黄冈市矿业经济布局研究

文章针对黄冈市矿业经济发展的需要，在充分考虑黄冈市地区经济发展，矿产资源分布，矿业经济合理布局的必要性的基础上，对黄冈市矿业经济布局作了详细深入研究，提出了“一个中心，四个矿业规划区，五类开发矿种，十个矿业基地”的布局构架，为该市矿业经济发展提供了明确的发展思路，并指出了发展重点，也为政府宏观调控和矿政管理提供了依据。     

我国矿业"走出去"风险勘探问题分析与建议

根据我国资源条件和经济发展的需要以及获取国外资源的方式进行比较分析得知，我国非常有必要到国外进行风险勘探。虽然我国经历了多年境外风险勘探的实践和探索，但是步伐缓慢，在实践中面临很多问题。对此，作者提出了我国境外风险勘探问题的建议。     

Incidents in manual handling activities

More than 20000 handling manoeuvres in loading or unloading trailers in a large transportation company were observed. The aim of the study was to determine the frequency and nature of the incidents occurring whilst handling. The incidents were recorded and interpreted from a double perspective, namely as risk factors and as activity regulation factors. The study showed that on average, one incident occurred in every seven handling manoeuvres: 71% of them were related to the environment, and 29% to the activity. While numerous, the environment-related incidents were generally without consequences. In this respect, the activity incidents appeared more risky; also, the majority of these incidents occurred during the load positioning phase. The study also showed that loads are re-handled twice as often in unloading as in loading, the frequency of re-handlings varying widely from one handler to another. The reasons why so few of the observed incidents are reported in accident studies and their significance in the understanding of handling problems are discussed.

浅析国际环境公约对石油工业的影响

随着人类环境意识、资源意识的不断深化,越来越多的国家签署了国际环境公约。中国石油企业若要进一步参与国际化竞争,在环境保护方面就势必面临更大的挑战与压力。对气候变化框架公约、巴塞尔公约、湿地公约、海洋环境保护公约以及酸雨问题等与石油工业相关的国际环境公约进行了分析及探讨,以期为石油工业适应环境保护工作发展的需要及提高国际竞争力制定相应对策提供参考。

Impacts on industry of Europe's emerging chemicals policy REACh

For Europe, a new regime in chemicals regulation is about to start. After the proposal of the European Commission concerning the Registration, Evaluation and Authorization of Chemicals (REACh) passed its readings in the European Parliament and some differences with the European Council of Ministers were resolved, the regulation will come into force in June 2007. This paper is focused on the question how serious the cost burdens for industry induced by REACh will be, and whether the New European Member States (NMS) which joined the European Union in May 2004 will be able to cope with the regulation. This evaluation has been done by assessing the legislative, administrative and economic framework in New Member States and by analysing real business cases in companies. The empirical showcase business impact studies are at the same time of interest for companies of EU-15 states, other European countries who may implement the regulation, and even for exporters of raw materials and chemicals outside Europe, who will also have to comply with REACh if they market in the European Community. The results give no indications that REACh adoption will bring significant drawbacks to companies in the NMS. The emerging regulation will bring challenges for individual companies, especially for small and medium-sized ones, but for the European chemical industry as a whole, there is no question that it will be able to cope with REACh burdens without losing its global competitiveness.
