Vehicular and pedestrian traffic decreased top and root production, percent cover, and diversity of vegetation, and modified species composition on beach and foredune areas of Padre Island National Seashore and Nueces County Park. Degradation of vegetal cover was directly related to the type and intensity of traffic; species in heavily trafficked areas represented earlier successional stages than those in comparable undisturbed areas. 相似文献

A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. A quantitative succession model was developed both to meet resource management needs in Montana's Lewis and Clark National Forest and to develop a modeling methodology. It builds upon previous concepts and incudes three new features: quantitative prediction of all tree species and seedlings; quantitative predictions of important understory species; and successional pathways determined by fire intensity and scorch height. The method is described and demonstrated for selected Montana habitat (community) types. It is also available in managerial guidelines and has been programmed as a new module in theforplan simulator. Because of the nature of watersheds, the hydrologic and erosional impacts of logging and related road-building activities may move offsite, affecting areas downslope and downstream from the operation. The degree to which this occurs depends on the interaction of many variables, including soils, bedrock geology, vegetation, the timing and size of storm events, logging technology, and operator performance. In parts of northwestern California, these variables combine to produce significant water quality degradation, with resulting damage to anadromous fish habitat.Examination of recent aerial photographs, combined with a review of public records, shows that many timber harvest operations were concentrated in a single 83 km2 watershed in the lower Klamath River Basin within the past decade. The resulting soil disturbance in this case seems likely to result in cumulative off-site water quality degradation in the lower portion of the Basin.In California, both state and federal laws require consideration of possible cumulative effects of multiple timber harvest operations. In spite of recent reforms that have given the state a larger role in regulating forest practices on private land, each timber harvest plan is still evaluated in isolation from other plans in the same watershed. A process of collaborative state-private watershed planning with increased input of geologic information offers the best long-term approach to the problem of assessing cumulative effects of multiple timber harvest operations. Such a reform could ultimately emerge from the ongoing water quality planning process under Section 208 of the amended Federal Water Pollution Control Act. 相似文献

We analyzed whether decision‐making triggers increase accountability of adaptive‐management plans. Triggers are prenegotiated commitments in an adaptive‐management plan that specify what actions are to be taken and when on the basis of information obtained from monitoring. Triggers improve certainty that particular actions will be taken by agencies in the future. We conducted an in‐depth, qualitative review of the political and legal contexts of adaptive management and its application by U.S. federal agencies. Agencies must satisfy the judiciary that adaptive‐management plans meet substantive legal standards and comply with the U.S. National Environmental Policy Act. We examined 3 cases in which triggers were used in adaptive‐management plans: salmon (Oncorhynchus spp.) in the Columbia River, oil and gas development by the Bureau of Land Management, and a habitat conservation plan under the U.S. Endangered Species Act. In all the cases, key aspects of adaptive management, including controls and preidentified feedback loops, were not incorporated in the plans. Monitoring and triggered mitigation actions were limited in their enforceability, which was contingent on several factors, including which laws applied in each case and the degree of specificity in how triggers were written into plans. Other controversial aspects of these plans revolved around who designed, conducted, interpreted, and funded monitoring programs. Additional contentious issues were the level of precaution associated with trigger mechanisms and the definition of ecological baselines used as points of comparison. Despite these challenges, triggers can be used to increase accountability, by predefining points at which an adaptive management plan will be revisited and reevaluated, and thus improve the application of adaptive management in its complicated political and legal context. Current political conditions, primarily budgetary uncertainty, and the related reluctance to make funding commitments for
future generations, have raised questions about the costs of conservation and environmental protection that have not previously
been asked. As Federal investments are scrutinized and budgets become ever more constrained, the costs associated with environmental
requirements could begin to be of greater importance and to influence decisions on Federal projects. In response to concerns
about the U.S. Army Corps of Engineers (Corps) spending under the Endangered Species Act (P.L. 93-205) (ESA), a limited investigation
was performed to determine the accuracy of reported Corps expenditures. The investigation showed that, for particular groups
of species, actual conservation costs for threatened and endangered species may be twice the amounts previously reported in
the annual ESA expenditure reporting to the U.S. Fish and Wildlife Service. In light of this finding, the Corps has sought
a means to provide more accurate and consistent reporting of expenditures for addressing threatened and endangered species.
A Species Costs Template (template) has been developed to identify the types and magnitude of costs related to the ESA and
to counteract the impediments (legal, institutional, and practical) to underreporting costs. The template will be used by
the Corps for reporting ESA costs beginning with Fiscal Year 2005 (FY05) (reported in January 2006). Five broad categories
of expenditures (effects determination costs, ESA protection and conservation costs, equipment costs, opportunity costs, and

Many problems and challenges of ecosystem management currently are driven by the rapid pace and spatial extent of landscape
change. Parks and reserves within areas of high human population density are especially challenged to meet the recreational
needs of local populations and to preserve valued environmental resources. The complex problem of managing multiple objectives
and multiple resources requires an enormous quantity of information, and conceptual models have been proposed as tools for
organizing and interpreting this information. Academics generally prefer a bottom-up approach to model construction that emphasizes
ecologic theory and process, whereas managers often use a top-down approach that takes advantage of existing information to
address more pragmatic objectives. The authors propose a formal process for developing, applying, and testing conceptual models
to be used in landscape monitoring that reconciles these seemingly opposing perspectives. The four-step process embraces the
role of hypothesis testing in the development of models and evaluation of their utility. An example application of the process
to a network of national parks in and around Washington, DC illustrates the ability of the approach to systematically identify
monitoring data that would both advance ecologic theory and inform management decisions. 相似文献

Increasingly, performance measurement is being used to hold federal agencies accountable, represent environmental progress, and evaluate the effectiveness of environmental programs. The need to track measurable outputs has created a tendency to present programmatic progress solely by quantifiable data, despite the inherent complexity of natural resource management. Wetlands and fire management programs are two specific environmental arenas that have come to overemphasize the tracking of acreage numbers to validate existing policy direction. In both of these arenas, we find the definition and categorization of "countable" acres to be inconsistent and unreliable. We explore this systemic flaw for both wetlands and fire programs and describe its implications for environmental policy and natural resource management more broadly. We conclude with recommendations for improved performance measurement in these arenas. 相似文献

The National Park Service (NPS) is increasingly focusing on alternative transportation systems in national parks to address
environmental and social problems arising from a historical reliance on personal automobiles as the primary means of visitor
access. Despite the potential advantages, alternative transportation may require a reorientation in the way that Americans
have experienced national parks since the advent of auto-tourism in the early twentieth century. Little research exists, however,
on visitor perspectives towards alternative transportation or the rationale underlying their perspectives. It remains unclear
how transportation systems affect visitors’ experiences of the park landscape or the factors influencing their travel behavior
in the parks. This report presents an interpretive study of visitor perspectives toward transportation management in the Yosemite
Valley area of Yosemite National Park, California. Qualitative analysis of 160 semi-structured interviews identified individual
psychological factors as well as situational influences that affect visitors’ behavior and perspectives. Individual psychological
factors include perceived freedom, environmental values and beliefs, prior experience with Yosemite National Park and other
national parks, prior experience with alternative transportation in national parks, and sensitivity to subjective perceptions
of crowding. Situational factors included convenience, access, and flexibility of travel modes, as well as type of visit,
type of group, and park use level. Interpretive communication designed to encourage voluntary visitor use of alternative transportation
should focus on these psychological and situational factors. Although challenges remain, the results of this study suggest
approaches for shaping the way Americans visit and experience their national parks to encourage environmental sustainability. 相似文献
