/ A number of strategies for the control of vehicular emissions are being considered by the Philippine government to address Metropolitan Manila's air quality problem. An analytical tool is needed for optimizing criteria pollutant reductions given the budgetary constraints. The simplest approach is to take costs and pollutant removals to be linear with each strategy's scale of activity, and this is readily solved as a linear programming problem. Another approach is to use a dynamic system of weights which shift with progressive improvements in pollutant emissions. The two approaches yield somewhat different results, suggesting the sensitivity of the solution to the assumed weights. The study also illustrates the importance of a sound methodology for evaluating priorities given to different air quality goals. One such methodology may involve a polling of expert panels and the public to gain insight into the relative importance given to competing emissions reduction goals. An informal polling of resource agency staff was conducted and discussed in this paper. This paper analyses the environmentally-induced migration and displacement resulting from L’Aquila's earthquake of 2009. After a general critical overview of the social science literature on this topic, the main changes in the migration system are analysed looking at the roots and trajectories of the forced human displacement that followed the earthquake, and reflecting on the challenges related to post-earthquake demographic movements and post-disaster resettlement. Through the analysis of the pre disaster (2002–2008) and recovery period (2009–2013) data, this paper offers a general model of how environmental disaster might affect migration and displacement and suggests the main challenges related to the post-disaster governance. Relying on ISTAT data on internal migration in Italy this paper argues that the post-seismic recovery period is characterized by a strong increase of out-flows from L’Aquila to other provinces, within the Abruzzo region and outside it, in particular toward the closest regions (Latium, Campania).  相似文献

选取1990—2002年中国30个省市贸易、外商直接投资(FDI)、经济和环境相关数据,从定性和定量描述的角度探讨贸易、FDI对我国环境库兹涅茨曲线(ECK)的影响。研究表明:贸易对中国的ECK没有直接影响。但考虑到贸易对经济增长的贡献,以及它在引进先进污染防治技术和环境管理思想方法方面的积极作用,积极发展对外贸易将有助于改善我国经济增长带来的环境污染问题。另一方面。FDI与污染物排放之间呈现出显著的正相关关系。在中国接受经济全球化影响的过程中,由于部分地区急于吸引外资,加之环境管理体系的不完善,外商直接投资在某些方面对我国环境造成了一定的负面影响。  相似文献

本文利用GIS的空间分析技术。以高程带为取样单元。研究在高程带上三种主要的大气污染物与经济发展之间的定量关系。以重庆市为例,验证环境库兹涅茨在高程上是否存在。研究结果发现。污染物浓度随高程的增加呈非单调下降的趋势。人均GDP随高程的增加先增大后减小。在高程上。污染物浓度与经济发展之间的关系和两者在时间序列和国别(或地区)序列上环境库兹涅茨曲线研究的结论相似。其中。TSP和NOx分别与人均GDP之间呈较稳定的呈“N”形和饲“U”形关系。受人口密度和高程影响较大;而SO2与人均GDP之间关系不稳定。  相似文献

2008年3月至2009年9月对紫阳湖生态修复效应进行了全程跟踪监测及诊断指示研究。研究表明,通过水生生物群落构建,水生态环境有了明显改善,全湖水质达到地表水IV标准,透明度上升到100 cm左右,叶绿素a下降到10 mg/m3以下。生态修复后各指标50%的效应时间序列为Chla、DO、SD、TP、NH3-N、TN和COD。研究认为,Chla/SD作为湖泊水质指数(LQI)是检验生态修复效果较敏感的指标,可用于浅水富营养湖泊生态修复后水质的诊断和评价。  相似文献

Male territorial song birds are usually spaced far apart and most often hear conspecific song after it has been degraded by propagation through the environment. Their ability to use the degradation of songs to assess the distance of a singing rival without approaching (called ranging) presumably increases the efficiency of defending a territory. In order to assess degradation in a song the receiver needs to compare the characteristics of the received song to its characteristics at the source or at different distances. Earlier experiments on ranging in species with song repertoires have suggested that prior familiarity with the particular song type is necessary for ranging. Here I show that male Carolina wrens (Thryothorus ludovicianus) can use either temporal or spectral characteristics for ranging song types which they were unlikely to have heard previously. Playbacks consisting of only one song prevented subjects' close-range experience with the loudspeaker, and flights beyond the loudspeaker provided direct evidence for over-assessment of distance when songs were degraded. Because ranging of songs was not affected by the degree of familiarity with the song type, this experiment provides no evidence that song repertoires hinder ranging in Carolina wrens, as suggested by Morton's ranging hypothesis. Instead, at least approximate ranging of songs is evidently possible by assessment of degradation in general features of a species' songs. / Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. / It has been suggested that the general public should be moreinvolved in environmental policy and decision making. It is important forthem to realize that they will have to live with the consequences ofenvironmental policies and decisions. Consequently, policy makers shouldconsider the concerns and opinions of the general public before makingdecisions on environmental issues. This raises questions such as: How can weintegrate the perceptions and reactions of the general population inenvironmental decisions? What kind of public participation should weconsider? In the present study, using a new regional ecosystem model, weattempted to integrate these aspects in its decision making model byincluding the formation of an advisory committee to resolve problems relatedto waste management. The advisory committee requested the activeparticipation of representatives from all levels of the community: economic,municipal, and governmental intervenors; environmental groups; and citizens.Their mandates were to examine different management strategies available inthe region, considering all the interdisciplinary aspects of each strategy,elaborate recommendations concerning the management strategies that are mostsuitable for all, and collaborate in communication of the information to thegeneral population. The results showed that at least in small municipalitiessuch an advisory committee can be a powerful tool in environmental decisionmaking.
