Natural areas of national parks constitute unique ecological and aesthetic resources. Since the inception of national parks, it has been apparent that they are susceptible to threats that result in significant change and damage. Today, major issues concerning management of parks relate to questions of expanded visitor use and what types of facilities are to be deemed appropriate, that is, the dilemma of preservation versus use. In the United States of America, resolution of this dilemma must, strictly speaking, be based upon intent and meaning of Congressional legislation. The traditional interpretation of legislation in the U.S. has been to provide for a balance of use and preservation. However, extensive review of the literature of national park policy reveals a remarkable lack of elaboration and clarification of legislative meaning. Based upon a critical analysis of pertinent legislation, which has heretofore been ignored, we provide an interpretation of legislative meaning which strongly supports a policy of preservation of park resources.  相似文献

The response of forest understory vegetation to trampling applied at different temporal and spatial scales was determined in a cliff-edge forest in Ontario, Canada. Three frequencies (0, 50, 500 passes per year) of short-term trampling (one year) were applied to plots previously undisturbed. Existing trails that had received three frequencies (approx. 100, 500, 25,000 passes per year) of long-term trampling (18 years) were also studied. Community composition, species richness, and individual species frequency were recorded in plots within 4 m and (or) 1 m of the patch centerline. The quantitative and qualitative form of plant response to increased trampling was compared for short-term and long-term treatments, both within 4 m and within 1 m of the path centerline, to judge the consistency of trampling effects at different temporal and spatial scales. As trampling frequency increased, community composition changed progressively, but consistently, in plots both within 4 m and 1 m of the path centerline. Species richness was less affected by trampling and only decreased within 1 m of the path centerline at the highest level of trampling (25,000 passes per season for 18 years). Effects of trampling on individual species frequency were much less consistent at different temporal and spatial scales of trampling. The scale-dependence results suggest that field workers and resource managers both should try explicitly to include and define multiple scale components when trying to ascertain the response of vegetation to human disturbance factors.  相似文献

Intellectual concern with the National Forest Management Act of 1976 has followed a course emphasizing the planning aspects of the legislation associated with the development of forest plans. Once approved, however, forest plans must be implemented. Due to the complex nature of the ecological systems of interest, and the multiple and often conflicting desires of user clientele groups, the feasibility and costs of implementing forest plans require immediate investigation. For one timber sale on the Coconino National Forest in Arizona, forest plan constraints were applied and resulting resource outputs predicted using the terrestrial ecosystem analysis and modeling system (TEAMS), a computer-based decision support system developed at the School of Forestry, Northern Arizona University, With forest plan constraints for wildlife habitat, visual diversity, riparian area protection, and soil and slope harvesting restrictions, the maximum timber harvest obtainable was reduced 58% from the maximum obtainable without plan constraints.Former Graduate Student at Northern Arizona University.  相似文献

The Japanese are traditionally regarded as nature-loving people, living in “harmony” with nature. However, this assumption is difficult to accept when observing the environmental problems in Japan. How can one explain the incongruities? Has the Japanese people's attitude toward nature changed as Japan has modernized? Is the concept of the nature-loving Japanese merely a myth? Is there another reason to explain this contradiction? This study shows political and economic origins of the paradox. The origin of the Japanese traditional idea of nature is fear and reverence of nature based on a primitive religion that developed in a rural subsistence living situation. Aesthetic and spiritual values of nature for cultural, educational, and intellectual entertainment were developed by the ruling class in the seventh century. Japan's first nature conservation movement, imported from the West, developed among the intellectual community and was advocated and promoted by the elite in the Meiji period (1868–1911). However, because deep commitment was lacking, the movement was abused by the military government before World War II. In the early 1970s the nature conservation movement seemed to be on the ascendancy, mainly because it was combined with the antipollution movement claiming the basic rights of survival. The Japanese nature conservation movement is still in the embryonic stage; in the future, the blending of some traditional resource management with the scientific philosophy of nature conservation may help promote the new wave of nature conservation in Japan.  相似文献

