Given many potential obstacles, what types of strategic plans and measures for climate protection and/or energy sustainability are more likely than others to be adopted by cities? What are the key internal and external obstacles to adopting and implementing these plans and measures? Based on data obtained from a survey conducted from 2010 to 2011 and other sources, this paper develops a framework derived from political contracting theory and strategic orientation literature to examine how public management obstacles, socio-economic factors, and political factors influence a city's likelihood of having strategic energy sustainability plans and measures in place. Moreover, this paper finds that many California cities remain reluctant to require residents and businesses to comply with more challenging sustainability measures, such as smart-growth land-use practices, and that those cities with a strategic energy sustainability plan already in place tend to be more willing to adopt smart-growth land-use measures. 相似文献

Sustainable use of natural resources would entail ensuring that derived economic benefits today do not undermine the welfare of generations to come. On this basis, this study examines the nexus between natural resource rents and carbon dioxide (CO2) emissions disaggregated into production and consumption-based (i.e., trade-adjusted) CO2 emissions for a selected panel of 45 developing and transition economies over the period 1995–2017. The empirical model also incorporates the impacts of population, affluence, and energy intensity. The results show that affluence increases production-based CO2 emissions by 1.407%, with the EKC's predicted inverted U-shaped curve only explaining consumption-based CO2 emissions. Economic reliance on natural resource rents and energy intensification contribute 0.022% and 0.766%, respectively, to CO2 emissions embedded in territorial production inventories and 0.035% and 0.583%, respectively, to CO2 emissions embedded in consumption inventories. The bootstrap non-causality test shows that historical data on each variable has significant predictive power for future CO2 emissions from both sources. The historical information about natural resource rents has significant predictive power over the future levels of affluence and energy intensity. Clearly, the results show that the environmental impact of natural resource rents is stronger when CO2 emissions are adjusted for trade and varies among the countries, with Bangladesh, Guinea, India, Malaysia, Mexico, Nigeria, Pakistan, Saudi Arabia, Vietnam, and Zimbabwe among the most affected countries. This paper emphasizes the significant challenges facing the sustainable environment, including managing and handling plastic waste and reducing carbon footprints. To tackle these challenges, it is essential to identify people's awareness levels of waste handling techniques and their pro-environmental behaviors. The study focuses on Guwahati, one of the most important cities in Northeast India, which generates increasing plastic waste daily. The paper aims to identify the factors contributing to the reduction of carbon footprints resulting from plastic waste management activities. The data collected from 1326 respondents was analyzed using factor analysis, and the reliability of the dataset was confirmed using Cronbach's alpha (0.84 for the awareness level of waste management techniques and 0.780 for the prevalent mode of plastic waste management techniques). KMO (0.796), Bartlett's test of sphericity (p < 0.001), and determinant score (0.019) were used to assess the data adequacy and factorability of the dataset, and the results were found to be satisfactory. Principal component analysis, exploratory factor analysis, and varimax orthogonal rotation method were used to identify high-loaded factors by reducing the number of variables. The results showed that two highly loaded components, namely awareness level of waste management techniques (AWMT) and prevalent mode of plastic waste management techniques (PWMT), explained 27.53% and 24.34% of the total variance, respectively, with eigenvalues of 3.35 and 2.88. The regression model confirmed the statistical significance of these factors (p < 0.001) and their relationship with the dependent variable, greenhouse reduction (GHGR). The study proposes that minimizing carbon footprints in the environment can be achieved by focusing on a limited number of controllable factors such as AWMT and PWMT. If unauthorized resource use is prevented, managing marine resources by allocating property rights may match economic and environmental conservation incentives. However, because of the developing exploitation of marine resources and accompanying pollution, species' living conditions in Europe's waters are changing more quickly than before. By considering the roles of fisheries productivity, intellectual property rights, intellectual capital rights, market size, governance, and economic growth from 1990 to 2022, this paper aims to investigate the dynamic effect of property rights factors on the sustainability of the fisheries industry in 27 European countries. At higher quantiles, the findings showed a significant positive association between governance and fisheries sustainability adopting a new method, the MMQR with fixed effects, the Method of Moments Quantile Regression. In addition, in EU27 nations, the impact of intellectual property rights was favorable and statistically significant from the first to ninth quantiles. The findings show that the EU14 developed nations have more excellent governance and intellectual capital rights than the EU13 developing countries, significantly benefiting fisheries sustainability. In the same way that market size and economic growth condense fisheries sustainability in EU14 developed and EU13 developing countries, it has been discovered that intellectual property rights do the same across all quantiles, supporting the growth hypothesis for fisheries-producing countries. The findings specifically show that the beneficial solid impact of intellectual property rights, market size, and economic development on the sustainability of fisheries is more significant in EU13 developing nations than in EU14 developed countries. These results provide policymakers with helpful information for promoting property rights aspects in EU14 and EU13 nations via effective green technologies in the fisheries sector to meet sustainable development objectives. 相似文献

