The traditional view of fire as a destructive agent requiring immediate suppression is giving way to the view that fire can and should be used to meet land management goals. Thus,fire control is being replaced by the more general concept offire management, which is based on the need to integrate fire policy with land management objectives. The social, economic, and ecologic effects of fire must be evaluated in the selection of land management alternatives.The activities of fire management organizations—fire prevention, control, and use of fire—must respond to needs of land management. Many agencies have developed fire organizations as separate entities that set their own objectives. The many land and resource managers who have recognized the need to incorporate fire considerations into land-use planning have so far lacked the techniques to do so.As a natural process, fire has an important function in forest and range ecosystems. Fire can greatly influence the quantity and quality of resource outputs; it is a two-edged sword that can either harm or benefit our goals, depending upon the complex effects of fire and the nature of our wants.The Fire in Multiple-Use Management Research, Development, and Applications (RD&A) Program was initiated by the U.S. Department of Agriculture, Forest Service, at the Northern Forest Fire Lab in Missoula to assist land managers. This profile explains what an RD&A program is; discusses its mission, goals, and approach to the problem; and tells why the approach involves federal laboratories, universities, and private research foundations.  相似文献

A Forest Planning Language and Simulator (FORPLAN) has been developed to facilitate the use of simulation for integrating fire into the land management planning process.FORPLAN incorporates unique characteristics of previous systems, links numerous models and data bases, allows selection of variable resolution levels, and permits discrete time simulation of disturbances on plants, fuels, and animals. A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. A hypothetical environmental impact assessment is given for a small residential development in Chambers County, Texas, U.S. of A.  相似文献

ABSTRACT

The transition to more sustainable energy systems has set about redefining the social roles and responsibilities of citizens. Implicit in this are expectations around participation, though the precise contours of what this might mean remain open. Debates around the energy transition have been skewed towards a normative construct of what it means to be a ‘good citizen’, the parameters for which are shaped by predetermined visions of statist and/or market-driven determinations of the energy systems of the future. This article argues that concepts such as ‘energy citizen’ are co-opted to reflect popular neoliberal discourses, and ignore crucial questions of unequal agency and access to resources. Paradoxically, official discourses that push responsibility for the energy transition onto the ‘citizen-as-consumer’ effectively remove agency from citizens, leaving them largely disconnected and disempowered. Consequently, energy citizenship needs to be reconceptualised to incorporate more collective and inclusive contexts for action. Considering how much energy consumption occurs in (traditionally female) domestic spheres, do conventional notions of citizenship (especially with regards to its associated rights and duties) need to be recalibrated in order for the concept to be usefully applied to the energy transition?  相似文献

The United Nations Convention to Combat Desertification (UNCCD) has lacked an efficient mechanism to access scientific knowledge since entering into force in 1996. In 2011 it decided to convene an Ad Hoc Working Group on Scientific Advice (AGSA) and gave it a unique challenge: to design a new mechanism for science-policy communication based on the best available scientific evidence. This paper outlines the innovative ‘modular mechanism’ which the AGSA proposed to the UNCCD in September 2013, and how it was designed. Framed by the boundary organization model, and an understanding of the emergence of a new multi-scalar and polycentric style of governing, the modular mechanism consists of three modules: a Science-Policy Interface (SPI); an international self-governing and self-organizing Independent Non-Governmental Group of Scientists; and Regional Science and Technology Hubs in each UNCCD region. Now that the UNCCD has established the SPI, it is up to the worldwide scientific community to take the lead in establishing the other two modules. Science-policy communication in other UN environmental conventions could benefit from three generic principles corresponding to the innovations in the three modules—joint management of science-policy interfaces by policy makers and scientists; the production of synthetic assessments of scientific knowledge by autonomous and accountable groups of scientists; and multi-scalar and multi-directional synthesis and reporting of knowledge.  相似文献

Cities are major contributors to global emissions, producers of waste and consumers of resources such as energy, water and food: implementing green development strategies is hence a core challenge of modern city-planning. The attention of research has been focusing on the development of energy efficient, low carbon strategies, yet city decision-makers need truly integrated approaches, as the one proposed by the water-energy-food Nexus. The purpose of our paper is to investigate whether it is possible to take one step in this direction by extending existing approaches to energy efficiency strategies to progressively include other priority resources, in particular water. To test this hypothesis we have taken a robust and well accepted methodology, the ELCC (Economics of Low Carbon development strategies for Cities) developed by SEI and CCCEP, and we have extended it to the case of demand side water efficiency strategies for cities. We have then applied the adapted ELCC framework to the case study of the domestic sector of the city of Bologna (Italy), identifying and prioritizing several efficiency measures. Measures were evaluated through their capital investment, annual values of savings, payback period and reduction in consumption, and then aggregated in different scenarios in order to highlight potential urban investments and to showcase a possible approach to the prioritization of demand side water efficiency measures. The results show that, with an upfront investment of € 17 million, a feasible subset of Bologna’s households could be equipped with five selected cost-effective measures, generating annual savings of € 10.2 million and reducing the total domestic water consumption of 34% by 2020 compared to the 2012 initial value. With additional € 28.5 million, households could be equipped with more costly appliances reaching an overall water reduction of 37% by 2020. Our findings confirm that it is possible to successfully extend current approaches to urban energy efficiency strategies to include demand side water efficiency, adding an important building block to the construction of an integrated Nexus-based approach to green development strategies at the city-level. We encourage further tests to confirm the robustness of the methodology.  相似文献

面向2050年世界能源发展形势与中国发展实际,推进能源转型与保障油气供给是关乎国家发展和能源安全的重大前瞻性问题。考虑能源转型这一关键前提,基于重点行业部门的政策情景模拟了中国能源消费的总量与结构变化情况,并分析了中国油气消费需求及其对外依存情况。结果显示:(1)若实行积极的部门能源转型政策,中国的一次能源消费总量将在较大幅度上低于参照情景,并有望在2040年达到峰值,其峰值在5755~7000 mtce之间。具体来看,煤炭消费可在2030年前达峰,石油消费在两种转型情景下均将在2040年达到峰值,而天然气仅在加速转型情景下可于2035年实现消费达峰。(2)从推进能源结构转型角度看,在转型情景下中国2050年煤炭消费量占能源消费总量的比例为21%,在加速转型情景下到2050年煤炭占能源消费总量的比例将不足10%;无论是在转型情景下还是加速转型情景下,到2050年油气消费占中国能源消费总量的30%;若推行更加积极的转型政策,在加速转型情景下中国到 2050年非化石能源消费占比将超越化石能源。(3)高需求低产出将导致中国油气对外依存度在中长期内处于较高水平,因而,在2050年前保障国家能源安全仍不可忽视油气供给稳定性。研究可为中国能源安全战略与能源政策制定提供科学依据。  相似文献
