In order to find out an alternative to traditional environmental policies in the State of São Paulo (Brazil), which have been mainly focused on legal standard compliance for air and water emissions, as well as in soil contamination, the Environmental Agency of São Paulo State — CETESB — launched a research project entitled Industrial Toxic Substances Use Reduction Programme. The project was launched in 2006 with funding from the United States Trade and Development Agency. Its aim was to propose new policies and strategies to reduce industrial releases of toxic compounds to the environment. Its general steps were the identification of an initial toxic chemical targets list; a review of successful programmes in the United States; the development of key elements and the establishment of alternative combinations of those elements for the implementation of an indigenous programme. Since project completion, CETESB has been discussing the possibility of implementing the results through a pilot project being developed jointly with industry representatives. This pilot project will serve as a model for a broader industrial toxic substances reduction programme to be implemented in São Paulo State.  相似文献

Assessment of an ecological quality of surface water is necessary for effective protection, abatement and successive revitalisation of river ecosystems. This quality is primarily given by biological impact of surface water pollution. Substances contained in pollution are frequently toxic to aquatic organisms. Risk of chronic impact of surface water pollution is very often underestimated due to hidden long time action of pollutants. Proper estimation of the risk is not possible from results of chemical analyses and data of substances' toxicity. Chemical analyses are not able to detect all substances presented in water including the products of reactions between them. In addition, a simultaneous presence of substances can modify their final effect on aquatic organisms. Therefore, a complex method of assessment of toxic risk of surface water pollution based on ecotoxicological approach was developed. The toxic risk of surface water pollution is determined from results of evaluation of toxic risk of organic part and inorganic part of surface water pollution. Resultant degree of toxic risk of total pollution is given by the highest degree detected in any part of the water pollution. Presented method, which is routinely used for monitoring in the Czech part of the Odra river basin, was fully standardised and published in the form of the Czech branch technical norm of water management (TNV) in the year 2000.  相似文献

This study was an attempt to develop an efficient method of monitoring and assessing how members of a community react to a toxic hazard in their community. The intent was to develop a short instrument which could be applied in multiple settings, or in the same setting several times. The methodology was a short questionnaire that addressed six issues: sources of information about the hazard, beliefs about justice and responsibility, beliefs about why the hazard is a problem, extent of active concern, involvement in community affairs, and satisfaction with life. A mailed questionnaire was developed and tested in a community near an EPA Superfund site in the United States. Results of the effort are discussed relative to the particular community studied, and relative to furthering the assessment technology begun in this research.  相似文献

