日本在战后经历了经济高速增长,工业化和城市化快速推进的发展历程,其间土地利用在结构、规模、价格、集约利用等方面发生了巨大变动。本文全面分析了二战之后,日本在经济高速增长、产业结构巨大变动、城市化迅速推进的发展过程中.农业用地、工业用地和城市用地在结构、规模、价格、集约利用程度等方面的特征;日本政府针对经济发展和土地利用的变动和影响。制订的一系列规划调整措施和政策法规体系。通过以上分析,探讨日本在有限的土地资源条件下实现经济高速增长的原因、途径和措施,以及对我国的启示。  相似文献

To explain why some employees who experience high embeddedness contemplate leaving their organizations and others do not, we examined the moderating effects of employee demographic characteristics (age and gender) and value orientations (individualism and risk aversion) between organizational embeddedness and turnover intentions. Turnover intentions were further expected to increase voluntary turnover. Data were collected from 643 full‐time employees at three points in time over a 12‐month time period in a wide range of organizations in Japan, a relatively low turnover context with little prior embeddedness research. Findings show that gender and risk aversion moderate the relationship between organizational embeddedness and turnover intentions, which in turn predict voluntary turnover. 日本与我国在历史上同属传统的东亚小农经济国家,在社会、经济、文化等方面的发展历程和存在的问题具有共通性。日本的农村生态环境管理随社会经济发展不断调整适应,政府也数次推动乡村振兴。对比研究中日两国农村环境管理及其背后的社会经济因素,虽然两国在农村环境管理上有相似性,但也有较大不同,我国不能完全照搬日本的农村环境管理体制机制,必须走一条适应我国国情的特色道路,循序渐进推进农业农村污染防治。在开展农村环保工作的具体举措上,日本也有较多可借鉴之处:一是以完善的法规政策体系保障农村环境管理;二是以精准的财政补贴支撑农村环境管理;三是以科学的规划和技术标准体系服务农村环境管理;四是以规范的行业和市场服务体系推动农村环境管理;五是以亲民务实的环境宣传教育助力农村环境管理。  相似文献

From a state-centric view, sub-national level of participation at the international level can be only feasible if it is an active part of national policy. In the case of Shiga prefectural government's initiative for international lake-environmental cooperation, however, sub-national actors came to see themselves as direct players in the absence of national policy. This study examines under what conditions and in what ways such sub-national level of participation takes place by conducting a case study of Shiga's collaboration with the United Nations Environmental Programme (UNEP) over lake-environment risk reduction. The article finds that the process of Shiga's participation in transnational governance will have less chance of being duplicated effectively in other Japanese sub-national governments. Shiga's cooperation with the UNEP was primarily driven by the ad hoc bottom-up political mobilisation of the sub-national actors. In general, without institutionalised channels for sub-national governments to participate in the regional/international level, sub-national governments need to mobilise resources on such an ad hoc basis and only pioneering sub-national actors are capable of effectively engaged on unfamiliar territory with the formation process of transnational governance.  相似文献

从经济全球化引发的雇用形态的变化入手,分析日本工伤事故瞒报问题的原因;针对已有的事故瞒报手法及危害,介绍对其防范、发现和处治的主要措施;通过对比分析中日两国事故瞒报防范工作的特点,提出更有利于事故控制预防、更有效地解决我国工伤事故瞒报问题的重要思路,即:在加大对事故瞒报单位的惩治力度、提高其违法成本的同时,还应建立针对依法报告事故单位的不惩罚机制或制定降低依法报告事故后的被处罚成本方面的规定;在行政责任追究和领导绩效考核时,不仅仅以事故后果或事故多少而是以其在强化安全管理方面"作为"与否为更重要的根据来进行。  相似文献

