Integrating methods for the environmental sustainability: the SPIn-Eco Project in the Province of Siena (Italy) 总被引:1,自引:0,他引:1
This paper shows how different methods can be integrated in order to provide an organic evaluation of the environmental sustainability at the territorial level. A territory is a complex, dynamic and open system where a population develops, uses resources, produces goods and services, consumes, depletes and finally obtains economic results. All these elements characterise human behaviour, which can be monitored, measured and compared to the capacity of the environment to sustain it in the long run. The SPIn-Eco Project for the Province of Siena (Italy) is described as an example of an environmental sustainability assessment of an area, and its methods (Ecological Footprint, Greenhouse Gas Inventory, Extended Exergy Analysis, Emergy Evaluation, Life Cycle Assessment (LCA) and Remote Sensing) are briefly introduced. This Project has been proposed and funded by the most important provincial administrative and financial institutions in the territory (the Administration of the Province of Siena and the Monte dei Paschi Foundation, respectively), and was designed and realised in 4 years (2001-2004) by a research team coordinated by the University of Siena. 相似文献

Abstract: The residents of Nassau County Long Island, New York receive all of their potable drinking water from the Upper Glacial, Jameco/Magothy (Magothy), North Shore, and Lloyd aquifers. As the population of Nassau County grew from 1930 to 1970, the demand on the ground‐water resources also grew. However, no one was looking at the potential impact of withdrawing up to 180 mgd (7.9 m3/s) by over 50 independent water purveyors. Some coastal community wells on the north and south shores of Nassau County were being impacted by saltwater intrusion. The New York State Legislature formed a commission to look into the water resources in 1972. The commission projected extensive population growth and a corresponding increase in pumping resulting in a projected 93.5 to 123 mgd (4.1 to 5.5 m3/s) deficit by 2000. In 1986, the New York Legislature passed legislation to strengthen the well permit program and also establish a moratorium on new withdrawals from the Lloyd aquifer to protect the coastal community’s only remaining supply of drinking water. Over 30 years has passed since the New York Legislature made these population and pumping projections and it is time to take a look at the accuracy of the projections that led to the moratorium. United States Census data shows that the population of Nassau County did not increase but decreased from 1970 to 2000. Records show that pumping in Nassau County was relatively stable fluctuating between 170 and 200 mgd (7.5 to 8.8 m3/s) from 1970 to 2004, well below the projection of 242 to 321 mgd (10.6 to 14.1 m3/s). Therefore, the population and water demand never grew to projected values and the projected threat to the coastal communities has diminished. With a stable population and water demand, its time to take a fresh look at proactive ground‐water resource management in Nassau County. One example of proactive ground‐water management that is being considered in New Jersey where conditions are similar uses a ground‐water flow model to balance ground water withdrawals, an interconnection model to match supply with demand using available interconnections, and a hydraulic model to balance flow in water mains. New Jersey also conducted an interconnection study to look into how systems with excess capacity could be used to balance withdrawals in stressed aquifer areas with withdrawals in unstressed areas. Using these proactive ground‐water management tools, ground‐water extraction could be balanced across Nassau County to mitigate potential impacts from saltwater intrusion and provide most water purveyors with a redundant supply that could be used during water emergencies. 相似文献

BACKGROUND AND SCOPE: Since its inception two decades ago, the concept of sustainable development has suffered from a proliferation of definitions, such that it has increasingly come to mean many things to many different people. This has limited its credibility, called into question its practical application and the significance of associated achievements and, overall, limited the progress in environmental and social developments which it was designed to underpin. GOAL: This viewpoint article is intended to re-open the concept of sustainable development for discussion 20 years on from the Brundtland Report, in the context of the current state of the world, our growing understanding of ecosystems and their response to stressors and the parallel increase in recognition of inherent limitations to that understanding. APPROACH: Following a brief review of the diverse manner in which the concept has developed over time, we present the case for application of a series of simple conditions for sustainability, originally developed by The Natural Step in the early 90s, which nevertheless still provide a sound basis on which progress towards sustainable development could be monitored. The paper also highlights the unavoidable links between sustainability and ethics, including those in the sensitive fields of population and quality of life. DISCUSSION: Overall we argue the need for the concept of sustainable development to be reclaimed from the plethora of economically-focused or somewhat vague and un-measurable definitions which have found increasing favour in recent years and which all too often accompany relatively minor progress against 'business as usual'. RECOMMENDATIONS AND PERSPECTIVES: The vision encapsulated in the Brundtland Report was ground-breaking. If, however, true sustainability in human interactions with the biosphere is to be realised, a far stronger and more empirical interpretation of the original intent is urgently required. To be effective, such an interpretation must encompass and guide developments in political instruments and public policy as well as corporate decision-making, and must focus increasingly on addressing the root causes of major threats to sustainability rather than just their consequences. 相似文献

The aim of this paper is to propose a research framework, based on the joint use of three widely used methods: EMergy Evaluation
(EME), Ecological Footprint Analysis (EFA) and Greenhouse Gas Inventory (GHGI), that are applied to assess the environmental
sustainability of a region. The results of application of these methods to several Italian Provinces enabled us to compare
their sustainability, and to test the methods with respect to sustainability requirements at local and global level.
The outcomes suggest that the proposed framework provides an organic evaluation of regional systems based on key aspects,

