大地震后,如何在最短的时间内在灾区选择比较安全的过渡房安置点建设场地,是一项具有挑战性的工作。本文以四川省汶川8.0级大地震后灾区群众快速安置为背景,论述了选择过渡房安置点场地必须考虑的地震问题,并提出了处理地震断层、地表裂缝、砂土液化、坍塌等实际问题的方案;利用强余震的预测结果,分析了这些灾害对场地可能造成的危害;同时对可能潜在的滑坡、危岩崩塌、泥石流等地质灾害提出相应的处理建议,供安置点规划建设参考。 相似文献

城市灾害应急管理系统是一项复杂的大系统工程。本文着重从应急管理过程中的应急资源调配、应急预案制定等方面阐述了现代信息技术在城市灾害应急管理中的应用与优势。认为应急管理信息系统的建立目的不是为了预测和估算,而应是当灾害发生时,对已造成的灾情局面做出快速的辅助决策支持。基于此,利用SuperMapObject5.0,Visual Basic6.0,SQL Server2000等现代信息技术软件,以辅助决策、资源快速查询以及生命线管网易损处调查为目的,本文建立了一个局部地区灾害应急管理信息系统。系统的数据库建立更突出了为应急管理服务所需的基础信息、空间数据、应急预案和应急资源等信息划分方式;结合已有的震害预测理论和方法,开发了供水系统和交通系统的震害预测模块,事先为灾害应急决策提供可能的震害信息。系统的开发过程进一步证明了GIS在城市灾害应急管理中有着直观显示、容易操作、辅助准确决策等优势。 相似文献

Natural hazards affect development and can cause significant and long-term suffering for those affected. Research has shown that sustained long-term disaster preparedness combined with appropriate response and recovery are needed to deliver effective risk reductions. However, as the newly agreed Sendai framework recognises, this knowledge has not been translated into action. This research aims to contribute to our understanding of how to deliver longer term and sustained risk reduction by evaluating the role of political decentralisation in disaster outcomes. Specifically, we investigate whether countries which devolve power to the local level experience reduced numbers of people affected by storms and earthquakes, and have lower economic damage. Using regression analysis and cross-country data from 1950 to 2006, we find that, in relation to both storms and earthquakes, greater transfers of political power to subnational tiers of government reduce hazard impacts on the population. The downside is that more politically decentralised countries, which are usually wealthier countries, can increase the direct economic losses associated with a natural hazard impact after the storm or earthquake than those which are more centralised. However, overall, it seems advantageous to give subnational governments more authority and autonomy in storm and earthquake risk planning. 相似文献

Corruption is a threat to the purpose of humanitarian assistance. Until fairly recently, humanitarian assistance has not been considered an important arena in broader efforts aimed at curbing corruption, and corruption has not always been considered a particularly important concern for humanitarian assistance despite the obviously challenging nature of the context of humanitarian emergencies. Corruption, though, is a threat to humanitarian action because it can prevent assistance from getting to the people who most need it, and because it can potentially undermine public support for such assistance. This paper examines perceptions of corruption and its affects, documents best practices, and outlines gaps in understanding. It suggests recommendations for improving the capacity of humanitarian agencies to prevent and manage the risk of corruption. Agencies have taken steps to combat corruption and improve accountability--downwards and upwards--but scope remains for improvement and for greater sharing of learning and good practice. 相似文献

Disasters seem destined to be major issues of academic enquiry in the new century if for no other reason than that they are inseparably linked to questions of environmental conservation, resource depletion and migration patterns in an increasingly globalised world. Unfortunately, inadequate attention has been directed at considering the historical roots of the discursive framework within which hazard is generally presented, and how that might reflect particular cultural values to do with the way in which certain regions or zones of the world are usually imagined.
