As part of a programme to characterize floating anthropogenic debris in the aquatic environment, the US Environmental Protection Agency (EPA) conducted 18 field surveys in the harbours of major metropolitan cities of the east, west, and Gulf coasts of the United States and the Mid-Atlantic Bight. the surveys were designed to provide information on the types, relative amounts, and distributions of aquatic debris in different geographic regions of the United States. Neuston nets (0.33 mm mesh) were used to collect surface debris during outgoing tides on two or three consecutive days in selected areas of each city. After each net tow, the debris, which ranged in size from small resin pellets to large plastic sheeting pieces, was identified, categorized, and counted. the data are being used to qualitatively characterize aquatic debris in coastal metropolitan areas, to examine potential regional variations, and to tentatively identify potential sources. 相似文献

Although long-lived tree species experience considerable environmental variation over their life spans, their geographical distributions reflect sensitivity mainly to mean monthly climatic conditions. We introduce an approach that incorporates a physiologically based growth model to illustrate how a half-dozen tree species differ in their responses to monthly variation in four climatic-related variables: water availability, deviations from an optimum temperature, atmospheric humidity deficits, and the frequency of frost. Rather than use climatic data directly to correlate with a species’ distribution, we assess the relative constraints of each of the four variables as they affect predicted monthly photosynthesis for Douglas-fir, the most widely distributed species in the region. We apply an automated regression-tree analysis to create a suite of rules, which differentially rank the relative importance of the four climatic modifiers for each species, and provide a basis for predicting a species’ presence or absence on 3737 uniformly distributed U.S. Forest Services’ Forest Inventory and Analysis (FIA) field survey plots. Results of this generalized rule-based approach were encouraging, with weighted accuracy, which combines the correct prediction of both presence and absence on FIA survey plots, averaging 87%. A wider sampling of climatic conditions throughout the full range of a species’ distribution should improve the basis for creating rules and the possibility of predicting future shifts in the geographic distribution of species. 相似文献

Large but feasible increases that have been projected for the production of wood energy in the United States can be expected to significantly alter the current carbon storage patterns in US forest vegetation. The 1976 net wood increment left after forest cutting equals about 136 × 106 tons of carbon/year, with about 60% of the increment found in merchantable trees, and the remainder in nonmerchantable components.Achieving 5–10 quads of wood energy beyond 1976 levels by the year 2010 can significantly change current carbon storage patterns with the magnitude of change dependent on the extent of residue harvest to meet energy goals, and the rate of future forest growth. Complete loss of the apparent net wood increment is a possible outcome.Although the future growth and harvest situation cannot be known now, a range of possible scenarios suggests that US forests in the year 2010 will store much less carbon than today, thus significantly changing their role in the global carbon cycle. 相似文献

Little is known about the legislative process and in particular how this relates to environment in Latin America. This article attemps to partially close this gap by discussing the dynamics of congressional environmental politics in Chile under former President Lagos (2000–2006). At first, this article discusses the role of the executive branch in the legislative process, congressional authority and environmental policy. This sometimes uneasy relationship is explored, and its consequences over environmental politics are discussed. The second part of the article attempts to explain legislator's choices in the area of environmental policy, developing and testing four main hypotheses that eventually help to explain why legislators support/reject laws of positive/negative environmental relevance. Finally, this article draws general conclusions on Chilean congressional politics and environmental policy, to then propose some recommendations on how to improve the process of creating environmental policy in Congress. 相似文献

This essay examines examples from the field of nuclear energy, including the 2011 disaster at Fukushima-Daiichi, through perspectives drawn from phenomenology, social systems theory, and constitutive communication theory. The essay argues that although prevailing approaches to nuclear risk analysis and risk communication seek to represent a world of preexisting phenomena, they also fundamentally constitute the world on which decision-makers, organizations, and communities act. In the United States, few constituents know and understand climate policy, prioritize it as a political topic, or let their voting decisions depend on it. In these conditions, representatives would not be expected to pay heed to constituents’ climate concern in their voting decisions. Still, even after controlling for the presence of interest groups, campaign finance, and legislators’ party affiliation and ideology, there is a consistent link between public opinion and votes on cap-and-trade legislation in the House (and to a lesser degree in the Senate). The same is true when public opinion is simulated based on pre-vote district characteristics. Explanations for these findings are discussed. 相似文献

随着居民部门用能快速增长,各国都在致力于观察本国居民能源消费特征以减少碳排放,特别是发达国家。本文应用近30年的微观调查数据分析美国居民能源消费现状和趋势,为发展中国家提供一些借鉴意义。从总量上看,伴随着人口、家庭数量和建筑面积的上升,能源消费总量变化较小,趋于稳定;人均用能则呈下降趋势。从用能结构来看,以天然气和电力为主,2009年分别占比44%和41%;近30年来天然气占比小幅下降,电力占比上升明显;完善的天然气设施和电力服务体系使得能源可获得性高。从用途分类来看,取暖和家电占绝大比例,2009年分别占比41%和35%;取暖用能近30年来出现平缓下降趋势,燃料来源70%是天然气;家电设备用能占比明显上升,增长近1倍;制冷占比较小,近年出现小幅上升;热水用能则比较稳定。家庭炊事燃料以电力和天然气为主,2009年分别占比60%和34%。近30年,家用电器保有量和能源效率有显著提高。建筑用能方面,美国房屋服务时间长,后期建筑房屋在保温性能方面高于早期房屋,单位面积耗能下降。美国居民享受着较高水平的能源服务,能源消费总量在近30年没有明显变化,这和能源效率的提高有着密切关系;如完善的\"能源之星\"项目是一个强有力的措施,以及完善的能源统计制度为能源分析提供了有力的数据支撑。相比,中国存在居民炊事用能固体燃料占比较高、建筑服务周期短、建筑材料耗能比重大等问题。建议中国政府进一步完善能源统计制度、推行农村能源扶持项目和能源标识、加强建筑规划、落实建筑能耗标准。 相似文献
