An adaptive management approach is necessary but not sufficient to address the long-term challenges of the Greater Yellowstone Ecosystem (GYE). Adaptive management, in turn, has its own particular challenges, of which we focus on two: science input, and stakeholder engagement. In order to frame our discussion and subsequent recommendations, we place the current management difficulties into their historical context, with special emphasis on the 1990 Vision document, which attempted a broad synthesis of management goals for the ecosystem. After examining these two key challenges in the context of the GYE, we make several recommendations that would allow for more effective ecosystem management in the long term. First, we recommend adoption of the GYE as a site for long-term science research and monitoring with an emphasis on integrative research, long-term federal funding, and public dissemination of data. Second, we conclude that a clearer prioritization of legislative mandates would allow for more flexible ecosystem management in the GYE, a region where conflicting mandates have historically led to litigation antithetical to effective ecosystem management. Finally, we recommend a renewed attempt at an updated Vision for the Future that engages stakeholders (including local landholders) substantively from the outset.  相似文献

This paper explains how the well-accepted concept of improved stakeholder participation during mineral policy development leads to a national mineral policy that accommodates the diverging views and interests that allows wide acceptance of decisions, enhancing the success of implementation and, ultimately, national benefits. This process is based on lessons learnt during the South African experience and has been successfully applied in the development of the Namibian and Malawian national minerals policies. An effective policy in the SADC will engineer the delicate balance between poverty reduction and an internationally competitive minerals sector. This balance enhances the possibility of long-term economic growth and development in the SADC region. The overriding advantage of this strategy is that it generates ‘home-grown’ policy instruments and implementation of mineral law with which stakeholders can identify. This process presents a new challenge to traditional policy formulation strategies in emerging economies and the bottom-up approach, linked to wide political support, allows the potential realisation of national objectives.  相似文献

Specification of information needs is an important step in the design of monitoring networks. Within the framework of Monitoring Strategy 2000+, a programme of the Dutch Directorate General of Public Works and Water Management (Rijkswaterstaat) which seeks to provide innovation in the monitoring sector, a method has been developed to link water management policy to monitoring through specification of information needs. Over the past 2 years, this method has been applied in several projects within the Rijkswaterstaat organisation. Use of this method has led to improvements in the monitoring practice and was judged very positively by the people involved. Nevertheless, the main obstacle to employing the method was the actual translation of policy matters into information products. A special study is carried out, focusing on this aspect within the method, to provide the participants of a project with a mental framework that enables them to clearly specify their information needs. The major requirements for this mental framework are that all participants have a clear view of the process (system), and that they are able to relate their contribution to this process and to the contributions of others (transparency). The first step of the process is to focus the attention of stakeholders on the information they will actually need for decision-making. The next step is to confront the different expressed opinions through the method of the 'devil's advocate', which implies criticising the results of the first step by finding as many as possible arguments against these opinions. This should force the stakeholders to better specify their arguments. The method, its improvements and the results of one pilot project will be discussed in this paper. Assessing the strengths and weaknesses of a solid waste management scheme requires an accurate analysis and integration of several determining features. In addition to the technical aspects, any such system shows a complex interaction of actors with varying stakes, decision-making power and influence, as well as a favourable or disabling environment. When capitalizing on the knowledge and experience from a specific case, it is also crucial that experts do not “forget” or underestimate the importance of such social determinants and that they are familiar with the methods and tools to assess them. Social network analysis (SNA) and stakeholder analysis (SA) methods can be successfully applied to better understand actors’ role and actions, analyse driving forces and existing coordination among stakeholders, as well as identify bottlenecks in communication which affect daily operations or strategic planning for the future way forward. SNA and SA, appropriately adjusted for a certain system, can provide a useful integration to methods by assessing other aspects to ensure a comprehensive picture of the situation. This paper describes how to integrate SNA and SA in order to survey a solid waste management system. This paper presents the results of an analysis of On-Nuch infectious waste incinerator in Bangkok, Thailand. Stakeholders were interviewed and asked to prioritize characteristics and relationships which they consider particularly important for system development and success of the scheme. In such a way, a large quantity of information about organization, communication between stakeholders and their perception about operation, environmental and health impact, and potential alternatives for the system was collected in a systematic way. The survey results suggest that stakeholders are generally satisfied with the system operation, though communication should be improved. Moreover, stakeholders should be strategically more involved in system development planning, according to their characteristics, to prevent negative reactions.  相似文献

