灌溉管理改革的进展、特征及决定因素:黄河流域灌区的实证研究

论文采用两年的面板数据实证研究了我国黄河流域灌区灌溉管理改革的进展、特征及决定因素。研究结果表明,自20世纪90年代开始,黄河流域灌区灌溉管理改革取得了很大的进展,传统的集体管理已经逐步被承包管理和用水协会管理所取代,不同管理制度下农民参与的程度与管理的透明度都有所区别,政府的政策干预在促进灌溉管理改革上发挥了十分重要的作用,改革具有明显的政策导向性。在未来的灌溉管理改革中,政府部门应进一步出台相关鼓励改革政策,积极引导广大农民参与到改革的事业中,促进改革在更加广阔的农村地区的有效推进和良性发展。     

Policy coherence in climate governance in Caribbean Small Island Developing States

Climate governance in Small Island developing States (SIDS) is a pressing priority to preserve livelihoods, biodiversity and ecosystems for the next generations. Understanding the dynamics of climate change policy integration is becoming more crucial as we try to measure the success of environmental governance efforts and chart new goals for sustainable development. At the international level, climate change policy has evolved from single issue to integrated approaches towards achieving sustainable development. New actors, new mechanisms and institutions of governance with greater fragmentation in governance across sectors and levels (Biermann and Pattberg, 2008) make integration of policy in the area of climate change governance even more of a challenge today. What is the Caribbean reality regarding policy coherence in climate change governance? Are the same climate change policy coherence frameworks useful or indeed applicable for environmental governance in developing states more generally and for SIDS in particular? What are the best triggers to achieve successful climate change policy integration in environmental governance—especially as the complex interconnectivity of new actors, institutions and mechanisms make the process of integration even more challenging? What facilitates and what hampers climate policy integration in the regional Caribbean context? This article reviews the debates around policy coherence for climate change governance, creates a framework to test or measure policy coherence and examines how relevant this has been to regional climate change governance processes in Commonwealth Caribbean States. The study found that though at the regional level, there is substantial recognition of the importance of and mechanics involved in climate policy coherence, this has not translated to policy coherence at the regional and national levels. There is a large degree of fragmentation in the application of climate policy in each Caribbean Island with no mechanism to breach the gap. Silos in public environmental governance architectures, unwillingness to share data, insufficient political will; unsustainable project-based funding and lack of accountability among actors are the main challenges to climate policy coherence. The findings fill a gap in the literature on the elements of climate policy coherence from a SIDS perspective.     

Innovative policy practices to advance building energy efficiency and retrofitting: Approaches,impacts and challenges in ten C40 cities

This study examines ten programmes to advance energy efficiency and retrofitting of existing, private sector buildings in C40 cities in Asia-Pacific and USA. We set out to identify differing policy approaches, together with potential impacts and implementation challenges for each. Findings unearthed six policy models – both mandatory and voluntary – with unique impacts and challenges. We demonstrate that innovation occurs without new policy inventions and largely by necessity, as new features are added and generic models are adapted to local circumstances. Our sample demonstrated experimentation with benchmarking in the USA, comprehensive regulation in Asia, and voluntary approaches in Australia. Overall, environmental impacts are particularly slow to emerge and plagued with attribution challenges. We found limited evidence of benchmarking programme effectiveness in reducing energy consumption in the short-term, but some indication of mid-term outcomes. Driven by unique local circumstances, the cap-and-trade model stood out by fostering large, sustained and attributable GHG emission reductions and retrofitting. Market and social impacts are highly significant across all programmes, highlighting needs to consider non-environmental impacts in policy evaluation. We emphasise the complementary potential of voluntary and regulatory approaches to advancing energy efficiency and climate resilience. We also underscore the potential for reporting or benchmarking programmes to later transition to models mandating performance improvements, such as cap-and-trade.

在环境污染事故高发、未来全国环境政策将更多地借助于市场力量的背景下,评析了在武汉市实施环境污染责任险的必要性,分析了武汉市环境污染责任险实践中所存在的问题,并提出了未来政策改革的建议。指出近期内武汉市应主要在重点行业、饮用水源地推进政策试点,相关部门应积极配合、联合研发政策推行所需的关键支撑技术和信息平台,并积极培育政策向成熟发展所需配套的法律及政策环境。     

The evolution of climate policies - the role of learning and evaluations

All member states of the EU have had to develop climate strategies following the commitment to the UN Framework Convention on Climate Change and the Kyoto Protocol. The evolution of the strategies provides insights into the learning that takes place at the level of policy development and offers material for analysing how ex ante and ex post evaluations have contributed to this learning. In the analysis, Finland is used as a case demonstrating different levels and types of learning, from deeper reframing to political learning. The results show that the full potential of the evaluations has not been utilised, partly because they have been constrained by their mandate. Greater openness and transparency in the policy processes would create favourable conditions for independent evaluations that could provide additional input to the policy processes. This would support social and reflexive learning and allow for greater adaptability.     

Quality Control for Environmental Policy Appraisal Tools: An Empirical Investigation of Relations Between Quality,Quality Control and Effectiveness

The spectre of regulatory reform carried out in a range of Western countries has generated concern amongst parts of the environmental policy community. Quality and effectiveness are said to be at stake, but empirically there is a dearth of data on the relationship between provisions for quality control and the effects on quality and effectiveness. This research addresses this lacuna by analysing the effects of different quality control provisions in the Netherlands and Denmark for a globally institutionalized environmental appraisal tool—Environmental Assessment (EA). Extensive technical provisions for quality control in the Netherlands have led to it being described as the ‘Rolls Royce’ of EA systems, while in Denmark the polity is expected to take charge of quality control. The effects of quality control are investigated through surveys and in-depth interviews with actors centrally engaged with EA implementation. The results show that quality control provisions are poorly related to the perceived quality and effectiveness of EA. Only the appropriateness of the scope of EA reports is perceived to be strongly related to quality control provisions. The findings are relevant for environmental policy communities concerned with quality control systems and effectiveness of policy appraisal tools and policy-makers contemplating regulatory reforms.

介绍楚雄德胜钢铁公司19·6m2烧结机尾除尘系统改造工程中使用三电极电除尘器的工艺及有关设计技术问题,并根据使用效果进行分析总结。结果表明,在设计参数选择恰当的情况下,三电极电除尘器对烧结烟气有较好的除尘效果,这些经验和操作中存在的问题供烧结机尾除尘工程设计参考。