针对我国安全生产管理现状,分析日本安全生产发展历程和特点,并借鉴日本经验,提出进一步加快建立健全我国安全生产监管体系、法律法规体系、颁布实施安全生产规划、建立强有力的安全生产技术支撑体系、在我国探索开展伤害预知预警活动和重点落实企业主体责任等一系列完善我国安全生产体制和机制的建议;给出了我国完善的安全生产监管体系框图。通过对日本安全生产特点研究,结合我国安全生产面临的严峻形势,对探索增强我国企业和从业人员安全意识,逐步完善安全生产工作方式、方法和机制,以期为提高我国安全生产工作水平提供科学依据和有益的借鉴。  相似文献

The proximity principle—disposing of waste close to its origin—has been a central value in municipal solid waste (MSW) management in Japan for the last 30 years and its widespread adoption has helped resolve numerous “Not in My Backyard” issues related to MSW management. However, MSW management costs have soared, in large part because of aggressive recycling efforts and because most MSW is incinerated in a country that has scarce landfill capacity. In addition, smaller, less sophisticated incinerators have been closed because of high dioxin emissions. Rising costs combined with the closure of smaller incinerators have shifted MSW management policy toward regionalization, which is the sharing of waste management facilities across municipalities. Despite the increased use of regionalized MSW facilities, the proximity principle remains the central value in Japanese MSW management. Municipal solid waste management has become increasingly regionalized in the United States, too, but different driving forces are at work in these two countries. The transition to regionalized MSW management in Japan results from strong governmental control at all levels, with the central government providing funds and policy direction and prefectures and municipalities being the primary implementing authorities. By contrast, market forces are a much stronger force with US MSW management, where local governments—with state government oversight—have primary responsibility for MSW management. We describe recent changes in Japan’s MSW programs. We examine the connections between MSW facility regionalization, on the one hand, and, on the other hand, the proximity principle, coordination among local governments, central government control, and financing mechanisms.  相似文献

The Japan Sea earthquake of 1983 took place at the eastern margin of the Japan Sea, which is a marginal sea situated west of the island are of Japan and the Japan trench in the Pacific Ocean. Its magnitude of 7.7 is the largest among earthquakes which have been known to occur in the seismic belt along the Japan Sea coast of Northeast Honshu, Japan. Since the seismic activity in the belt is not so high, the earthquake is especially important in the geophysical interpretation of tectonic process in the region. The aftershock distribution and the focal mechanism reveals that the earthquake is a thrust fault on a plane dipping eastwards by about 30°. The waveform analysis shows that the earthquake can be regarded as a double shock to a first approximation. Interestingly, there was a 10-second intermission between the two events. These are preliminary results, and more detailed studies are under development.  相似文献

Paper passes through many hands. In the present paper, key parts of this cycle in Japan were examined, using questionnaire surveys of households and paper makers. The study aimed to examine the paper makers' strategy for paper production and their attitude to recycling, in comparison with those of the consumers. The study especially focused on toilet paper because consumers have a lot of freedom in purchasing toilet paper. A total of 1242 consumers and 60 paper makers responded. The major findings were as follows. First, we compared the criteria of consumers for purchasing toilet paper with the conjectures of paper makers. Brand, advertisements and the appearance of shopping displays received 60% support from paper makers, but less than 12% of consumers selected these criteria even if we exclude those who do not buy toilet paper or do not have any particular criteria. On the other hand, multiple plies and benefit to the earth were selected by moderate numbers (between 20 and 25%) of consumers, while only 16.77 and 5.69%, respectively of paper makers marked these criteria. Paper makers strongly believe that many retailers sell toilet paper as a loss-leader. By comparing those matters considered important for recycling by consumers with those considered important by makers, it was shown that many makers have a clear awareness of the particular problem, the lack of used paper consumption, in the current paper recycling situation in Japan.  相似文献

我国是个农业大国 ,农药的使用量大 ,使用品种多 ,农药对生态环境污染较为严重。长期以来 ,我国的农药环境管理极其薄弱 ,农药环境管理体系不完善。国外一些国家如美国、瑞典、日本等农药管理体制比较健全 ,在农药环境管理方面取得了一些成功经验 ,这对我国建立农药管理体系有很好的借鉴意义。  相似文献
