In Sweden, environmental policy is essentially carried out through a system of environmental objectives adopted by Parliament in the late 1990s. This system contains principles, objectives, interim targets, strategies, and follow-up mechanisms, which together provide a solid ground for increased efficiency and improved prioritization in environmental policies. Despite the ambitious approach of the Swedish Parliament, the system of environmental objectives suffers from certain shortcomings. Some of the objectives are imprecise and difficult to evaluate, and there are no rules or principles that may be used to solve goal conflicts and to prioritize between different objectives. As a consequence, the environmental objectives tend to differ in their degrees of operationalizability, and the priority-setting between different objectives is often unclear.*Rskr. denotes a written communication (from the Swedish Parliament to the Swedish Government) of a Parliamentary decision. Wetland mitigation is frequently required to compensate for unavoidable impacts to wetlands. Site conditions and landscape context are critical factors influencing the functions that created wetlands perform. We developed a spatial model and used a geographic information system (GIS) to identify suitable locations for wetland mitigation sites. The model used six variables to characterize site conditions: hydrology, soils, historic condition, vegetation cover, adjacent vegetation, and land use. For each variable, a set of suitability scores was developed that indicated the wetland establishment potential for different variable states. Composite suitability scores for individual points on the landscape were determined from the weighted geometric mean of suitability scores for each variable at each point. These composite scores were grouped into five classes and mapped as a wetland mitigation suitability surface with a GIS. Sites with high suitability scores were further evaluated using information on the feasibility of site modification and project cost. This modeling approach could be adapted by planners for use in identifying the suitability of locations as wetland mitigation sites at any site or region.  相似文献

Resource managers require objective methodologies to optimize decisions related to forest road deactivation and other aspects of road management, especially in steep terrain, where road-related slope failures inflict extensive environmental damage. Decision analysis represents a systematic framework that clearly identifies real options and critical decision points. This framework links current decisions with expected future outcomes and provides advantages such as a common currency to systematically explore the liability consequences of limited budget expenditures to road deactivation and other road-related activities. Furthermore, the decision framework prevents the analysis from becoming hopelessly entangled by the vast number of possibilities generated by the alternative occurrences, magnitudes, and consequences of landslide/debris flow events and provides the information required for the first step of an adaptive management process. Here, a structured analysis of potential environmental risks for a road deactivation project in coastal British Columbia, Canada is presented. The application of decision analysis generates a ranking of the expected benefits of proposed deactivation activities on various road sections. The ranking distinguishes between road sections that offer high expected benefit from those that offer moderate to low expected benefit. Seventeen of 171, 100–m road segments accounted for 18% of the cumulative cost and 98% of the cumulative expected net benefits from road deactivation. Furthermore, the cost of deactivating a section of road is related to the expected benefit from such deactivation, thus providing the basis for more effective resource allocation and budgeting decisions.  相似文献

Offshore drilling for oil and gas has been conducted since the early 1900s. Oil and gas under the seabed continue to be an important part of the energy resources of the United States. The need to balance the value of these resources against the potential for environmental damage is an important concern. This article explains why and how the Minerals Management Service (MMS) of the US Department of the Interior uses research in physical sciences to help fulfill its environmental goals, and it provides background information on the role of physical sciences in decision-making for Outer Continental Shelf (OCS) oil, gas, and other minerals development. Established in the 1970s, the MMS Environmental Studies Program is a highly focused marine research program designed to provide the environmental information necessary for OCS energy and nonenergy minerals planning and development activities. The physical sciences research supported by MMS includes physical oceanography, oil-spill risk analyses, atmospheric sciences, and sand and gravel studies. Instead of giving a comprehensive review on physical sciences research in MMS, this article presents sample MMS studies and illustrates how these studies are utilized to support decision-making in environmental management.Published online Note: This version was published online in June 2005 with the cover date of August 2004.  相似文献

Experimental trials were undertaken over four years to assess the impact of recreational trampling in undisturbed alpine and sub-alpine vegetation communities in the Western Arthur Range, western Tasmania. Data on 'pad' formation due to human trampling were collected using vegetation cover assessments, biomass estimates and detailed cross-sectional surface profiles. In sub-alpine buttongrass and alpine herbfield, prolonged and sustained damage may occur after 100 passes by walkers. The environmental threshold of the flat alpine herbfield site was breached after 200 passes. Plant morphology was one determinant of resistance and resilience, with upright woody shrubs and tall tussock graminoids most vulnerable to sustained trampling damage. Cushions are susceptible to trampling impacts at 500 passes. Loss of vegetation cover peaks 6-12 months after trampling. Our results show that pads formed with as few as 30-100 passes per annum and tracks form at between 100 and 500 passes per annum. Two years after the cessation of trampling, there is some small recovery in vegetation cover after 30 and 100 passes per annum applied for three years, but no evidence of recovery at the 500 pass treatments. The low trampling threshold and slow recovery rates in western Tasmania suggest that concentrating walkers on a minimal number of sites may be the best management option for these untracked alpine and sub-alpine environments.  相似文献

