通过3 a持续的油菜-水稻轮作小区实验,其中前2a连续施用修复材料,后1a不施用修复材料,探究羟基磷灰石、生石灰、生物炭、生物有机肥和纳米材料对铜污染土壤的修复效果,及其对铜在油菜和水稻不同部位的富集情况.结果表明,羟基磷灰石、生石灰和纳米材料均能显著提高土壤pH值;不同修复材料均可有效地抑制土壤铜的移动,以生石灰修复土壤处理的有效铜降幅最大,连续施用修复材料的四季分别为38.9%、34.9%、27.88%和29.04%,且生石灰钝化有效铜的后续效果也较其他修复材料理想.修复材料的施用,促使油菜和水稻可食用部分中铜含量显著降低,修复材料施用的四季中,不同作物可食用部分铜含量最大值分别降低46.03%、22.2%、29.44%和31.71%,由于修复材料的施用效果,不施修复材料两季节作物可食用部分中铜含量均未超过国家食品安全限值.不同修复材料的使用,油菜和水稻产量均有所提高.本文可为铜污染地区土壤改良提供一定的理论依据和技术支撑.  相似文献

The concept of sustainable development is debatable within the mining context as the fact that mineral resources are non-renewable makes mining inherently unsustainable. The need for a realistic definition of sustainability that can be applied to mining is important, in light of claims by the industry that sustainable development principles underpin aspects of their operations. Furthermore, the socio-economic upliftment that should logically follow the implementation of these principles is not visible in many mining areas. Within the theoretical frameworks of intermediate sustainability, our study aimed to determine the level of sustainability that is appropriate for the mining context. The evaluation of community perspectives within the Rustenburg platinum region in South Africa as a case study, based on qualitative information derived from structured questionnaires and informal interviews brings further clarity. We found out that the environmental and social costs associated with mining were high, while economic benefits to surrounding communities were low. The perceptions of community and corporations were found to contrast sharply: the reality experienced by community members fell well short of the optimistic scenarios presented in the corporate social responsibility reports of the mining companies, which has implications for the mining industry in the area. The Rustenburg region is typical of mining areas, more especially the developing world, and application of a realistic sustainable development concept here can help the mining industry elsewhere to move its operations onto a genuinely more sustainable path.  相似文献

The socio‐economic fabric of single‐company mining towns needs to be carefully considered by both Government and companies in sustainability policymaking. Policy design and effectiveness in such towns are significantly impacted by the city's economic dependence on a single company. This paper explores the perceived effectiveness of government and voluntary private sector mining policies for pursuing sustainability in the historic mining town of Itabira, Brazil over a period of 20 years. Itabira serves as a worthwhile case study because it allows for an in‐depth and longitudinal analysis that can reveal valuable lessons to policymakers of different sectors and jurisdictions located elsewhere. Based on extensive face‐to‐face interviews and literature reviews, study results indicate that changes to the state environmental licensing policies in the 1990s led to significant socio‐environmental improvements in the area. The globalization of the mining company also contributed to an increase in the quantity and quality of voluntary industry policies. Recent technological improvements in the beneficiation processes of the mining company promises to extend the life of the mine to 2050. Although there are significant incremental socio‐environmental policies and programmes, sustainability remains an elusive vision in Itabira, with no clear objectives or monitoring and accountability mechanisms. The paper concludes by recommending a more formal integrated policymaking framework.  相似文献

Since the late 1980s, much of the debate on sustainability has been dominated by ecological perspectives. However, the last decade has seen an increasing interest in the social aspects of sustainability. While, to some extent, general consensus has been reached regarding the definitions of ecological sustainability, the definition of social sustainability is still in the making. Therefore, there is a need for conceptual frameworks and theoretical constructs in order to develop the understanding of social sustainability further. This article addresses the lack of theorisation and is composed of three different sections. The first section is a literature overview covering some of the most influential texts on social sustainability. The second section introduces and relates a number of existing, polemically constructed theoretical frameworks. In the third section, Jacques Derrida's theory of différance is used to suggest a way of understanding the relationship between the oppositional positions identified in the frameworks.  相似文献

