Hurricanes devastated the Gulf coast of the USA in 2005. Hurricane Katrina, in particular, highlighted the compelling need
to build more sustainable and hazard-resilient communities. Much can be learned from recovery efforts to rebuild the Gulf
coast. Personal observations and interviews with planners, academics and others involved in recovery efforts inform this analysis,
which focuses on New Orleans. A conceptual framework is developed and principles and operational imperatives outlined to guide
action for building sustainable, hazard-resilient communities. Such communities will remain elusive unless ‘business as usual’
is confronted by a transformational process of developmental planning. Sustainable, hazard-resilient coastal communities are
founded upon robust ‘critical infrastructure’ that is secured by planning and decision-making processes that enable coastal
communities to build ‘layers of resilience’ to overcome ‘waves of adversity’. Planners need to take on a redefined role—as
‘new naval architects’—to design and build communities that are ‘sea-worthy’ in this age of coastal storms.

ABSTRACT This article, through the use of political ecology perspectives on coercive conservation, aims to explain how in two separate Colombian Natural Parks and buffer zones, environmental policies designed to (re)take control of the frontier, have produced a similar territorial differentiation in the contention of illicit activities. Los Farallones in the Colombian Pacific and La Macarena/Puerto Rico in the Ariari region have experienced different stages of the armed conflict and are at the center of this analysis. I argue that in the contexts of both conflict escalation (1998–2007) and conflict de-escalation (2008–2016), the State in its attempt to control the frontier has not only had military intervention in areas of conservation but has also reinforced environmental programs that attack illegal mining and coca, producing both a territorially differentiated containment of illicit activities and an uneven progression of the illicit frontier. 相似文献

Ken Burns' series on the national parks reveals the evolving values of the American nation, particularly in relation to nature. Through both the beauty and the history of these set apart spaces, Burns presents and to some extent critiques America's mythic dreams of nature. Nature as new world garden and as frontier shapes the story that is told. This essay focuses on two themes, science and pluralism, and argues the presentation of each (the former with less depth, the latter with more) is constrained by the mythic narrative of pristine America that seems unable to evolve, either in the face of ecological values of interrelationships or pluralistic values that re-shape understandings of democracy. ABSTRACT: Local governments often face environmental problems that cross political boundaries. The onus for solution usually falls on the moat severely affected jurisdiction, others do nothing until impacted. Resolution of these problems requires cooperation across political boundaries which means that local governments must be persuaded first that there is a problem, and second that action is required to solve it. This paper presents a method to supply low cost, credible information that can be used to achieve consensus on problem solution. A case study of a lake water quality management problem is described. The streams tributary to acidic Cone Pond, pH 4.5–4.8, and circumneutral Black Pond, pH 5.3–6.4, in the White Mountains of New Hampshire, USA, were monitored for a year. The watersheds of these two ponds were characterized in terms of geology and stream hydrology. Chemical gradients and patterns in rock weathering and groundwater discharge explain many of the differences in mineral content and acidity of the streams. The rocks of Black watershed produced an average of ten times the equivalent of basic cations as rocks from Cone watershed. This is on the same order as the difference in acidity of the two streams. Down-stream changes in stream chemistry follow differing patterns, but reflect the same principle of residence time and water path length controlling chemical evolution of streamwater. Watershed and aquatic managers may use these parameters in an inexpensive and simple assessment of the susceptibility of individual streams and ponds to acidification. A method is recommended to determine quickly the potential influence of bedrock type to aquatic chemistry. 相似文献

An important goal of the Reagan administration has been to shift responsibility for many public programs from the US federal government to the states. This New Federalism seeks to restore a proper balance to the federal system and to ensure an effective working partnership between the states and the federal government. Such a partnership is especially important for many environmental laws because these laws often give states primary responsibility for the control and abatement of pollution.This research examines the extent to which the Reagan administration has succeeded in improving intergovernmental environmental relations in terms of state implementation of the Clean Water Act. Data from a 1985 survey of directors of state water quality control programs are compared with responses to a similar survey that the US General Accounting Office conducted in 1979. The latter survey found considerable dissatisfaction on the part of state directors with the quality of their relations with the US Environmental Protection Agency. Although some improvement can be noted between 1979 and 1985, the Reagan administration's efforts to improve intergovernmental relations appear to have been of limited consequence, to the possible detriment of effective implementation of the Clean Water Act. 相似文献

This study analyses the behaviour of high technology and new firms in the Newbury District of Berkshire in terms of employment, location, genealogy, and local economic impact. It finds that encouraged by good communications networks and a ‘resident electronics establishment’, the direct, as opposed to the indirect, employment consequences are generally encouraging, but not widely replicable. Vernal pools are vulnerable to loss through development and agricultural and forestry practices owing to their isolation from open water bodies and their small size. Some vernal pool-dependent species are already listed in New England as Endangered, Threatened, or Species of Special Concern. Vernal pool creation is becoming more common in compensatory mitigation as open water ponds, in general, may be easier to create than wooded wetlands. However, research on vernal pool creation is limited. A recent National Research Council study (2001) cites vernal pools as challenging to recreate. We reviewed documentation on 15 vernal pool creation projects in New England that were required by federal regulatory action. Our purpose was to determine whether vernal pool creation for compensatory mitigation in New England replaced key vernal pool functions by assessing project goals and documentation (including mitigation plans, pool design criteria, monitoring protocols, and performance standards). Our results indicate that creation attempts often fail to replicate lost pool functions. Pool design specifications are often based on conjecture rather than on reference wetlands or created pools that function successfully. Project monitoring lacks consistency and reliability, and record keeping by regulatory agencies is inadequate. Strengthening of protection of isolated wetlands in general, and standardization across all aspects of vernal pool creation, is needed to ensure success and to promote conservation of the long-term landscape functions of vernal pools. 相似文献
