Management by objectives (MBO) is a technique for integrating ecological concerns into national political and administrative structures. Politicians determine environmental objectives and interim targets to be implemented and assessed by civil servants in national, regional, and local contexts. Well-developed organizational communication is a prerequisite for MBO. However, communication-related obstacles can arise when using MBO in public environmental management. We examine communicative aspects of environmental MBO, looking specifically at the implementation, administration, and assessment of Swedish environmental quality objectives. Our argument is illustrated by quotations from individual and focus group interviews. We conclude that communicative problems may arise, because different actors interpret messages from different perspectives, depending on their agendas, prior knowledge and experience, and positions in the administrative system. It is crucial to recognize the dialogical aspects of communication, by involving the receiver of a message in a process of response. In addition, the different timeframes underlying different arguments could contribute to misunderstandings between actors involved in handling environmental issues. In assessing the achievement of environmental objectives, indicators are used as communicative tools. It is important to investigate whether and how these indicators contribute to the de- and recontextualization of environmental objectives.  相似文献

This experimental research addresses the effectiveness of communication about complex environmental issues, depending on whether the same information is provided by multiple collaborating or by individual organizations (i.e., stakeholders). The information provided pertains to carbon dioxide capture and storage (CCS) technology, as an example of a complex environmental issue. In Studies 1 (N = 75) and 2 (N = 66) we found that participants perceived factual information from collaborating stakeholders to be of higher quality than when the same information was provided by individual stakeholders. As predicted, the expectation of diverse perspectives being represented in the collaborative information mediated this effect. In addition, in Study 3 (N = 79) the perceived dissimilarity of collaborating stakeholders was shown to be an important precondition for the collaboration effect observed in Studies 1 and 2. Finally, these studies indicate that occasional collaboration between different stakeholders does not necessarily harm the perceived credibility of each individual stakeholder.  相似文献

Preventing climate change is among the greatest environmental challenges facing the world today. Recently developed carbon dioxide capture and storage (CCS) technology is an important strategy to mitigate climate change. Public trust in organizations involved in CCS technology is important for successful implementation of this technology. This work adresses how inferred organizational motives and organizational communications affect public trust in these organizations. Study 1 (N = 264) showed that Dutch citizens generally have less trust in the industrial organizations than in the environmental NGOs involved in CCS. As predicted, inferred organizational motives (organization-serving motives versus public-serving motives) accounted for this difference. In Study 2 (N = 78) and Study 3 (N = 51) we used experimental designs. Both experiments showed that organizations that communicated arguments incongruent with inferred organizational motives instigated less trust than organizations that communicated arguments congruent with inferred organizational motives. Study 3 additionally showed that communicating an incongruent and a congruent argument together diminished the negative effects of the incongruent argument. In both Study 2 and Study 3 the effect of congruency on trust was mediated by perceived honesty of the organizations.  相似文献

With the intention of bridging the ‘digital divide’ many programmes have been launched to provide computers for educational institutions, ranging from refurbishing second hand computers to delivering low cost new computers. The fast and economical provision of large quantities of equipment is one of the many challenges faced by such programmes. If an increase is to be achieved in the sustainability of computer supplies for schools, not only must equipment be provided, but also suitable training and maintenance delivered. Furthermore, appropriate recycling has to be ensured, so that end-of-life equipment can be dealt with properly. This study has evaluated the suitability of three computer supply scenarios to schools in Colombia: (i) ‘Colombian refurbishment’, -refurbishment of computers donated in Colombia, (ii) ‘Overseas refurbishment’, -import of computers which were donated and refurbished abroad, and (iii) ‘XO Laptop’, -purchase of low cost computers manufactured in Korea. The methods applied were: Material Flow Assessment, -to assess the quantities-, Life Cycle Assessment, -to assess the environmental impacts, and the application of the Multiple Attribute Utility Theory, -to analyse, evaluate and compare different scenarios. The most sustainable solution proved to be the local refurbishment of second hand computers of Colombian origin to an appropriate technical standard. The environmental impacts of such practices need to be evaluated carefully, as second hand appliances have to be maintained, require spare parts and sometimes use more energy than newer equipment. Providing schools with second hand computers from overseas and through programmes such as ‘One Laptop Per Child’ has the disadvantage that the potential for social improvements – such as creation of jobs and local industry involvement – is very low.  相似文献

In this article, I explain the role that scientific studies play in shaping collaboration and conflict over mining exploration in the Ecuadorian highlands. Toronto-based IAMGOLD conducted water quality studies to simultaneously fulfill legal obligations and secure support for drilling in an environmentally sensitive zone. With these studies, IAMGOLD generated collaborative relations with local authorities and university scientists. However, water quality studies were also used by dairy farmers to establish new connections for an opposition movement. The scientific studies enabled IAMGOLD and the dairy farmers to make competing claims about the responsibility for contamination of an important watershed. This article analyzes the conflict that resulted and challenges conventional wisdom that distinguishes a corporation's legal obligations from its voluntary CSR programs.  相似文献

提出一种基于大数据监管平台的通信基站监督监测技术模式,利用大数据监管平台实现监督监测对象的自动筛选、开展线上全流程监测、自动分析比对监测结果,并将该技术模式用于2019年和2020年广东省10.5万个通信基站的监督监测。结果表明,通信基站备案基础信息的相符率为75.3%~98.6%;社会化监测机构关键点位电磁环境监测结果相符率为60.0%~92.3%。该结果可用于评估广东省通信基站建设单位备案的基础信息相符性结果和社会化监测机构监测质量。  相似文献

Social insect foragers have to make foraging decisions based on information that may come from two different sources: information learned and memorised through their own experience (“internal” information) and information communicated by nest mates or directly obtained from their environment (“external” information). The role of these sources of information in decision-making by foragers was studied observationally and experimentally in stingless bees of the genus Melipona. Once a Melipona forager had started its food-collecting career, its decisions to initiate, continue or stop its daily collecting activity were mainly based upon previous experience (activity on previous days, the time at which foraging was initiated the day(s) before, and, during the day, the success of the last foraging flights) and mediated through direct interaction with the food source (load size harvested and time to collect a load). External information provided by returning foragers advanced the start of foraging of experienced bees. Most inexperienced bees initiated their foraging day after successful foragers had returned to the hive. The start of foraging by other inexperienced bees was stimulated by high waste-removal activity of nest mates. By experimentally controlling the entries of foragers (hence external information input) it was shown that very low levels of external information input had large effect on the departure of experienced foragers. After the return of a single successful forager, or five foragers together, the rate of forager exits increased dramatically for 15 min. Only the first and second entry events had large effect; later entries influenced forager exit patterns only slightly. The results show that Melipona foragers make decisions based upon their own experience and that communication stimulates these foragers if it concerns the previously visited source. We discuss the organisation of individual foraging in Melipona and Apis mellifera and are led to the conclusion that these species behave very similarly and that an information-integration model (derived from Fig. 1) could be a starting point for future research on social insect foraging.
