This paper studies the emergence of one particular ‘new’ environmental policy instrument: disclosure of emission and pollution data. Disclosure is part of a relatively new sub‐set of regulatory measures, based on monitoring, transparency, citizen‐empowerment and accountability. It originated in the United States but has recently attracted international attention. The attractiveness of disclosure is obvious; it promises environmental improvement combined with strengthened environmental democracy and community empowerment. By analysing the experiences in the US, and the developments in the Netherlands, this paper seeks to assess the functioning and effectiveness of disclosure. The available empirical evidence suggests that disclosure has a positive impact on the environmental performance of industrial facilities as well as a democratising effect. It is argued that Dutch policy makers wrongfully assume that disclosure cannot work in the Netherlands. The consequence is that citizens are provided with little specific information that cannot be used to put pressure on polluters. 相似文献

Abstract The forests of Nepal, which in the past were at least nominally under the direct control of the state, are today increasingly entrusted to local people in the name of community forestry (CF). CF is considered a successful endeavour in managing forest resources, conserving biodiversity and supplying people with basic economic needs. In order to assess to what extent the two goals of biodiversity conservation and meeting economic needs of people have been integrated through CF, four community forestry user groups (CFUGs) were studied in the Mid-hills ecological zone. Based on a participatory survey and a critical review of the statutes and operational plans of these CFUGs, it was found that integration of biodiversity conservation was still insufficient, and that improvements in the policy and management regimes of CF are necessary to achieve a balance between biodiversity conservation and economic use of the forest resources. 相似文献

Ulrich Beck's World Risk Society is becoming an increasingly relevant analysis of contemporary human/environment interaction. However, with this said, Beck's observations remain broad and significantly lacking empirical evidence. This paper explores the relationship between sustainable lifestyles and assertions of one of Beck's central ideas, the emergence of a reflexive modernity at the local scale. By empirically examining the motivation of participants for joining a scheme designed to enhance sustainable lifestyles, this paper will progressively outline the way that individuals in a risk society negotiate global images in a local context and what this means for a reflexive modernity. By exposing the complex interaction of global risk imagery and the effect this has on achieving local sustainability, a more realistic understanding of Beck's theoretical assertions can be applied to an increasingly important policy arena. 相似文献

With lack of affordable housing being clearly identified as a social and economic exclusion issue for most communities, innovative ways of addressing this deficiency should be considered. Increasingly local communities are engaging with the possibility of direct provision themselves and discussion around this notion has profound implications for community cohesion. One community-based solution gaining popular support within communities, and with government ministers, is the Community Land Trust mechanism. This involves control and ownership of land to help ensure affordable housing is built and remains affordable in perpetuity for the community. The language and difficulties with definition of terms, together with the complexity of engaging relevant stakeholders in a changing policy and legislative framework can be problematic. This may lead to apparent lack of consensus within communities on the way forward. Perceptions of local housing issues and ways to address them are sometimes vague, sometimes diverse but rarely apathetic. In this paper, we divide the communities in Central China into four groups, namely ecological high-poverty communities, non-ecological high-poverty communities, sustainable communities and non-ecological low-poverty communities. We use 2000 and 2006 data for 498 counties to conduct analysis and comparison between sustainable and unsustainable communities in order to define determinants of the development pathways to sustainable communities. The comparison of the variable means between the groups of ecological high-poverty communities and non-ecological high-poverty communities in 2006 indicates that there is no significant difference in the dimensions related to economy, society and environment, with the exception of average output value per industrial enterprise. The non-ecological low-poverty communities are more likely to have a higher proportion of secondary industry, higher total industrial output value, higher average output value per industrial enterprise and higher intensity of infrastructure construction, compared to the sustainable communities. The factors that determine whether the communities will choose the pathway to sustainable communities are found to be landscape, social conditions of secondary industry and agriculture and economic development level. Hence, the policies that aim at promoting sustainability for the unsustainable communities will have to focus on different strategies and actions for non-ecological high-poverty and non-ecological low-poverty communities. 相似文献

While the redevelopment of brownfield sites has been the mainstay of public agencies and private developers, this paper argues that in order to promote just redevelopment that encourages participation and targets weak market sites, a community-based approach to brownfield redevelopment should be encouraged. Furthermore, this paper maintains that community development corporations (CDCs) could be the ideal agents to spur community development and address environmental justice concerns through their increased involvement in brownfield redevelopment projects. In order to promote these positions, we first describe this new approach, which focuses on building the capacity of CDCs to meaningfully participate in brownfield redevelopment. We then offer four proposals designed to increase this capacity. We conclude with a discussion of how community-based brownfield redevelopment connects to larger issues of democratic decision-making, environmental justice, and urban revitalisation. 相似文献

This paper examines the transformation of open space and how it compares to older residential development. A study has been conducted at the residential level because neighbourhoods have been a basic unit of city design throughout the recent history of urban settlements. Furthermore, the neighbourhood is a more humanly relevant scale of urban development. The method adopted for this research was a comparative urbanism by comparing old and new residential areas. This study found that incremental redevelopment of old residential areas through both re-subdivision and intensification of development on existing allotments has resulted in a progressive loss of open space. However, the study also confirmed that the current supplies of open space across all the study areas (old and new residential areas) are relatively similar. The main difference between the open space supply in older and newer residential areas comes down to the ownership of land (i.e. the proportion of public versus private open space). The study demonstrated that older residential areas with large allotments have experienced a significant loss of private open space – originally from 50%, to current levels of 23–30%. The paper concludes that there is a need for a holistic approach to the provision of public and private open spaces to improve the quality of life at a residential level. 相似文献

There have been few empirical studies investigating whether and how social capital (SC) relates to better achievement of sustainability goals and, if so, how. This research investigates the roles three types of SC, namely, bonding, bridging, and bracing SC, play in achieving sustainable development (SD), using a case study of the Japanese region to explore the process of SC accumulation leading to collective action. The research question as to whether SC accumulation makes a difference in the progress towards sustainability is addressed qualitatively and quantitatively using a case study, and network and regression analysis; in particular the impact and functions of bracing SC are closely investigated. The study concludes that SC accumulation can indeed make a difference in achieving sustainability and that bracing SC plays an essential role in expediting the processes of goal sharing and resource flow by connecting various networks across sectors and scales, thereby making collective action possible. These findings suggest that creating an environment in which the generation of all three types of SC is encouraged may help local governments to achieve their desired policy goals for SD. 相似文献
