The potential adverse effects on human health of hazardous waste incinerators (HWIs) are a subject of concern. The construction of the first and till now only HWI in Spain finished in 1999. In 2007, after approximately 9 years of regular operations in the facility, the concentrations of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/F) were determined by HRGC/HRMS in samples of adipose tissue of 15 autopsied subjects living in the area under potential impact of the HWI (Constantí, Tarragona County, Catalonia). These data were compared with the levels found in two previous surveys performed in 1998 (baseline) and 2002. The current mean PCDD/F concentration in adipose tissue was 14.6 pg WHO-TEQ/g of fat (range: 3.3–55.4 pg WHO-TEQ/g of fat). It means significant changes (a reduction of 64% and an increase of 47%) in the mean PCDD/F levels in comparison to those found in 1998 and 2002: 40.1 and 9.9 pg WHO-TEQ/g of fat, respectively. Women showed higher levels of PCDD/F than men (23.8 vs 11.2 pg WHO-TEQ/g of fat). The increase in the last 5 years would not be directly attributable to exposure to PCDD/F emitted by the HWI, as other biological monitors such as human plasma and milk decreased during the same period.  相似文献

In this paper, we explore the dissemination potential of organic farming in Andalucía, using the case of Olivarera de los Pedroches, a small farmer cooperative. This will be done in the search for an agroecological strategy in the olive tree organic agricultural sector. A comparative analysis of organic and conventional olive oil production is made: both in economic terms, and regarding employment creation, taking into account its environmental benefits. This will permit us to shed light on certain elements necessary in the design of rural policies linked to this economic sector, and in the family farming social stratum. After a brief analysis of the Andalucían inequality structure in rural areas—both historically and at present times—this work presents the following issues: (i) a systematic characterization of European olive cultivation, with special reference to the Spanish and Andalucían situations; (ii) an exploration of the socio-economic impact of the case study within the context of the major actors involved, and their relations in terms of its reproducibility, taking into account their relationships with institutional and policy arrangements. Organic agriculture in Spain has developed slowly since 1995—the year in which aid towards this type of production began to be established—and, at present, begins to show an exponential increase. Many farmers began the transition to ecological handling of olive groves. Consequently, the organic management of the olive groves and the sale of organic olive oil can be a stimulus to farmers to increase their profits. Hence, it can be a fundamental pillar on which to establish rural development in areas with a high level of importance concerning this crop. In this work, data clearly show that, in spite of high costs, organic olive farming has advantages over conventional agriculture in terms of incomes and employment. Climate change effects are becoming evident worldwide, with serious regional and local impacts. The European Union (EU) has launched and developed initiatives and policies that scratch the surface of water resources impacts. This article presents an introduction of the existing environmental policy and more concisely in the areas of climate change and the interactions with water resources. It also addresses main management tools, and plans linked to policies, recent updates on the Science–Policy Interface, highlighting major results from research and development projects. Establishing appropriate policies to tackle climate change impacts on water is essential given the cross-sectorial and flowing nature and the importance of water in all environmental, social and economic sectors. There are still some pending reviews and updates in the current EU policy and its implementation, as well as at the national level in Spain. This article identifies existing gaps, and provides recommendations on how and where reforms could take place and be applied by decision makers in the water policy sector.  相似文献

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. In this sense, reliable information can help governments and professional associations to set future C&D waste management regulations, training programmes and dissemination tools, inspections, etc.  相似文献

A study is presented on the distribution of 234U, 238U, 235U isotopes in surface water of the Llobregat river basin (Northeast Spain), from 2001 to 2006. Sixty-six superficial water samples were collected at 16 points distributed throughout the Llobregat river basin. Uranium isotopes were measured by alpha spectrometry (PIPS detectors). The test procedure was validated according to the quality requirements of the ISO17025 standard. The activity concentration for the total dissolved uranium ranges from 20 to 261 mBq L−1. The highest concentrations of uranium were detected in an area with formations of sedimentary rock, limestone and lignite. A high degree of radioactive disequilibrium was noted among the uranium isotopes. The 234U/238U activity ratio varied between 1.1 and 1.9 and the waters with the lowest uranium activity registered the highest level of 234U/238U activity ratio. Correlations between uranium activity in the tested water and chemical and physical characteristics of the aquifer were found.  相似文献