The Disaster Deficit Index (DDI) measures macroeconomic and financial risk in a country according to possible catastrophic scenario events. Extreme disasters can generate financial deficit due to sudden and elevated need of resources to restore affected inventories. The DDI captures the relationship between the economic loss that a country could experience when a catastrophic event occurs and the availability of funds to address the situation. The proposed model utilises the procedures of the insurance industry in establishing probable losses, based on critical impacts during a given period of exposure; for economic resilience, the model allows one to calculate the country's financial ability to cope with a critical impact. There are limitations and costs associated with access to resources that one must consider as feasible values according to the country's macroeconomic and financial conditions. Criteria and indicators for a bioenergy production industry identified via stakeholder participation
As bioenergy production expands and new bioenergy-based technologies emerge, there is a growing concern regarding the sustainability of their ecological and socioeconomic impacts. Comprehensive sustainability assessments are needed to address this concern and to assure that the development of the bioenergy industry meets sustainability goals. Most sustainability assessments for bioenergy are expert-driven, broad, and largely motivated by an interest in optimizing international trade in bioenergy. As a result, social and cultural sustainability targets are vague or underdeveloped. In this study, we developed a sustainability assessment for a regional bioenergy production industry in Upper Michigan, using stakeholder participation. Semi-structured interviews and focus group meetings were used to elicit participants’ concerns and opinion. These concerns were translated into sustainability Criteria and Indicators (C&Is), many of which could be supported with available science. Some of the C&Is identified by participants were unique to the region. Sustainability C&Is were broadly categorized into economic (C = 5; I = 22), environmental (C = 6; I = 12), social (C = 3; I = 9), policy and regulations (C = 3; I = 13), and institutional capacity (C = 4; I = 13). While participants could identify indicators for most of the criteria (many of which are also supported by existing literature), further research and validation will be necessary to identify measurable, practical, and bias-free indicators for all criteria. 相似文献

Microorganisms are ubiquitous in natural environments and in water supply infrastructure including groundwater wells. Sessile-state microorganisms may build up on well surfaces as biofilms and, if excessive, cause biofouling that reduces well productivity and water quality. Conditions can be improved using biocides and other traditional well rehabilitation measures; however, biofilm regrowth is inevitable given the continuous introduction of microorganisms from the surrounding environment. Alternative and less invasive well maintenance approaches are desirable for reducing biofilm densities while also minimizing harmful disinfection-by-products. The primary objective of this research was to evaluate effectiveness of alternative treatments for inactivating microorganisms comprising biofilms. A novel approach was designed for in situ growth of biofilms on steel coupons suspended from ‘chandeliers’. After more than 100 days of in situ growth, biofilms were harvested, sampled, and baseline biofilm densities quantified through cultivation. Ultraviolet-C (UV-C) and oxidative treatments including hydrogen peroxide (H2O2), ozone (O3) and mixed oxidants were then applied to the biofilms in laboratory-scale treatments. Microbial inactivation was assessed by comparing treated versus baseline biofilm densities. H2O2 was the most effective treatment, and decreased density below baseline by as much as 3.1 orders of magnitude. Mixed oxidants were effective for the well having a lower density biofilm, decreasing density below baseline by as much as 1.4 orders of magnitude. Disparity in the response to treatment was apparent in the wells despite their spatial proximity and common aquifer source, which suggests that microbiological communities are more heterogeneous than the natural media from which they originate. 相似文献

Disaster recovery operations that do not account for environmental sustainability (ES) risk exacerbating the impact of the disaster and hindering long‐term recovery efforts. Yet aid agencies do not always consider ES. This research is a case study of the recovery that followed the 2010 earthquake in Haiti. Using timber and concrete procurement as proxies for broader post‐disaster operations, research examined perceptions of ES as well as attempts at and barriers to incorporating it into programming. Identified barriers can be grouped into two categories: (1) prioritisations and perceptions within the disaster response sector that resulted in limited enthusiasm for incorporating ES into programming, and (2) structural and organisational barriers within the disaster response framework that impeded ES attempts and served as a further disincentive to incorporating ES into programming. As a result of those barriers, incorporation of ES was sporadic and inconsistent and often depended on the capacity and motivation of specific implementers. 相似文献
