Following the recognition of the detrimental effects of nitrogen (N) losses from agriculture in the European Union (EU) on human health and environment, series of environmental policy measures have been implemented from the early 1990s onwards. However, these measures have only been partially successful. Clearly, there is lack of integration of available measures and there is lack of enforcement and hierarchy; which measures should be implemented first? We identified and assessed three ‘most promising measures’ to decrease N losses from agriculture, i.e., (i) balanced fertilization, (ii) low-protein animal feeding, and (iii) ammonia (NH3) emissions abatement measures. Environmental-economic assessments were made using scenario analyses and the modeling tools MITERRA-EUROPE and CAPRI.In the baseline scenario (business as usual), N use efficiency (NUE) in crop production increases from 44% in 2000 to 48% in 2020, while total N losses decrease by 10%. Implementation of promising measures increases NUE further to 51–55%, and decreases NH3 emissions (by up to 23%), nitrous oxide (N2O) emissions (by up to 10%) and N leaching losses (by up to 35%). Differences in responsiveness to promising measures varied between and within Member States. Strict implementation of balanced fertilization in nitrate vulnerable zones, as defined in the Nitrates Directive, decreases total farmers’ income in EU-27 by 1.7 billion euros per year. Implementation of all three measures decreases farmers income by 10.8 and total welfare by 17 billion euros per year, without valuing the environmental benefits.The study presented here is one of the first EU-wide integrated assessments of the effects of policy measures on all major N losses from agriculture and their economic costs. Our results show that the most promising measures are effective in enhancing NUE and decreasing NH3 and N2O emissions to the atmosphere and N leaching to groundwater and surface waters, but that income effects are significant. The order of implementation of the measures is important; NH3 emissions abatement measures must be implemented together with balanced N fertilization.  相似文献

Several monitoring programs have been set up to assess effects of atmospheric deposition on forest ecosystems. The aim of the present study was to evaluate effects on the understorey vegetation, based on the first round of a regional (the Netherlands) and a European forest monitoring program. A multivariate statistical analysis showed surprisingly similar results for both data sets; the vegetation appeared to be largely determined by the ‘traditional’ factors soil, climate, and tree species, but there was a small but statistically significant effect of atmospheric deposition. The effects of deposition include a slight shift towards nitrophytic species at high N deposition in the European network, and towards acidophytic species at high S-deposition in the Dutch network. The relatively small effect of atmospheric deposition is understandable in view of the very large natural variation in environmental conditions. Time series of both vegetation and environment are needed to assess deposition effects in detail.  相似文献

Ocean acidification (OA) is increasingly recognized as a major global problem. Despite the scientific evidence, economic assessments of its effects are few. This analysis is an attempt to perform a national and sub-national assessment of the economic impact of OA on mollusc production in Europe. We focus on mollusc production because the scientific evidence on the biological impact on calcifying organisms is ample relative to other types of marine organisms. In addition, Europe and its regions are significant producers of marine molluscs. By performing a partial-equilibrium analysis, we show that the highest levels of overall impact are found in the countries with the largest current production, such as France, Italy and Spain. For Europe as a whole, the annual impact will be over 1 billion USD in 2100. Due to the different production foci of the individual countries and their regions, the distribution of the impact is extremely uneven across countries and their respective regions, with the most affected sub-national regions being those on the Atlantic coast of France, which is an important region for oyster production.  相似文献

This paper assesses land-use changes related to naturbanization processes on three biosphere reserves in Southern Europe. A comparative analysis has been done on the National Parks in Peneda-Gerês in North Portugal, Cévennes in South France and Sierra Nevada in South Spain, using Corine Land Cover data from 1990 until 2006. Results indicate that the process of land-use intensification is taking place in the frame of naturbanization dynamics that could jeopardize the role of Protected Areas. Focusing on the trends faced by National Parks and their surrounding territories, the analysis demonstrates, both in quantitative and spatial terms, the intensification processes of land-use changes and how it is important to know them for coping with increasing threats. The article concludes that in the current context of increasing stresses, a broader focus on nature protection, encompassing the wider countryside, is needed if the initiatives for biodiversity protection are to be effective.  相似文献

