The core element of the Costa Rican forestry policy is a financial instrument called the environmental service payment. This instrument rewards forest owners for the environmental services (the mitigation of greenhouse gases, the protection of watersheds and scenic beauty, and the development of biodiversity) their forests provide. In this article, the experiences with this new instrument are analyzed by focusing on the way interests are represented and access is granted, the openness of information exchange, whether social learning occurred, and whether decision-making authority is shared. The analysis is based on a survey conducted in the Huetar Norte Region and on in-depth interviews with the major stakeholders. The Costa Rican case indicates that financial instruments can be used to share responsibilities and that stakeholders can successfully cooperate on forest issues. It also shows that such a participatory approach is only promising if certain cultural, economic, organizational, and political conditions are met.  相似文献

Management by objectives (MBO) is a technique for integrating ecological concerns into national political and administrative structures. Politicians determine environmental objectives and interim targets to be implemented and assessed by civil servants in national, regional, and local contexts. Well-developed organizational communication is a prerequisite for MBO. However, communication-related obstacles can arise when using MBO in public environmental management. We examine communicative aspects of environmental MBO, looking specifically at the implementation, administration, and assessment of Swedish environmental quality objectives. Our argument is illustrated by quotations from individual and focus group interviews. We conclude that communicative problems may arise, because different actors interpret messages from different perspectives, depending on their agendas, prior knowledge and experience, and positions in the administrative system. It is crucial to recognize the dialogical aspects of communication, by involving the receiver of a message in a process of response. In addition, the different timeframes underlying different arguments could contribute to misunderstandings between actors involved in handling environmental issues. In assessing the achievement of environmental objectives, indicators are used as communicative tools. It is important to investigate whether and how these indicators contribute to the de- and recontextualization of environmental objectives.  相似文献

Long-term field trials using lignite fly ash (LFA) were carried out in rice crops during the period 1996-2000 at Mine I, Neyveli Lignite Corporation, Tamil Nadu. LFA, being alkaline and endowed with an excellent pozzolanic nature, silt loam texture, and plant nutrients, has the potential to improve the texture, fertility, and crop productivity of mine spoil. The rice crops were the first, third, fifth, and sixth crops in rotation. The other crops, such as green gram (second) and sun hemp (fourth), were grown as green manure. For experimental trials, LFA was applied at various dosages (0, 5, 10, 20, 50, 100, and 200 t/ha), with and without press mud (10 t/ha), before cultivation of the first crop. Repeat applications of LFA were made at the same dosages in treatments of up to 50 t/ha (with and without press mud) before cultivation of the third and fifth crops. Press mud, a lightweight organic waste product from the sugar industry, was used as an organic amendment and source of plant nutrients. Also, a recommended dosage of chemical fertilizer, along with gypsum, humic acid, and biofertilizer as supplementing agents, was applied in all the treatments, including control. With one-time and repeat applications of LFA, from 5 to 20 t/ha (with and without press mud), the crop yield (grain and straw) increased significantly (p < 0.05), in the range from 3.0 to 42.0% over the corresponding control. The maximum yield was obtained with repeat applications of 20 t/ha of LFA with press mud in the third crop. The press mud enhanced the yield in the range of 1.5-10.2% with various dosages of LFA. The optimum dosage of LFA was 20 t/ha for both one-time and repeat applications. Repeat applications of LFA at lower dosages of up to 20 t/ha were more effective in increasing the yield than the corresponding one-time applications of up to 20 t/ha and repeat applications at 50 t/ha. One-time and repeat applications of LFA of up to 20 t/ha (with and without press mud), apart from increasing the yield, evinced improvement in the texture and fertility of mine spoil and the nutrient content of crop produce. Furthermore, some increase in the content of trace and heavy metals and the level of gamma-emitters in the mine spoil and crop produce was observed, but well within the permissible limits. The residual effect of LFA on succeeding crops was also encouraging in terms of eco-friendliness. Beyond 20 t/ha of LFA, the crop yield decreased significantly (p < 0.05), as a result of the formation of hardpan in the mine spoil and possibly the higher concentration of soluble salts in the LFA. However, the adverse effects of soluble salts were annulled progressively during the cultivation of succeeding crops. A plausible mechanism for the improved fertility of mine spoil and the carryover or uptake of toxic trace and heavy metals and gamma-emitters in mine spoil and crop produce is also discussed.  相似文献

We need to ensure the sustainable management of advanced materials, such as purified silicon, that contribute to a low-carbon society. Because a drastic increase in the demand for photovoltaic (PV) systems is tightening the supply of silicon for PV cells, the sustainability of silicon feedstock needs to be explored. For this purpose, a material flow analysis of silicon in Japan from 1996 to 2006 is presented in this paper. Our analysis finds that rapid growth in demand for polycrystalline silicon (pc-silicon) and single crystalline silicon (sc-silicon) has changed the structure of the purified silicon supply. The strong demand for purified silicon for solar cells is responsible for this change. While off-grade silicon obtained as a by-product of electronic-grade silicon (EG-Si) covered the demand for solar sells before 2000, pc-silicon is currently produced independently for solar cells via an energy-intensive process. Analysis of the resource effective-use index (REI), which indicates how effectively purified silicon is used, shows progress in the effective use of pc- and sc-silicon. REI analysis indicates that the effective use of pc-silicon is reaching a maximum, while the effective use of sc-silicon is advancing, with a corresponding increase in price. To ensure a sustainable supply of silicon feedstock, this paper proposes four solutions: (1) production of solar-grade pc-silicon by a less costly and less energy-consuming method; (2) reduction in the amount of crystalline silicon per watt in solar cells; (3) acceleration of the development and deployment of other solar cell types; and (4) reuse and recycling of solar cells in the future.  相似文献

A need exists to improve the utilization of manure nutrients by minimizing NH3 emissions from land application of manure. Management strategies to reduce NH3 emissions are available; however, few have been validated under Canadian conditions. Soil microbial populations can fluctuate in response to environmental changes and, therefore, are often used as biological indicators of soil quality. Soil chemical and physical parameters can also be used as indicators because they can vary in response to different management strategies. A long-term field trial was conducted to study the effects of different tillage systems (NT: no tillage, DH: disc harrow, and MP: moldboard plough), P fertilization (diammonium phosphate), and cattle grazing (in terms of crop residue consumption) in maize (Zea mays L.), sunflower (Heliantus annuus L.), and soybean (Glycine max L.) on soil biological, chemical, and physical parameters. The field trial was conducted for four crop years (2000/2001, 2001/2002, 2002/2003, and 2003/2004). Soil populations of Actinomycetes, Trichoderma spp., and Gliocladium spp. were 49% higher under conservation tillage systems, in soil amended with diammonium phosphate (DAP) and not previously grazed. Management practices also influenced soil chemical parameters, especially organic matter content and total N, which were 10% and 55% higher under NT than under MP. Aggregate stability was 61% higher in NT than in MP, 15% higher in P-fertilized soil, and also 9% higher in not grazed strips, bulk density being 12% lower in NT systems compared with MP. DAP application and the absence of grazing also reduced bulk density (3%). Using conservation tillage systems, fertilizing crops with DAP, and avoiding grazing contribute to soil health preservation and enhanced crop production.  相似文献