ABSTRACT

Northern coastal regions are facing multiple challenges from accelerating global environmental and socioeconomic changes, such as ecosystem degradation, climate change, intensified resource extraction, land use change and declining populations. Based on interviews with 13 farmers, fishers and aquaculture employees from coastal Nordland, northern Norway, this study demonstrates how the local stakeholders’ perceptions of change and experiences of vulnerability are closely linked to their livelihood values and worldviews. What the informants consider a sustainable and meaningful way of coastal living does not coincide with national goals for sustainable, natural resource dependent development of the region. The article demonstrates the importance of attending to local values if policymakers and managers are to ensure successful local mobilisation, reduce vulnerability to ongoing and future processes of change, and ensure legitimacy and consistency in development goals of coastal zone management. Insights from this study are useful for local and regional decision makers with responsibility for natural resource policies and development efforts.  相似文献

This paper aims to contribute to the ongoing debate on the use of resource accounting tools in regional policy-making. The Northern Limits project applied material flow analysis (MFA) and ecological footprinting (EF) to regional policy-making in Northern Ireland over a number of years. The early phase of the research informed the regions first sustainable development strategy which was published in 2006 with key targets relating to the EF and improving the resource efficiency of the economy. Phase II identified the next steps required to address data availability and quality and the use of MFA and EF in providing a measurement and monitoring framework for the strategy and the development of the strategy implementation plan. The use of MFA and EF in sustainable regional policy-making and the monitoring of its implementation is an ongoing process which has raised a number of research issues which can inform the ongoing application and development of these and other resource accounting tools to within Northern Ireland, provide insights for their use in other regions, and help set out the priorities for research to support this important policy area.  相似文献

The release of carbon dioxide from the burning of fossil fuels is believed to be responsible for climate change. In the UK, road transport emits 22% of the total output of carbon dioxide. This study applies the ecological footprint to Merseyside to ascertain the global environmental impact of passenger transport (expressed in hectares). Results show that car travel has a footprint of 704 000 hectares, which is 87% of the total footprint. It is demonstrated in scenarios that Policy initiatives involving the Local Transport Plan will cause the footprint to increase. It is also shown that individual behaviour could be influenced when highlighting the impacts of different modes of transport along the same route. By using the ecological footprint in educational programmes, the effect can be shown of carbon emissions and land appropriation on the 'school run'; these issues could be promoted alongside others such as health, safety, congestion, global equity and fairness.  相似文献

Abstract

A strategic approach to local sustainability assessment requires that sustainability implications of proposed policies, plans and programmes are evaluated. These evaluations need to critically consider organizational structures, processes and outcomes. The establishment of ‘communities of practice’, groups or networks of practitioners with shared interests, is a helpful mechanism for facilitating change in a wide range of organizations. This paper analyses the potential for communities of practice to contribute to the implementation of sustainability assessments by local government. Focusing on Sutherland Shire Council in Sydney, Australia, this paper presents the findings of a project that engaged practitioners in the design of a sustainability assessment system. The establishment of communities of practice helped to break down the ‘silos’ created by institutional divides within local government, but this approach also raises challenges in maintaining momentum and overcoming political agendas.  相似文献

Sustainable development advocates for a balance between socio-economic development and the environment in the pursuit of human advancement. In Africa, high population growth and inadequate infrastructure in urban areas exert pressure on the environment and this threatens the health and wellbeing of urban residents. The population of the African continent until the 1960s was predominantly rural. This scenario has taken a swift turn and some of the major shifts in the global urbanisation process are taking place on the continent. Factors including natural increase in the population, rural–urban migration, strife and hunger leading to the internal displacement of populations have exacerbated the urbanisation process in Africa. The situation has been worsened by the imposition of Western development policies, including structural adjustment programmes on African nations, which has eroded the subsistence base of rural agricultural communities and further ignited rural urban migration. The failure of industry to absorb the increasing labour force has created massive unemployment and deepening poverty crisis in urban centres. Inadequate provision of infrastructure and services to meet the growth in urban populations has resulted in inefficient spatial development of urban centres, the proliferation of squatter settlements, inadequate basic amenities including potable water, sanitation and waste disposal. Poor environmental sanitation has resulted in the upsurge of infectious diseases and deteriorating urban health. Urban populations in Africa are also the worst affected by newly emerging diseases, particularly HIV/AIDS. The poor bear a disproportionately large share of the problems due to their particular vulnerability to environmental and health risks.
