This study evaluated California's traffic violator school (TVS) citation dismissal policy.
Method
This study identified and compared two large samples of drivers either completing a TVS (N = 210,015) or convicted of a traffic citation (N = 168,563).
Results
Prior to adjudication, the TVS group had characteristics (e.g., lower prior conviction rate and smaller proportion of males) that were predictive of a lower subsequent crash risk. However, the TVS group exhibited significantly more crashes than did the convicted group in the subsequent one-year period. The difference (4.83%) increased to 10% after adjusting for the more favorable characteristics of the TVS group. The TVS group also had a higher adjusted subsequent crash rate at each prior driver record entry level, reflecting a loss in the general and specific deterrence of the non-conviction masked status of TVS dismissed citations. It was reported that the TVS dismissal policy results in approximately 12,300 additional crashes annually with economic costs of approximately $398,000,000.
Conclusions
The avoidance of licensing actions resulting from the dismissal policy assists in explaining why the driving public is exposed to an increased crash risk. A number of recommendations are offered to reduce the negative traffic safety impact of the TVS citation dismissal policy. 相似文献
Limited literature suggests that gasoline prices have substantial effects on reducing fatal crashes. However, the literature focuses only on fatal crashes and does not examine the effects on all traffic crashes.
Methods
Mississippi traffic crash data from April 2004–December 2008 from the Mississippi Highway Patrol and regular-grade unleaded gasoline price data from the Energy Information Administration of the U.S. Department of Energy were used to investigate the effects of gasoline prices on traffic safety by age, gender, and race.
Results
Gasoline prices have both short-term and intermediate-term effects on reducing total traffic crashes and crashes of females, whites, and blacks. The intermediate-term effects are generally stronger than the short-term effects. Gasoline prices also have short-term effects on reducing crashes of younger drivers and intermediate-term effects on older drivers and male drivers.