The International Union for Conservation of Nature (IUCN) Red List Index (RLI) is used to measure trends in extinction risk of species over time. The development of 2 red lists for Spanish vascular flora during the past decade allowed us to apply the IUCN RLI to vascular plants in an area belonging to a global biodiversity hotspot. We used the Spanish Red Lists from 2000 and 2010 to assess changes in level of threat at a national scale and at the subnational scales of Canary Islands, Balearic Islands, and peninsular Spain. We assigned retrospective IUCN categories of threat to 98 species included in the Spanish Red List of 2010 but absent in the Spanish Red List of 2000. In addition, we tested the effect of different random and taxonomic and spatial Spanish samples on the overall RLI value. From 2000 to 2010, the IUCN categories of 768 species changed (10% of Spanish flora), mainly due to improved knowledge (63%), modifications in IUCN criteria (14%), and changes in threat status (12%). All measured national and subnational RLI values decreased during this period, indicating a general decline in the conservation status of the Spanish vascular flora. The Canarian RLI value (0.84) was the lowest, although the fastest deterioration in conservation status occurred on peninsular Spain (from 0.93 in 2000 to 0.92 in 2010). The RLI values based on subsamples of the Spanish Red List were not representative of RLI values for the entire country, which would discourage the use of small areas or small taxonomic samples to assess general trends in the endangerment of national biotas. The role of the RLI in monitoring of changes in biodiversity at the global and regional scales needs further reassessment because additional areas and taxa are necessary to determine whether the index is sufficiently sensitive for use in assessing temporal changes in species’ risk of extinction.  相似文献

The fluoride content in the water supply of the Soria province is not normally above 0.2mg L–1 and its geographical distribution is related to the lithological and geological features of the zone, the highest concentration being associated with the Miocene clay formation of the Almazán Basin.A statistical analysis confirms a connection between this fluoride content and tooth decay among children in rural areas. Traffic congestion and ozone precursor emissions in Bilbao (Spain)   总被引:1,自引:0,他引:1  
GOAL. SCOPE. BACKGROUND: In urban environments, the measured levels of ozone are the result of the interaction between emissions of precursors (mainly VOCs and NOx) and meteorological effects. In this work, time series of daily values of ozone, measured at three locations in Bilbao (Spain), have been built. Then, after removing meteorological effects from them, ozone and traffic data have been analyzed jointly. The goal was to identify traffic situations and link them to ozone levels in the area of Bilbao. METHODS: To remove meteorological effects from the selected ozone time series, the technique developed by Rao and Zurbenko was used. This is a widely used technique and, after its application, the fraction obtained from a given ozone time series represents an ozone forming capability attributable to emissions of precursors. This fraction is devoid of any meteorological influence and includes only the apportion of periodicities above 1.7 years. In the case of Bilbao, the ozone fractions obtained at three locations have been compared on that time scale with traffic data from the area. RESULTS AND DISCUSSION: For the 1993-1996 period, a regression analysis of the ozone and traffic fractions due to periodicities above 1.7 years (long-term fractions), shows that traffic is the main explanatory factor for ozone with R2 ranging from 0.916 to 0.996 at the three locations studied. Analysis of these longterm fractions has made it possible to identify two traffic regimes for the whole area, associated to different profiles of ozone forming capability. The first one favors low ozone forming capability, and is associated with a situation of fluent traffic. The second one shows high ozone forming capability and represents congestion. Joint analysis of raw data of ozone and traffic do not show any clear pattern due to the strong masking effects that seasonal-meteorological effects (mainly radiation) have on the measured ozone signal. If only immission data of ozone are available, as in this case, a comparison between ozone and traffic can only be made on the long-term time scale, since that is the only fraction embedded in the ozone time series that can exclusively be attributed to emissions of precursors. This fact stresses the need to study the different fractions embedded in the time series of ozone measured levels separately. CONCLUSION: Though the coefficients obtained in the regression are only valid for the 1993-1996 period, these traffic regimes represent long-term targets (congestion or fluent traffic) that can inspire policies for a joint management of the traffic and pollution by ozone in the area of Bilbao beyond that period. RECOMMENDATIONS AND OUTLOOK: The results of this work show the need of a joint management of ozone and traffic in Bilbao. Since an accurate knowledge of traffic was not available, the use of emission factors to relate traffic and actual ozone levels has not been possible. For this reason, this study has focused on the long-term fractions of traffic and ozone. In the future, if a more accurate knowledge of traffic is available, it will be possible to find relationships between traffic and ozone on all time scales.  相似文献
