The eleven symposia organized for the 2009 conference of the International Society for Ecological Modelling (ISEM 2009) held in Quebec City, Canada, October 6-9, 2009, included facilitated discussion sessions following formal presentations. Each symposium focused on a specific subject, and all the subjects could be classified into three broad categories: theoretical development, population dynamics and ecosystem processes. Following discussions with the symposia organizers, which indicated that they all shared similar issues and concerns, the facilitated discussions were task-oriented around four basic questions: (1) key challenges in the research area, (2) generating and sharing new ideas, (3) improving collaboration and networking, and (4) increasing visibility to decision-makers, partners and clients. Common challenges that emerged from the symposia included the need for improved communication and collaboration among different academic disciplines, further progress in both theoretical and practical modelling approaches, and accentuation of technology transfer. Regarding the generation and sharing of new ideas, the main issue that emerged was the type of positive interactions that should be encouraged among potential collaborators. The usefulness of the Internet, particularly for the sharing of open-source software and conducting discussion forums, was highlighted for improving collaboration and networking. Several communication tools are available today, and it is important for modellers to use them more intensively. Visibility can be increased by publishing professional newsletters, maintaining informal contacts with the public, organizing educational sessions in primary and secondary schools, and developing simplified analytical frameworks and pilot studies. Specific issues raised in each symposium are also discussed.  相似文献

This paper looks at the use and effectiveness of the Site of Special Scientific Interest designation in three counties in the East Midlands region of the Nature Conservancy Council, namely Nottinghamshire, Northamptonshire and Cambridgeshire. Using unpublished sources within the NCC an analysis is made of the SSSI system in practice since its inception in 1949. A number of findings relating to weaknesses in the designation and the operation of the designation system emerge. Each of these findings is discussed in turn with the presentation of the appropriate evidence from the county case studies.  相似文献

ABSTRACT: Investigating natural, potential, and human-induced impacts on hydrologic systems commonly requires complex modeling with overlapping data requirements, plus massive amounts of one- to four-dimensional data at multiple scales and formats. Given the complexity of most hydrologic studies, the requisite software infrastructure must incorporate many components including simulation modeling and spatial analysis with a flexible, intuitive display. Integrating geographic information systems (GIS) and scientific visualization systems (SVS) provides such an infrastructure. This paper describes an integrated system consisting of an orographic precipitation model, a GIS, and an SVS. The results of this study provide a basis for improving the understanding of hydro-climatic processes in mountainous regions. An additional benefit of the integrated system, the value of which is often underestimated, is the improved ability to communicate model results, leading to a broader understanding of the model assumptions, sensitivities, and conclusions at a management level.  相似文献

Public participation is widely lauded as a way to make environmental decisions more democratic, to improve their quality, and to enhance their legitimacy. Scholars and citizens around the world repeatedly complain, however, that public participation frequently serves primarily as a pro forma exercise to defend predetermined decisions rather than as a meaningful opportunity for the affected public to influence decision-making. These critiques persist despite considerable research suggesting ways to improve the quality of public participation. This essay explores this problem by analyzing citizen involvement in the environmental impact assessment (EIA) processes for the Allain Duhangan hydropower project in northern India. It describes how meaningful public involvement was compromised—despite repeated objections by citizens and independent consultants—by four communication practices: (1) failing to provide adequate access to information; (2) predetermining EIA outcomes by controlling the definition of issues (“definitional hegemony”); (3) privileging scientific/technical discourse; (4) utilizing “consultative” forms of communication that promote one-way flows of information rather than more interactive forms that encourage the joint construction of information and values. This study further argues that these practices persist because they serve as acts of power that privilege dominant actors and interests in the larger socio-political context. This analysis thus suggests that altering communication practices that compromise the quality of public participation may require attending to the interaction between communication practices, relations of power, and the larger socio-political context in which public participation takes place.  相似文献