Waste management is emerging as a key sector for sustainable development in South Africa with opportunities for enhancing
investments in carbon credits that target reduction of methane from landfills and moveable assets in relation to environmentally
sound equipment required for effective waste management. In the past, the waste management sector was dominated by private
sector with selective operations in what makes business sense through recycling of saleable products. Materials mostly recycled
included paper and hard board, plastics, glass, tinplate and aluminum. The rest of the waste materials estimated at 10.2 million
tons of both general and hazardous end up in landfills. This trend is now getting reversed as development agencies such as
Deutsche Gesellschaft für Technische Zusammenarbeit Gmbh (GTZ), Danish International Development Agency (DANIDA), Danish Co-operation
for Environment and Development (DANCED) and Development Bank of Southern Africa (DBSA) are identifying opportunities in the
sector for sustainable development purposes. Two key areas for investments include capturing methane emissions from landfills
for trading in carbon markets and financing both physical and moveable assets to enhance sustainable development. However,
the challenges for cost-effectiveness, efficiency and sustainability in the sector prevail in relation to lack of sound knowledge
to design and implement integrated programmes that incorporate environment, development and sustainability. Also, inadequate
capacity at municipal levels to administer waste management programmes and inability to collect rates and taxes for effective
management of landfills constraint effectiveness and efficiency of the sector. Overall, financial resources are imperative

A simplistic aggregate model of global economic activity supports a 50-year visioning exercise with targets defined in terms of aggregate measures of global equity (convergence) and sustainability (contraction). Some ambitious combinations of these targets turn out to be infeasible even under the most favorable modeling assumptions. No contraction target (no reduction in fossil fuel consumption relative to the present) was possible, for example, if international capital transfers pushed per capita incomes in low-income countries above 33% of levels achieved in high-income countries. Lower prices for renewable alternatives to exhaustible resources generally made sustainability targets easier to achieve, but lower prices for renewable resources also made equity targets more difficult to achieve. Improved substitution between capital and labor made equity targets easier to achieve in relative terms, but improved substitution between capital and labor could make any given sustainability target more or less difficult to achieve. All the results suggest that it is possible to overstate the purported conflict between achieving sustainability and equity targets. Under the Clean Development Mechanism (CDM) of the Kyoto Protocol, industrialised countries may finance greenhouse gases mitigation
projects in developing countries. The Kyoto Protocol explicitly requires that the CDM shall assist developing countries to
achieve sustainable development. However, a clear definition of sustainability for CDM projects is still debatable. MATA-CDM
(Multi-Attributive Assessment of CDM Projects) is an approach that facilitates a quantitative assessment of potential projects
regarding their contribution to sustainable development. This paper presents applications of MATA-CDM in two different countries.
In South Africa, the application was done mainly for academic and demonstrative purposes, whereas in Uruguay it was implemented
together with the responsible Designated National Authority (DNA). The work in both countries included the selection of sustainability
criteria and measurable indicators. Experts weighted the criteria using personal interviews and a multi-stakeholder workshop.
This method was applied to three potential CDM projects in South Africa and one in Uruguay. Results show that under the conditions
of this study, the MATA-CDM approach yet fails to yield a perfect quantitative overall sustainability assessment of CDM projects
but that several findings could be useful to further develop the approach with the aim to translate the vague term sustainable development to a mainstream project level. Valuable experience was in particular collected with different stakeholder processes to perform

This paper presents a qualitative assessment of the participatory water management strategies implemented at the community level in rural Mali through a water supply project — The West Africa Water Initiative (WAWI) — coordinated by World Vision International, a non‐governmental and humanitarian organization. Data for the study were generated through a combination of primary and secondary sources in three villages. Results of the study indicate that while community‐based rural water supply is a positive step in responding to the needs of rural Malians, the installation of boreholes with hand pumps informed merely by consultative participatory approaches and limited extension involvement will not necessarily proffer sustainable rural water supply in the region. A “platform” approach to rural water supply management that can mobilize the assets and insights of different social actors to influence decision making at all stages, including the design and choice‐of‐technology stages, in water supply interventions is instead advocated. 相似文献

A new approach for evaluating water sustainability is introduced by comparing physical and economic sustainability. To achieve
physical sustainability, water should be available in sufficient quantity and of good quality and used efficiently. The economic
sustainability can be achieved by balancing between costs and values of water. The objectives of this study were to estimate
the physical and economic sustainability of surface water in the Big Lost River, south–central Idaho. The study used a Bayesian
network by building a graphical diagram of nodes representing all significant variables related with the sustainability, such
as water demand, water quality, and the different costs and values of water. The study showed that the likelihood of the physical
sustainability is less than that of the economic sustainability, which is attributed to the scarcity of water in the Big Lost
River.

In Tanzania, well-defined land tenure and resource protection apply in forest reserves which account for 30% of forested land, while the remaining 70% (mostly miombo woodlands) are village and general lands with very limited protection. The aim of this study was to determine local peoples ownership rights, knowledge and institutional capacity for sustainable management of resources in forest reserves and general lands. Data were collected using participatory rural appraisal, structured and semi-structured interviews, as well as aerial photographs and landsat images. In general lands, woodlands declined by 50% between 1964 and 1996, bushlands and croplands increased by 599%, and settlements and homegardens increased by 277%. These land use and vegetation structure changes are attributed to harvesting for charcoal production and shifting cultivation. The continued decline in aerial woodland cover in the general lands suggests that common property regimes do not function in the area. Local institutional capacities are weak in enforcing control mechanisms to check the overuse of resources, which tends to approximate open access conditions. The issues of land tenure and village empowerment are not only institutional, but also political in nature. Government institutions should provide and motivate for an enabling environment, including acknowledgement of traditional knowledge, well-defined property rights and operational village by-laws. In order to ensure equity and sustainable development of natural resources, the paradigm shift in management is important whereby communal goods are to be managed for the benefit of the local society. 相似文献
