Substantial land degradation of agricultural catchments in Australia has resulted from the importation of European farming methods and the large-scale clearing of land. Rural communities are now being encouraged by government to take responsibility for environmental care. The importance of community involvement is supported by the view that environmental problems are a function of interactions between people and their environment. It is suggested that the commonly held view that community groups cannot care for their resources is due to inappropriate social institutions rather that any inherent disability in people. The communicative catchment is developed as a vision for environmental care into the future. This concept emerges from a critique of resource management through the catchment metaphors of the reduced, mechanical, and the complex, evolving catchment, which reflect the development of systemic and people-centered approaches to environmental care. The communicative catchment is one where both community and resource managers participate collaboratively in environmental care. A methodology based on action research and systemic thinking (systemic action research) is proposed as a way of moving towards the communicative catchment of the future. Action research is a way of taking action in organizations and communities that is participative and informed by theory, while systemic thinking takes into account the interconnections and relationships between social and natural worlds. The proposed vision, methodology, and practical operating principles stem from involvement in an action research project looking at extension strategies for the implementation of total catchment management in the Hunter Valley, New South Wales.  相似文献

An animal can only survive in a given habitat if it has enough time to find, process and digest food whilst avoiding predation. The time it has for food acquisition is affected by the vegetation and competition with conspecifics, which depends on aggregation tendencies. We used the relationships between time allocations, on the one hand, and climatic variables (as a proxy for habitat quality) and group size, on the other, to develop a model that predicts maximum ecologically tolerable group size at different locations for spider monkeys. Spider monkeys are particularly interesting because the social communities often split up into small units. Temperature variation and rainfall variation were the main determinants of time budgets. Community size and average annual rainfall determined party size. The model correctly predicted presence or absence of spider monkeys at 78–83% of 217 New World forest sites. Within the geographical range of the species, this time budget model predicted the presence of spider monkeys better than a model based directly on climate variables. Predicted community and party sizes were significantly larger at sites where spider monkeys are present than at sites where they are absent. As required by the model, predicted maximum community sizes were significantly larger than observed community sizes. Moving time showed a U-shaped relationship with party size, which suggests that moving time is the factor that keeps spider monkey communities from travelling together in a tight group.  相似文献

This article describes and tests a systems theory-based policy indicators model. The framework is used to examine propositions about linkages between states' ecological-spatial characteristics and subsequent selected solid waste management (SWM) -related environmental policies. It was hypothesized that state characteristics of: (1) population density (used as a garbage-per-land area index), (2) population convergence within urban areas, and (3) percent population change in the interval 1980–1985, could jointly explain state variation in both the number and the vigor of SWM policy outputs. Greater levels of spatial pressure were proposed to be related directly to more numerous, more convincing policies. Proposals are grounded in the literature of organizational search theory, crisis stimulation, and technological pressure. Results revealed that the sociospatial model in fact could explain a reasonable proportion of policy variation across states. However, not all hypotheses are supported. Population change shows an indirect, rather than the anticipated direct, relationship with policy output levels. In addition, when used in the model as a pollution intensity index, population density failed to contribute significantly to an explanation of differences in state SWM policy levels. The analysis raises questions about changes occurring over time in the nature and direction of linkages between sociospatial measures and policy responses. This study suggests that strengthening policy indicator models may require questioning key assumptions and theoretical bases, conducting longitudinal studies, and factoring in political, economic, and other policy environment forces.  相似文献