Multiple-use forest management has come to include an attention to scenic values, and methods are being developed to incorporate aesthetic considerations into decision making. A considerable body of scientific research has been conducted exploring public preferences for forest landscapes and intersubjective and contextual influences upon their perception. This research is surveyed. Findings regarding the perception of forest conditions, such as tree density and size, ground cover, species makeup and nonmanagement are considered. The scenic effects of forest treatments such as thinning, burning, and chemical application are outlined. Findings for harvest and regeneration practices such as clear-cutting, shelterwoods, selection cuts, and slash treatments are reported. Advances that consider the effects of time upon forest beauty and experiences are explored, along with a problem in multiple-use evaluation of scenic changes. Research on these topics and on observer intersubjective problems and general theory development is supported as a course of advancement in the field.  相似文献

Recent advances in fire modeling permit quantitative estimations of fire behavior from quantitative inputs that describe the fuel array and conditions, such as weather and site data, under which it will burn. This paper describes the collection, analysis, and stratification of flammable forest fuels data for coniferous forest ecosystems in Montana and then illustrates the resource management application of these data in three areas: the development of the fire behavior model, a determination of the model's sensitivity to input errors as reflected by fire behavior prediction errors, and the development of a fire hazard simulator (TAROT). Abstract:  Although there is widespread agreement about conservation priorities at large scales (i.e., biodiversity hotspots), their boundaries remain too coarse for setting practical conservation goals. Refining hotspot conservation means identifying specific locations (individual habitat patches) of realistic size and scale for managers to protect and politicians to support. Because hotspots have lost most of their original habitat, species endemic to them rely on what remains. The issue now becomes identifying where this habitat is and these species are. We accomplished this by using straightforward remote sensing and GIS techniques, identifying specific locations in Brazil's Atlantic Forest hotspot important for bird conservation. Our method requires a regional map of current forest cover, so we explored six popular products for mapping and quantifying forest: MODIS continuous fields and a MODIS land cover (preclassified products), AVHRR, SPOT VGT, MODIS (satellite images), and a GeoCover Landsat thematic mapper mosaic (jpg). We compared subsets of these forest covers against a forest map based on a Landsat enhanced thematic mapper. The SPOT VGT forest cover predicted forest area and location well, so we combined it with elevation data to refine coarse distribution maps for forest endemic birds. Stacking these species distribution maps enabled identification of the subregion richest in threatened birds—the lowland forests of Rio de Janeiro State. We highlighted eight priority fragments, focusing on one with finer resolved imagery for detailed study. This method allows prioritization of areas for conservation from a region >1 million km2 to forest fragments of tens of square kilometers. To set priorities for biodiversity conservation, coarse biological information is sufficient. Hence, our method is attractive for tropical and biologically rich locations, where species location information is sparse.  相似文献

Environmental accounts bring together economic and environmental information in a common framework to measure the contribution of the environment to the economy and the impact of the economy on the environment. They enable governments to set priorities, monitor economic policies more precisely, enact more effective environmental regulations and resource management strategies, and design more efficient market instruments for environmental policies. This article uses examples from the regional environmental accounting programme in southern Africa to demonstrate the usefulness of environmental accounts to policy-making and natural resource management. The examples address the contribution of natural capital endowments (minerals and fisheries) to sustainable development in Botswana and Namibia; the economic importance of non-market forest goods and services in South Africa; and the socio-economic impact of current water allocation and pricing policies in Botswana, Namibia and South Africa. While there are many additional policy applications, these few provide a powerful argument for the use of environmental accounts in all countries.  相似文献

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques.  相似文献

ABSTRACT

During policy change, the role of the actors communicating the change to different audiences is accentuated. The media plays an increasing role, either as an actor or by providing a stage for other actors. In particular, specialised journals represent an influential, albeit understudied, sphere of policy studies. We use the narrative policy framework complemented with frame analysis to trace how specialised media can affect policy implementation through implicit suggestions for action. Using this combined approach, we analyse how specialised forest journals, which are the most important forest information source for Finnish forest owners, have conveyed the renewal of forest legislation in Finland. The core message of the journals is that forest owners should, despite their new freedom granted by the reform, rely on experts rather than experimenting when managing their forests. This suggests that the media contributes to a path-dependent continuation of a forest policy that is based on a rationalistic exploitation ethos. The innovative potential, which the policy change aimed at encouraging, is thereby partially undermined. However, the analysis of the narratives also reveals that forest expertise and professionalism are diversifying. This notion is important as diversity can eventually lead to narratives supporting more fundamental change in forests management.  相似文献
