SUMMARY In recent years, indigenous tenure over forest lands has emerged as a means to conserve forests while recognizing indigenous rights. There is concern, however, that indigenous reserves may not be an appropriate policy tool for sustained forest conservation. Our research examined how recognition of indigenous common-property rights has controlled agricultural expansion and conserved forests in Bosawas Biosphere Reserve, Nicaragua. We used satellite imagery with empirical data gathered in the field on land-use institutions, population pressures, and land-use practices to compare whether indigenous communities under territorial management or public management are better able to (1) control the ‘fast threat’ of frontier expansion and (2) address the long-term ecological threats posed by indigenous land-use practices and institutional changes in the region. Our findings are that indigenous residents who share common-property rights over their territories are better able to control agricultural expansion than are indigenous residents living on public lands. With respect to the long-term threats to the region, a series of simulations of possible land-use pressures demonstrate that the enforcement of territorial boundaries and further development of indigenous forest management rules will prove crucial in determining land-use capacity and deforestation over the next 50 years. 相似文献

This article presents a system dynamics (SD) method to examine the problem of forest degradation. The model developed takes a system-oriented view of forest management, embracing both social and biophysical factors affecting deforestation. Social factors examined are socio-economic variables or elements that influence behaviour and decision-making choices at the household level. Biophysical factors are four sub-components that are considered major land uses namely, the paddy field component, rattan plantations, coffee plantations and forest stands. The model was applied in a case study located in Pasir District of East Kalimantan, Indonesia. The site covers an area that includes a protected forest and a privately allocated timber license concession. Three village communities are examined in the case study. The SD model developed was applied to the case study focusing on three management policies or scenarios, which are based on access rights to the forest resources within the study area. Specifically, the property arrangements examined in each scenario are: Policy 1 – status quo (i.e. continue present property rights arrangements); Policy 2 – local communities manage the forest exclusively; and Policy 3 – collaborative management involving both local communities and a private company. Results from the model show that the third policy is the most viable option, and also lead to a win–win solution. 相似文献

鲤鱼(建鲤品种)幼鱼暴露于4个浓度组(0.005、0.05、0.5、5mg/L)的镉离子(Cd~(2+))2d,期间各组的个体均无死亡.用10个RAPD引物对处理后鲤鱼基因组进行扩增,亦未发现有明显的差异扩增条带.但在用甲基化敏感扩增多态性方法研究暴露后鲤鱼肌肉组织的基因组DNA甲基化的变化时发现,5mg/L的Cd~(2+)在d2会使鲤鱼基因组DNA中CCGG区域甲基化发生明显的变化.该组个体1mol后出现大量死亡.另外,0.05mg/L和0.5mg/L Cd~(2+)组个体基因组DNA中CCGG区域甲基化比例2d内略有下降,甲基化位点没有太大改变.说明鲤鱼幼鱼基因组CCGG区域的胞嘧啶甲基化比例在不同浓度Cd~(2+)处理中都比较稳定.低浓度Cd~(2+)条件下鲤鱼主要通过甲基化区域的微调减少Cd~(2+)的生理毒性.高浓度Cd~(2+)处理下,利于基因组DNA甲基化区域发生相当的变化,可能导致一些沉默基因的异常表达.图2表2参31 相似文献

从经济学角度看,自然遗产保护中必然涉及产权问题,建立合理的自然遗产产权制度是自然遗产保护的关键。我国目前的自然遗产产权制度暴露出许多弊端,如所有权基础上的自然遗产管理混乱,自然遗产经营权配置不合理,以及欠缺对自然遗产相邻权的规定等。这些产权制度方面暴露的问题,对于自然遗产的保护无疑是不利的。通过对自然遗产保护中产权问题的探析和国外在自然遗产保护方面经验的借鉴,对我国自然遗产保护产权权利束中的所有权、经营权和相邻权的完善提出了几点建议。 相似文献

Abstract From angles of administrative law and private law, the article analyzes relations between environmental right for citizens and the right to use environmental resources owned by company and enterprise and points out three principles to balancing two relations: A principle of equal protection, a principle that general interest is superior to special interest as well as taking an account for special interest, in specific circumstances, for example, in the circumstance that clashes between environmental and economic interests can not be avoided, policy makers can put an emphasis on more important social interest according after considering weight of each interest. In the current stage of Chinese forest ownership reform, the central and local governments as well as the forest farmers play different roles with variations in their expected returns. Managing these respective relationships between the forestry stakeholders to maximize their benefits while actively engaging each stakeholder in the collective forest ownership reform process has become an important issue. This study uses the game theory methodology to analyze the relationship between the different reform stakeholders and then builds on the forest farmers’ participation in the reform model process at the reform movement micro-level. This model calculates the forest products equilibrium marketing sales and the government subsidies provided to the forest farmers, when the forest farmers willingly participate in the reform process. 研究了阿维菌素长期暴露下鲤鱼肝脏和肌肉超氧化物歧化酶(SOD)活性的动态变化.结果表明:阿维菌素对SOD活性具有较大影响.低浓度组(3.2μg·L-1)SOD活性随暴露时间无显著变化(p>0.05);中浓度组(5.6μg·L-1和7.5μg·L-1)SOD活性先显著上升(p<0.05),随后又显著下降(p<0.05);高浓度组(10μg·L-1和18μg·L-1)SOD活性呈逐渐下降趋势,48h后极显著低于对照(p<0.01).解除污染胁迫10d,低浓度和中浓度组SOD活性能恢复到正常水平,但高浓度组SOD活性不能恢复到正常水平,说明低浓度阿维菌素对鲤鱼机体产生的损伤是可逆性的,而高浓度阿维菌素会对鲤鱼机体产生不可逆损伤.阿维菌素暴露浓度与其对鲤鱼肝脏和肌肉SOD活性抑制率之间具有显著剂量-效应关系,可以考虑将其作为水体中阿维菌素类药物污染的生物标志物;同时,由于正常鲤鱼(对照组)肌肉中SOD活性和受污染胁迫时SOD活性变化的显著性远低于肝脏,因此在考虑用SOD作为生物标志物对水体中阿维菌素污染进行监测时,肝脏是比较理想的取样器官. 相似文献