This study examines the motivations of mainland Chinese facilities in seeking ISO 14001 certification and examines the linkages between these motivations and self-reports of the effectiveness of major environmental management system (EMS) components. In a sample of 128 facilities in Beijing, Shanghai, and Guangzhou, the main drivers for certification were reported to be to ensure regulatory compliance, to enhance the firms reputation, and to improve environmental performance, in that order. Although motivation to achieve cost reductions were least emphasized, a broad range of motivations appears to be considered in the decision to seek certification to ISO 14001. Regression models linking these motivations to the EMS components suggests that internal motivations have an influence on most EMS components. One interesting exception to this, however, is that no significant relationship was observed between internal motivations and the promulgation of environmental objectives and targets. The relationships associated with external motivations for certification (i.e., those in response to customer and other stakeholder pressures) and EMS components, on the other hand, are weaker and tend to occur earlier in the process cycle. No significant relationships were found between motivations to reduce costs and perceptions of the effectiveness of EMS components. Overall, these findings suggest that ISO 14001, as currently being implemented in mainland China, may have a modestly useful role when used in combination with other policy mechanisms to move the Chinese economy toward more sustainable practices. ABSTRACT: Forest buffers adjacent to water bodies are widely prescribed in forest management to protect ecological functions of riparian systems. To date, buffers have been applied on the landscape uniformly without quantifying their effectiveness or the effects they have on landscape characteristics. Our objective was to quantify landscape characteristics (amount of edge and interior forest) when buffers were applied to water bodies in a 100 by 100 km area of northern Minnesota. We used a Landsat classified image in a geographic information system platform to apply two buffer widths ?28.5 m and 57 m — to water bodies, including nonforested wetlands, intermittent or perennial streams, and lakes. A total of 107,141 ha (18.3 percent) of the forest area was adjacent to and within 28.5 m of these water bodies, while 201,457 ha of forest was within 57 m, representing 34.4 percent of the total forest area. Imposing a 28.5 m buffer on water bodies increased the amount of edge and interior forest in the study area. When water bodies were buffered with a 57 m forest strip, we found a slight increase in forest edge from the current condition, and this buffer width resulted in the largest amount of interior forest. Interior forest increased with the 57 m buffer due to the density of water bodies in this region; adjacent water bodies coalesced when buffers were applied and formed isolated forest islands that contained forest interior habitat. Instead of wholesale application of set width riparian buffers, we suggest that ecological conditions of riparian areas be evaluated on a site level and that areas that currently provide important riparian conditions be maintained on the landscape with appropriate management practices.  相似文献

ABSTRACT: The proposed removal of Ballville Dam was assessed by (1) using a new Geographic Information Systems (GIS) based method for calculating reservoir sediment storage, (2) evaluating sediment properties and contamination from core data, and (3) assessing downstream impacts from sediment routing calculations. A 1903 (pre‐dam) map was manipulated using GIS to recreate the reservoir bathymetry at time of dam construction and used in combination with a detailed 1993 bathymetric survey to calculate sediment volumes and thickness. Reservoir sediment properties and geochemistry were determined from 14 sediment vibracores. Annual sedimentation rates varied from 1.7 to 4.3 g/cm2/yr based on Cesium‐137 (137Cs) and Lead‐210 (210Pb) geochronology and dated flood layers. The pore fluid geochemistry (Ba, Co, Cu, Mn) of four cores showed surficial enrichments in Cu, while Co and Mn show secondary peaks within the sediments. GIS calculations showed that a designed channel through the former reservoir able to accommodate the 10 percent Probable Maximum Flood (PMF) would require removing approximately 0.35 million m3 of sediment (27 percent of the reservoir fill), either by dredging at a cost of up to $6.3 million or by releasing fine grained sediment downstream. A sediment routing model was applied for the critical 6 km downstream using four cross sections. The sediment routing model predicts that, for flows exceeding minimum Mean Daily Flow (1924 to 1998 data), greater than 90 percent of this sediment would be transported through downstream reaches into Lake Erie (Sandusky Bay).  相似文献

联合国将碳中和视为当今世界最为紧迫的任务,而农业是温室气体排放最多的产业之一,各国相继出台政策积极开展农业农村减排工作。韩国自2012年开始逐渐减少海洋粪污排泄量,并大力实行绿色种养循环农业,解决本国内畜禽粪污问题。韩国作为中国的重要海上邻国,不论是从研究借鉴角度抑或生态系统共享角度,了解其环境保护政策都是十分必要的。本文从韩国实施的主要政策、各地区农地养分收支现状、代表性运营模式案例、政策关注焦点等方面介绍韩国绿色种养循环农业的发展概况,结合中国绿色种养循环农业现状开展研究。提出三点政策建议:第一,进一步完善畜禽粪污资源化利用机具补贴辅助管理系统,提高系统在农户中的普及率;第二,提高全民环保意识的同时,政府的角色不应局限自上而下的引导型,应该积极促进种植户和养殖户间的自发组织,并大力提倡吸纳社会资本,集结社会各方力量;第三,促进绿色种养循环农业产品的商品化和品牌化,从而调动农户参与绿色种养循环农业的积极性。  相似文献