Nature-based solutions (NBS) for mitigating climate change are gaining popularity. The number of NBS is increasing, but research gaps still exist at the governance level. The objectives of this paper are (i) to give an overview of the implemented NBS for flood risk management and mitigation in Germany, (ii) to identify governance models that are applied, and (iii) to explore the differences between these models. The results of a hierarchical clustering procedure and a qualitative analysis show that while no one-size-fits-all governance model exists, polycentricism is an important commonality between the projects. The study concludes by highlighting the need for further research on traditional governance model reconversion and paradigm changes. Being physically active in natural environments has been associated with improvements to physical health and mental well-being. Unfortunately, gaining access to outdoor settings that are supportive of both psychological well-being and year-round physical activity poses major challenges. Might altering how one engages in and interacts with the outdoor environment encouraging greater physical activity and enhance well-being? In order to investigate this approach, 117 adults were randomly assigned to one of two treatments - Standard Care (schedule setting, commitment) or Engagement (awareness plans) - and asked to take at least three, 30 minutes outdoor walks each week for two weeks. Participants in both treatment conditions reported significant increases in total time spent walking (p ≤ .05). Only those in the Engagement condition, however, experienced significant improvements in multiple dimensions of psychological well-being, including attentional functioning and feelings of frustration. In addition, participants in the engagement-based condition who walked at low to moderate levels were more likely to obtain psychological benefits. The results of this study suggest that promoting cognitive engagement with the environment may make it easier for individuals to achieve the psychological benefits typically associated with outdoor physical activity, even in settings that are less than ideal.  相似文献

This article discusses an approach for identification and evaluation of short-term greenhouse gas (GHG) emission reduction options in firms. The approach is based on lessons learnt from a project using Participatory Integrated Assessment (PIA) and builds on the idea that effective public climate policy for firms requires options that have support from stakeholders and are practically feasible. Scenarios are used to provide a link with short-term policy developments and a model assists to communicate quantitative effects of options to participating stakeholders. Our approach can be seen as a first step towards a framework that meets the need for more systematic approaches to PIAs identifying effective public policies for short-term GHG emission reduction options in firms. In order to identify effective options for non-carbon dioxide GHG emission reductions, our approach has been applied to Dutch dairy farms, after which it has been refined. The case study suggests that our approach can provide balance between practical, context specific issues and scientific-theoretical aspects, thereby avoiding common pitfalls of participatory research projects to focus too much on either theory or practical issues.

The packaging industry offers a wide range of pouching products to their clients in the food and beverage industries, healthcare industries and households as well. It is observed that pouching products are widely used and seemingly making them indispensable. Such practices are commonly found in Malaysia especially to parcel hot or cold food. The use of pouches raises two concerns namely solid waste disposal and food safety. The present study found more than 62% of the consumers purchase hot edible items in plastic bags daily or weekly because of its cost effectiveness and storage convenience. Consumers apparently are unperturbed by public campaigns against the use of plastic bags and neither do government regulations have any influence to reduce the use of plastic bags to parcel hot edible items. On the other hand, consumers are optimistic that the environmental and health hazards from the use of plastic bags to store hot edible items would only see a positive impact in the future.  相似文献

The optimization of value chains is an important process to promote sustainable development, since value chains are closely linked to the satisfaction of human needs and combine different driving forces for environmental change. This article presents a methodological approach for the participatory development of value-chain wide sustainability indicator sets and their integration into a decision support tool in the specific case study of the chain “construction and refurbishment with wood”. There are numerous indicator sets for sustainable development of forests and sustainable forestry available at different levels, ranging from local, regional and national to global scale assessments. Some efforts were also made to integrate later production stages of forest value chains (such as wood processing) in the assessment scope (e.g. for chain-of-custody certification). However, no indicator set has so far been available covering environmental, social and economic aspects for the entire value chain of building with timber. This gap was closed through applied sustainability research in the project “Holzwende 2020: Sustainable future markets for wood in the building sector”.  相似文献