Major cities in China and many other fast-growing economies are expanding their subway systems in order to address worsening air pollution and traffic congestion. This paper quantifies the impact of subway expansion on air quality by leveraging fine-scale air quality data and the rapid build-out of 14 new subway lines and 252 stations in Beijing from 2008 to 2016. Our main empirical framework examines how the density of the subway network affects air quality across different locations in the city during this period. To address the potential endogenous location of subway stations, we construct an instrument based on historical subway planning, long before air pollution and traffic congestion were of concern. Our analysis shows that an increase in subway density by one standard deviation improves air quality by two percent and the result is robust to a variety of alternative specifications including the distance-based difference-in-differences method. The total discounted health benefit during a 20-year period from reduced mortality and morbidity as a result of 14 new subway lines amounts to $1.0–3.1 billion, or only 1.4–4.4 percent of the total construction and operating cost. 相似文献
‘Value of Time’ (VOT) is a key parameter in economics and policy. This paper presents an alternative method to estimate VOT by analyzing an hourly dataset on drivers speeding behavior as a function of the gasoline price. Our identification strategy is novel as it is based on the intensive margin. In comparison, previous studies reveal VOT on the extensive margin, but choice alternatives have multiple attributes thereby potentially confounding estimates. Consistent with the range of the prior literature, we find a VOT of about 50% of the wage rate and analyze sources of bias from accidents and traffic tickets. These bias functions suggest that previous stated preference VOT estimates are likely downward whereas previous revealed preference estimates are likely upward biased. 相似文献
The most important constituents of traffic exhaust are carbon monoxide, nitrogen oxides, volatile organic compounds, polycyclic hydrocarbons and lead. Satisfactory analytical methods are available for measuring these compounds, but the required expenditure in their application to air pollution studies is quite different. Due to correlations between the concentrations of several exhaust components in road air conclusions regarding the expected level of some substances can be drawn by measurement of another emitted compound. Objective: Traffic incidents occurring on roadways require the coordinated effort of multiple responder and recovery entities, including communications, law enforcement, fire and rescue, emergency medical services, hazardous materials, transportation agencies, and towing and recovery. The objectives of this study were to (1) identify and characterize transportation incident management (TIM)-related occupational fatalities; (2) assess concordance of surveillance data sources in identifying TIM occupations, driver vs. pedestrian status, and occupational fatality incident location; and (3) determine and compare U.S. occupational fatality rates for TIM industries.
Methods: The Kentucky Fatality Assessment and Control Evaluation (FACE) program analyzed 2005–2016 TIM occupational fatality data using multiple data sources: death certificate data, Collision Report Analysis for Safer Highways (CRASH) data, and media reports, among others. Literal text analysis was performed on FACE data, and a multiple linear regression model and SAS proc sgpanel were used to estimate and visualize the U.S. TIM occupational mortality trend lines and confidence bounds.
Results: There were 29 TIM fatalities from 2005 to 2015 in Kentucky; 41% of decedents were in the police protection occupation, and 21% each were in the fire protection and motor vehicle towing industries. Over one half of the TIM decedents were performing work activities as pedestrians when they died. Media reports identified the majority of the occupational fatalities as TIM related (28 of 29 TIM-related deaths); the use of death certificates as the sole surveillance data source only identified 17 of the 29 deaths as TIM related, and the use of CRASH data only identified 4 of the 29 deaths as TIM related. Injury scenario text analysis showed that law enforcement vehicle pursuit, towing and recovery vehicle loading, and disabled vehicle response were particular high-risk activities that led to TIM deaths. Using U.S. data, the motor vehicle towing industry had a significantly higher risk for occupational mortality compared to the fire protection and police protection industries.
Conclusions: Multiple data sources are needed to comprehensively identify TIM fatalities and to examine the circumstances surrounding TIM fatalities, because no one data source in itself was adequate and undercounted the total number of TIM fatalities. The motor vehicle towing industry, in particular, is at elevated risk for occupational mortality, and targeted mandatory TIM training for the motor vehicle towing industry should be considered. The concentrations of lead, cadmium and copper in roadside soil and plants in Elazig, Turkey were investigated. Soil samples
were collected at distances of 0, 25 and 50 m from the roadside. The concentrations of lead, cadmium and copper were measured
by Flame Atomic Absorption Spectrophotometry (FAAS). A slotted tube atom trap (STAT) was used to increase the sensitivity
of lead and cadmium in FAAS. Lead concentrations in soil samples varied from 1.3 to 45 mg kg−1 while mean lead levels in plants ranged from120 ng g−1 for grape in point-4 to 866 ng g−1 for apple leaves in point-2. Lead analyses showed that there was a considerable contamination in both soil and plants affected
from traffic intensity. Overall level of Cd in soil samples lies between 78 and 527 ng/g while cadmium concentration in different
vegetations varied in the range of 0.8–98.0 ng g−1. Concentrations of copper in soil and plant samples were found in the range of 11.1–27.9 mg kg−1 for soil and 0.8–5.6 mg kg−1 for plants. Standard reference material (SRM) was used to find the accuracy of the results of soil analyses. 相似文献
An evaluation of the air quality based on the combined use of monitoring data, dynamic emission inventories, and three-dimensional
modeling has been performed in an area in North West Italy. Yearly maps of the pollutants of most concern have been produced
by means of an Eulerian modeling system, run for two nested domains. The system is based on MINERVE diagnostic meteorological
model, TREFIC (TRaffic Emission Factors Improved Calculation) traffic emission module, and farm air quality regional chemical-transport
model. The zooming approach has allowed to correctly reproduce local concentrations in the small urban area in the inner domain
as well as to quantify the role played by selected local sources respect to distant ones. The study of the impact of the future
car fleet, pointing out the expected improvement for nitrogen oxides and the persisting problem of PM, provides a rationale

In the early stages of motorization, it did not take rigorous scientific research to achieve major improvements in traffic safety. Instead, early traffic-safety countermeasures were often based exclusively on common sense. Since then, scientific research has gradually increased in importance as the basis for developing successful interventions. This shift was not made by choice but mostly by necessity: Many of the “easy” problems have already been addressed, and the remaining problems are generally too complex for an approach based solely on common sense. Fortunately, our understanding of the complexities involved in traffic safety has recently made major gains, and common sense can now be supplemented, to some degree, by valid technical analysis.

This article discusses major conceptual issues that should be considered in guiding the future development of effective, science-based traffic-safety countermeasures.
