Fairness is a relative concept with multiple, subjective and competing notions of what it is, how to achieve it, and for which beneficiaries. Fairtrade International's collaborative efforts to develop a standard to certify Fairtrade Carbon Credits (FCCs) brought together multiple stakeholders in a deliberative context. This paper uses Q methodology to empirically assess the notions of fairness this wider consultation group held. Three distinct ‘factors’ (or perspectives) are identified, and discussed in relation to a multi-dimensional framework for exploring fairness. The first factor prioritises development delivered through organisations, participation in decision-making and use of minimum prices to adjust trade imbalances. The second factor conceptualises a non-exclusive approach maximising generation and sales of FCCs, involving a commodity chain where everyone performs their optimum function with financial transparency and information-sharing to facilitate negotiations. The third factor involves minimising intervention, allowing carbon commodity chains and project set-ups to function efficiently, and make their own adjustments to enhance benefits access and quality received by beneficiaries. The three factors reflect debates within carbon and fair trade spheres about who should be playing which roles, who should be accessing which benefits, and how people should be supported to interact on an uneven playing field. Communicating findings to standards organisations enables a more open and inclusive policy process. Our research provides a critical reflection on these plural notions of fairness, identifying areas of (dis)agreement within the FCC dialogue, and provides a wider, yet manageable, set of inputs for supporting the FCC process during its inception and subsequent implementation. Clearer definitions of “fairness” are also useful for standards organisations in reviewing ex post whether “fairness” goals have been met.  相似文献

This Φ Ψ study of environmental equity uses secondary quantitative data to analyze socioeconomic disparities in environmental conditions in the Rijnmond region of the Netherlands. The disparities of selected environmental indicators—exposure to traffic noise (road, rail, and air), NO2, external safety risks, and the availability of public green space—are analyzed both separately and in combination. Not only exposures to environmental burdens (“bads”) were investigated, but also access to environmental benefits (“goods”). Additionally, we held interviews and reviewed documents to grasp the mechanisms underlying the environmental equity situation, with an emphasis on the role of public policy. Environmental equity is not a priority in public policy for the greater Rotterdam region known as the Rijnmond region, yet environmental standards have been established to provide a minimum environmental quality to all local residents. In general, environmental quality has improved in this region, and the accumulation of negative environmental outcomes (“bads”) has been limited. However, environmental standards for road traffic noise and NO2 are being exceeded, probably because of the pressure on space and the traffic intensity. We found an association of environmental “bads” with income for rail traffic noise and availability of public green space. In the absence of regulation, positive environmental outcomes (“goods”) are mainly left up to market forces. Consequently, higher-income groups generally have more access to environmental “goods” than lower-income groups.  相似文献

The principle of sustainable development is now 15-year-old. There are a lot of definitions and models for its explanation — ranging from triangles and prisms to eggs — but still its sense is diffuse. Moreover, important aspects like equity are not sufficiently taken into account.The following article takes a critical look on sustainable development. It shows logical, systemic, philosophic and ethic reasons for the re-development of substantial parts of the principle of sustainability. Beaches are a unique type of recreation setting, offering a variety of water- and land-based opportunities that can meet residents’ diverse and complex recreation needs. Providing and improving equitable access to recreation amenities such as beaches have been recognized as essential responsibilities of public leisure agencies. This study assessed the degree of equity inherent in the distribution of public beaches in the Detroit metropolitan area; to account for spatial effects, phenomena rarely considered in prior equity analyses, geographically weighted regression was employed. Considerable local variations in the relationships between level of access to public beaches and population density, proportion of elderly population and educational attainment were identified. Such findings can help parks and recreation agencies better understand local patterns of equity, an important first step in facilitating the formulation of more efficient and effective planning and policy approaches.  相似文献

Over the past several decades a growing interest has emerged in the relationship between forest dependent communities and their use of non-timber forest resources (NTFR—i.e. berries, roots, barks). Motivated in large part by international concerns over the loss of biological and cultural diversity, efforts are now being made to conserve the world's remaining forests by repositioning NTFR to the forefront of the forest management process. Together with the Little Salmon Carmacks First Nation, we have undertaken an assessment that: 1) addresses the role of NTFR in fulfilling basic human necessities and well-being of community members, and 2) identifies the perceptual differences that exist among First Nation and non-First Nation community members regarding the security and future availability of forest resources. Based on our findings, we argue that if the true value of the forest is to be understood, and thus sustained, those involved in management must consider the full array of products and services the forest provides. Thus the conventional and over-simplified view that the forest is to provide primarily for commercial timber must be challenged in light of the multiplicity of values community members gain from forest use.  相似文献

This paper presents the status of sustainable livelihood security index (SLSI) of Karnataka, the most drought prone state in the Southern part of India. Computation of ecological security index, economic efficiency index and social equity index, and finally SLSI were carried out at the district level for the entire state, using empirical data. The selected indicators were first normalised, and then using estimated weights, indices were computed. The results indicate that the state has a very low SLSI with only 27.6% of total geographical area (TGA) and 21.7% of population being placed in the ‘sustainable’ and ‘highly sustainable’ categories (covering 10 districts) while only 34% of the TGA covering six districts falls in the ‘moderately sustainable’ category. The remaining area, confined mostly to the northern parts of the state, comprising 14 districts (51.8% of the state’s TGA) is categorised as ‘less sustainable’ and ‘very less sustainable’ exposing 44.4% (27.14 million) of state’s population to the perils of uncertain rainfall, high soil erosion rates, high social inequality and poor resource use efficiency. There is an urgent need to reorient development programmes and prioritise development investments in these vulnerable districts so that they are provided resources and opportunities to improve their ecological (more forest cover and less soil erosion), economic (higher agricultural productivity) and social (improved health and education facilities and rural infrastructure) status and achieve sustainable levels of livelihood.  相似文献

ABSTRACT

Extent and distribution of urban green spaces (UGS) in Mazatlan (Mexico) are analysed using remote sensing and GIS techniques. Vegetated areas (2,270?ha), a third of the urban area in 2015, were reclassified into green spaces (GS), urban tree (UT) and open spaces (OS), based in the normalised difference vegetation index, relating them with demographic and socioeconomic data. UGS allocation per capita amount 55?m2, mainly represented by the UT class, with the largest patches associated with low developed and very high marginalised areas, and also with very low marginalised sectors, while the lowest allocation correspond to medium and low marginalisation, highly populated sector, without significant correlations. Despite the USG allocation, it is required a better urban planning to maintain public UGS and to protect the local flora, threatened by the introduction of exotic, ornamental species (64% of UT), to guarantee the provision of ecosystem services to the population.  相似文献

Abstract

As a complicated concept with ethical implications, equity or fairness in the field of climate change mitigation concerns the relations not only between individual human beings but also between human beings and the nature. In this paper, after the review of equity between individuals, market and non-market attributes of emissions rights are distinguished and discussed. Based on the argument of equal per capita emissions rights, three types of emissions rights and the concept of minimum emissions rights as social security are proposed.  相似文献
