Nepal's geographical landscape of plains, hills, and mountains exposes it to severe climatic conditions. Out of the three regions, the plain, also called Terai, has the greatest risk of flooding, especially during the monsoon season when heavy precipitation coincides with snow and glacier melting from the mountains and hills. In recent years, greater water availability has increased the frequency of flooding, destroying farms, livestock, and infrastructure, hence, reducing agricultural productivity and disrupting economic activities. What makes Nepal a unique case study for climate change is its richness in water resources, propensity to flood, the percentage of poor people living in the flood prone region, and their dependency on natural resources. The lessons drawn can help when formulating pro-poor adaptation policies for other Asian and many developing countries that are as diverse, poor, and agrarian as Nepal. Using data collected through survey interviews, the study examines the ability of the poor to adapt to climate change. The study also explores the adaptive capacity of communities in the Koshi Tappu area, by examining whether or not they have the required capital assets (human, social, natural, physical, and financial capital) to remain resilient in the face of continuous climate events impacts. 相似文献

The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems. 相似文献

Several Torres Strait communities have significant infrastructure and sacred sites located only a few metres above sea level. As a consequence, these areas are vulnerable to erosion due to the projected increase in storm surge intensity caused by climate change. Common sense suggests that Islanders would welcome new scientific research about how climate change might affect them, in order to understand the significance of these impacts and the timeframes involved. However, one leader has taken a seemingly counterintuitive stance, and has refused to let new climate research occur. We explore why this position was taken, and the implications of this decision for ongoing scientific research. In order to carry out this analysis, we provide a contextual background by assessing Islanders' recent experience with scientific researchers, and the response of policy-makers to it. We find that despite a clearly documented problem with “top-down” decision-making, this process remains. In this instance, we find that there is a systemic lack of collaboration with Islanders to allow them to prioritise their concerns, and a lack of adequate resources to allow them to build their resilience to climate impacts. We conclude that only through a genuine collaborative approach to climate adaptation can activities be properly developed, prioritised and undertaken. 相似文献

This article contributes to the understanding of adaptive capacity within national sectors by utilising two perspectives from institutional theory. Resting on data from 21 interviews the paper analyses the Norwegian electricity sector and the influence on adaptive capacity to climate change from changes in formal structure and institutional culture. The sector underwent transformational change between the beginning of the 1980s and mid-2000s, with the reform from 1991 as a watershed, and gradual consolidation from about 2000. From a self-regulated vertically integrated sector with an emphasis on robustness of supply the sector changed into a liberalised and unbundled structure, with economic efficiency as the guiding principle. These changes reduced adaptive capacity to climate change. After 2000, gradually adaptive capacity has increased somewhat. The paper argues that also social contextual factors need to be taken account of, both to understand adaptive capacity to climate change and to provide practitioners with an ability to increase it. 相似文献

This article elaborates on and discusses gendered dimensions of climate change response in Swedish municipalities. There are indications that attitudes and behaviour to the environment and climate change are gendered. This evidence together with our own work further indicates that gender awareness is most probably an important influence on how municipalities respond to climate change. The aim of this study was to investigate if and how gendered aspects of climate change response are integrated in the Swedish response to climate change. The potential causal relationships between a high level of awareness of the gendered aspects of climate change and the levels of climate change response were investigated. We asked whether there is a positive relationship between gender awareness and the quality of the communities' climate change policies and practice. Indications of such a relationship prompt a change in research priorities – paying more attention to gender – and in subsequent policy developments. 相似文献

The institutional structure and public service delivery apparatus required to meet the future effects of climate change already exist in Norway. However, there are huge challenges in coordinating these institutions at different authority levels for climate change adaptation purposes. Based upon a broad case study, this article presents how local actors consider the multi-level coordination of different levels of government and policy sectors to function today, which are the mechanisms that are used and what are the coordination challenges that are identified. Based upon the challenges revealed, this article discusses how best can the government-level institutions be organised for better goal attainment. Moving towards a more sustainable adaptation process requires closer integration of policies related to the environment. An important actor in this is the local government. This paper examines to what extend adaptation is currently being integrated into Dutch local policies, and what the role is of a municipality's size, risk and experience in the encountered manifestations of adaptation. First, it was determined that adaptations taking place only anticipate currently perceivable weather extremes – mostly increasing precipitation. Second, it was determined that the realisation of further adaptations is hindered by a strongly sectoral divided reality. Adaptation is now heavily dominated by the water department, while spatial planning and the environment are only limitedly involved. Finally, it was observed that the contextual factor size proved to most important for horizontal policy integration, whereas the contextual factor extreme-weather experience was the most definite for the realisation of adaptations. We conclude that a more sustainable adaptation should first tackle the sectoral divides which requires administrative efforts, for example, professional training. Despite the apparent failure of international negotiations and renewed criticism of the accuracy of climate science, responses to climate change continue in households, cities, fields, and meeting rooms. Notions of “doing something about”, or “taking action on” or “mitigating and adapting” to climate change inform practices of carbon trading, restoring native forests, constructing wind turbines, insulating houses, using energy efficient light bulbs, and lobbying politicians for more or less of these actions. These expressions of agency in relation to climate change provide the focus of our enquiry. We found that relationships or social networks linked through local government are building capabilities to respond to climate change. However, the framework of “mitigation–adaptation” will need to be supplemented by a more diverse suite of mental models for making sense of climate change. Use of appropriate languages, cultural reference points, and metaphors embedded in diverse histories of climates and change will assist actors in their networked climate change responses. 相似文献