Predicting mass rapid transit noise levels on an elevated station   总被引:4,自引:0,他引:4  
This study developed a noise prediction model for elevated mass rapid transit (MRT) platforms. Relevant physical and operational parameters (e.g. cruise speed, acceleration and deceleration rates for trains, building fa?ade setbacks and so on) were collected from the Bangkok mass transit system (BTS), the first elevated MRT system operated in Bangkok, Thailand. The equivalent continuous sound pressure levels (L(Aeq)) were collected from both sides of the MRT stations at the center of each platform. The relevant parameters were collected on both platforms and ground level, on both sides of MRT stations. These parameters were statistically tested to determine their correlation with MRT noise. The final model was built from highly correlated parameters using multiple regression analysis with a stepwise regression technique. Statistical evaluation showed a high degree of goodness-of-fit test for the model to the observed data. Therefore, it can be efficiently used for the projection of MRT noise in the affected areas.  相似文献

In a climate of limited resources, it is often necessary to prioritize restoration efforts geographically. The synoptic approach is an ecologically based tool for geographic prioritization of wetland protection and restoration efforts. The approach was specifically designed to incorporate best professional judgment in cases where information and resources are otherwise limited. Synoptic assessments calculate indices for functional criteria in subunits (watersheds, counties, etc.) of a region and then rank the subunits. Ranks can be visualized in region-scale maps which enable managers to identify areas where efforts optimize functional performance on a regional scale. In this paper, we develop a conceptual model for prioritizing watersheds whose wetlands can be restored to reduce total sediment yield at the watershed outlet. The conceptual model is designed to rank watersheds but not individual wetlands within a watershed. The synoptic approach is valid for applying the sediment yield reduction model because there is high demand for prioritizing disturbed wetlands for restoration, but there is limited, quantitative, accurate information available with which to make decisions. Furthermore, the cost of creating a comprehensive database is prohibitively high. Finally, because the model will be used for planning purposes, and, specifically, for prioritizing based on multiple decisions rather than optimizing a single decision, the consequence of prioritization errors is low. Model results cannot be treated as scientific findings. The conclusions of an assessment are based on judgement, but this judgement is guided by scientific principles and a general understanding of relevant ecological processes. The conceptual model was developed as the first step towards prioritizing of wetland restoration for sediment yield reduction in US EPA Region 4.  相似文献

Active exchanges of water and dissolved material between the stream and groundwater in many porous sand- and gravel-bed rivers create a dynamic ecotone called the hyporheic zone. Because it lies between two heavily exploited freshwater resources—rivers and groundwater—the hyporheic zone is vulnerable to impacts coming to it through both of these habitats. This review focuses on the direct and indirect effects of human activity on ecosystem functions of the hyporheic zone. River regulation, mining, agriculture, urban, and industrial activities all have the potential to impair interstitial bacterial and invertebrate biota and disrupt the hydrological connections between the hyporheic zone and stream, groundwater, riparian, and floodplain ecosystems. Until recently, our scientific ignorance of hyporheic processes has perhaps excused the inclusion of this ecotone in river management policy. However, this no longer is the case as we become increasingly aware of the central role that the hyporheic zone plays in the maintenance of water quality and as a habitat and refuge for fauna. To fully understand the impacts of human activity on the hyporheic zone, river managers need to work with scientists to conduct long-term studies over large stretches of river. River rehabilitation and protection strategies need to prevent the degradation of linkages between the hyporheic zone and surrounding habitats while ensuring that it remains isolated from toxicants. Strategies that prevent anthropogenic restriction of exchanges may include the periodic release of environmental flows to flush silt and reoxygenate sediments, maintenance of riparian buffers, effective land use practices, and suitable groundwater and surface water extraction policies.  相似文献

In developing countries, large dam projects continue to be launched, primarily to secure a time-stable freshwater supply and to generate hydropower. Meanwhile, calls for environmentally sustainable development put pressure on the dam-building industry to integrate ecological concerns in project planning and decision-making. Such integration requires environmental impact statements (EISs) that can communicate the societal implications of the ecological effects in terms that are understandable and useful to planners and decision-makers. The purpose of this study is to develop a basic framework for assessing the societal implications of the river ecological effects expected of a proposed large dam project. The aim is to facilitate a comparison of desired and potential undesired effects on-site and downstream. The study involves two main tasks: to identify key river goods and services that a river system may provide, and to analyze how the implementation of a large dam project may alter the on-site capacity and downstream potentials to derive river goods and services from the river system. Three river goods and six river services are identified. River goods are defined as extractable partly man-made products and river services as naturally sustained processes. By four main types of flow manipulations, a large dam project improves the on-site capacity to derive desired river goods, but simultaneously threatens the provision of desirable river goods and services downstream. However, by adjusting the site, design, and operational schedule of the proposed dam project, undesirable effects on river goods and services can be minimized.  相似文献

Public involvement is recognized by legislators, practitioners, academics, nongovernment organizations and, most importantly, affected communities, as a fundamental component of environmental assessment (EA) processes. Experience with public involvement in EA has proven, however, that despite good intentions, there are formidable barriers to participation. This paper examines this issue, largely through a case study of a new Can$120 million hog processing facility in Brandon, Canada. Primary data were collected in three phases, using multiple methodological techniques, including document review, qualitative interviews, and a mail questionnaire. Results included a diverse list of barriers to involvement, grouped into two primary categories: structural and individual. A significant structural barrier was a belief that becoming involved would not make a difference as the ultimate decision in the case was a foregone conclusion. An important individual barrier was that people did not know about the EA. Finally, the results indicated that lack of interest was not an important reason for nonparticipation.  相似文献