 In order to control the emission of trace metals from combustion and incineration systems, sorbents and filters are sometimes used. However, the effectiveness of these methods is greatly affected by the volatility of the metals and the way in which they speciate during combustion, and afterwards during condensation, and physical or chemical sorption. Although there has been a lot of research into the mechanisms by which trace metals speciate and subsequently appear in submicron particles, the details of these mechanisms are not yet thoroughly understood. In this study, a chemical equilibrium approach was used to qualitatively determine the speciation of lead, cadmium, and chromium in Cl and S environments. The reaction conditions of sorbents were also tested numerically in order to understand the reaction behavior of metals with sorbents. This article reports the influence of different concentrations of Cl and SO2 on Pb, Cd, and Cr speciation, as representatives of other trace elements. The partitioning behavior of metals during combustion was also examined for Cl and S. The results obtained indicate that most metals exist in the vapor phase, even at low temperatures, when chlorine is present. However, the addition of SO2 enhances the formation of the condensed phase, except at extremely high temperatures. This observation was not significant for Cd or Cr. The higher the concentration of Cl the higher the retention of trace metals in the vapor phase, even at low temperatures. Results from comparisons of the reactivities of mixed metals with Cl indicate that the presence of Fe limits the reactivity of most trace metals with Cl except at higher concentrations. In the presence of Fe, alkali metals are the first to react with Cl. If Fe is not present, most trace metals react with Cl, and the activity increases with higher concentrations. On the other hand, the partitioning characteristics of S show that its presence generally means that metals remain in the condensed phase. This paper explores issues of governance and decision-making structures associated with the problem of hexachlorobenzene (HCB) waste at Botany in New South Wales. From a government perspective, the problem is ‘downstream’ of a well-known national controversy over whether Australia should have a high-temperature incinerator (HTI) to ‘dispose’ of such scheduled wastes. The 1992 decision not to proceed with HTI followed an extensive process of public consultation, which, against the expectations of industry and government, saw the emergence of Australia-wide community opposition. Alternative national management plans were formulated for the treatment of several types of organochlorine waste, with the scheme of these plans first approved in 1993 by the Australian and New Zealand Environment and Conservation Council (ANZECC). The HCB Management Plan is one of three such plans (the others being for PCBs and organochlorine pesticides). With this, ANZECC established the Scheduled Waste Management Group comprising government officials, and the National Advisory Body (NAB) made up of stakeholders. Officially the NAB had oversight of the HCB problem until 2002 when it was disbanded. As a result of the HTI experience, new community consultation protocols were introduced in association with the alternative management plans. For HCBs, which are confined almost entirely to Orica's Botany site in southeastern Sydney, this led to the establishment of the Community Participation and Review Committee (CPRC), a representative body with review and advisory functions. This paper draws conclusions from this history about government processes of decision making, the role of individual and institutional actors, the central importance of trust, and the democratisation of risk management. Across two decades, government and industry have placed faith in centrally controlled mechanisms for public participation, hoping to garner trust and legitimate privileged technological solutions. On the ‘backswings’, these processes have seen public trust dissipate in the face of government misunderstanding of the opportunities for effective bureaucratic interventions.  相似文献

In the environmental conflict that surrounds the sighting of hazardous waste facilities there is usually a volatile mix of disparities in power, expertise and information access as well as differing views on risk, which are all played out amidst commercial arrangements and environmental justice concerns. In recent times, the volatility of this mix has been further compounded by the growing climate of public concern and distrust surrounding scientific developments and technology. While there is no 'quick fix' to the complex conflict that this entails, community information systems (CISs) based on participatory models can help address the outstanding issues of capacity, information access, power inequities and environmental justice. CISs are an effective response to the five crucial elements of a toxic dispute, that is, the dialogue, capacity building, information access, evaluation of hazards and risk, and expertise. This paper will review the role of community accessible information systems in the dispute in Botany over the management and destruction of Orica Australia's stockpile of the persistent organic pollutant, hexachlorobenzene (HCB). It will focus on the role of CIS in responding to the challenges for expert information delivery, and in addressing the disparity of informational power within the toxic dispute.  相似文献

The ecological toxicity of cadmium (Cd, 10 mg kg−1 of dry weight soil) and butachlor (10, 50 and100 mg kg−1 of dry weight soil) in both their single and combined effects on soil urease and phosphatase was studied after 1, 3, 7, 14, 21 and 28 days exposure under controlled conditions in paddy and phaeozem soils. The results showed that Cd reduced the activities of urease and phosphatase at early incubation time (1–7 days), while the reduction almost disappeared at the end of the incubation. The effect of Cd on phosphatase was more pronounced than that on urease. The activities of urease and phosphatase were reduced by butachlor, while urease activity was significantly (P < 0.05 or P < 0.01) improved when the concentrations of butachlor were 10 and 50 mg kg−1 at the end of the incubation. When Cd (10 mg kg−1) was combined with butachlor (50 and 100 mg kg−1), the activities of urease and phosphatase became lower than without combination at early incubation time, which indicated that the toxicity of Cd significantly increased (P < 0.05 or P < 0.01). However, when Cd (10 mg kg−1) was combined with butachlor (10 mg kg−1), the activities of urease and phosphatase became higher than those without combination at the end of the incubation, which indicated that the toxicity of Cd decreased. It was indicated that the combined effects depended largely on the incubation time and the concentration ratio of Cd and butachlor. In addition, it was showed that the combined effects of butachlor and Cd appeared different in paddy from phaeozem, which may be related to the different properties of these soils.  相似文献
