental Pollution Administration (TEPA) has produced
regulations for waste minimization and has imposed several important policy measures that have successfully reduced the MSW
discard rate in recent years and have established a public recycling network as a part of the MSW collection. Nowadays, the
objective of the MSW policies in Taiwan is to develop a “zero-waste society.” This article aims to review the MSW management
progress in Taiwan and to project future MSW discards up to 2011 based on the national plan and assumed scenarios for socioeconomic
variables. According to the analysis results, a more sustainable consumption pattern can be proposed and the corresponding

Central to the environmental and health hazards created by the expanding use of pesticides in developing countries is the
weakness of national regulatory agencies. This article reviews current international efforts aimed at supporting these institutions
and describes the contribution that an external “hazard auditor” might make in assessing the pesticide industry's adherence
to accepted standards of health and environmental protection. An independent evaluation of this kind may prove attractive
to all parties in the long-standing confrontation over the control of pesticide technology: the industry, public interest
groups, developing and developed countries, and international agencies. The article outlines one approach to operationalizing
the concept and examines initial responses to the proposal.

Solid waste generation and its implications for people and the environment are global issues. The complexity of the waste
composition and the ever-increasing percapita waste generation is a challenge for waste managers, particularly in developing
countries. Thus, the need to have a clear policy on waste management and legislation to realize that policy is imperative.
Malaysia is developing rapidly and problems such as the waste generation associated with development and industrialization
are evident. The Solid Waste and Public Cleansing Management Bill, which was approved in August 2007 after a 10-year delay,
is envisaged to have serious consequences in waste management practices and implementation in Malaysia. This article explores
the main features of this all-encompassing bill and its impacts on the waste management scenario in Malaysia. In addition,
a comparative evaluation is also discussed to explore the policies/legislation of selected countries vis-àvis the Malaysian

Currently, most developing countries have not set up municipal solid waste management systems with a view of recovering energy from waste or reducing greenhouse gas emissions. In this article, we have studied the possible effects of introducing three energy recovery processes either as a single or combination approach, refuse derived fuel production, incineration and waste power generation, and methane gas recovery from landfill and power generation in Ulaanbaatar, Mongolia, as a case study. We concluded that incineration process is the most suitable as first introduction of energy recovery. To operate it efficiently, 3Rs strategies need to be promoted. And then, RDF production which is made of waste papers and plastics in high level of sorting may be considered as the second step of energy recovery.