A climatic classification for Europe suitable for pesticide fate modelling was constructed using a 3-stage process involving the identification of key climatic variables, the extraction of the dominant modes of spatial variability in those variables and the use of k-means clustering to identify regions with similar climates. The procedure identified 16 coherent zones that reflect the variability of climate across Europe whilst maintaining a manageable number of zones for subsequent modelling studies. An analysis of basic climatic parameters for each zone demonstrates the success of the scheme in identifying distinct climatic regions. Objective criteria were used to identify one representative 26-year daily meteorological series from a European dataset for each zone. The representativeness of each series was then verified against the zonal classifications. These new FOOTPRINT climate zones provide a state-of-the-art objective classification of European climate complete with representative daily data that are suitable for use in pesticide fate modelling.  相似文献

In this paper, we present a simple theoretical extension from the Economic Geography literature to characterize the main features of pollution havens (lax environmental regulation, good market access to high-income countries and corruption opportunities). Using structural and reduced-form estimations, we find that pollution havens are not a “popular myth” for European firms, laxer environmental standards significantly explain the location choice of polluting affiliates. We analyze in depth the role of trade costs (using various bilateral and multilateral measures), a 1% increase in access to the European market from a pollution haven fosters relocation there by 0.1%. We also find that corruption lowers environmental standards, which strongly attract polluting firms: a 1% increase of corruption fuels relocation by 0.28%. We test the economic significance of these empirical findings via simulations. The protection of the European market (e.g., a carbon tax on imports) to stop relocations to pollution havens must be high (a decrease of the European market for Morocco and Tunisia equivalent to 13%) not to say prohibitive (31% for China).  相似文献

A key controversy in conservation is the framing of the relationship between people and nature. The extent to which the realms of nature and human culture are viewed as separate (dualistic view) or integrated is often discussed in the social sciences. To explore how this relationship is represented in the practice of conservation in Europe, we considered examples of cultural landscapes, wildlife (red deer, reindeer, horses), and protected area management. We found little support, for a dualistic worldview, where people and nature are regarded as separate in the traditional practice of conservation in Europe. The borders between nature and culture, wild and domestic, public land and private land, and between protected areas and the wider landscape were blurred and dynamic. The institutionalized (in practice and legislation) view is of an interactive mutualistic system in which humans and nature share the whole landscape. However, more dualistic ideals, such as wilderness and rewilding that are challenging established practices are expanding. In the context of modern day Europe, wilderness conservation and rewilding are not valid for the whole landscape, although it is possible to integrate some areas of low‐intervention management into a wider matrix. A precondition for success is to recognize and plan for a plurality of values concerning the most valid approaches to conservation and to plan for this plurality at the landscape scale.  相似文献

Amphibians are globally threatened, but not all species are affected equally by different threatening processes. This is true for the threat posed by the chytridiomycete fungus (Batrachochytrium dendrobatidis). We compiled a European data set for B. dendrobatidis to analyze the trends of infection in European amphibians. The risk of infection was not randomly distributed geographically or taxonomically across Europe. Within countries with different prevalence, infection was nonrandom in certain amphibian taxa. Brown frogs of the genus Rana were unlikely to be infected, whereas frogs in the families Alytidae and Bombinatoridae were significantly more likely to be infected than predicted by chance. Frogs in the 2 families susceptible to B. dendrobatidis should form the core of attempts to develop spatial surveillance studies of chytridiomycosis in Europe. Ideally, surveys for B. dendrobatidis should be augmented by sampling the widespread genus Pelophylax because this taxon exhibits geographically inconsistent overinfection with B. dendrobatidis and surveillance of it may facilitate recognition of factors causing spatial variability of infection intensity. Several European amphibian taxa were not represented in our data set; however, surveillance of unsampled species should also occur when warranted.
