The twenty‐first century has seen a significant rise in all forms of disasters and this has resulted in military and humanitarian organisations becoming more frequently engaged in the provision of support to those affected. Achieving an efficient and effective logistic preparation and response is one of the key elements in mitigating the impact of such events, but the establishment of mechanisms to deliver an appropriately integrated civil–military approach remains elusive. Not least because of the high percentage of assistance budgets spent on logistics, this area is considered to represent fertile ground for developing improved processes and understanding. In practice, the demands placed on civilian and military logisticians are broadly similar, as is the solution space. Speaking a common language and using common concepts, it is argued, therefore, that the logistic profession should be in the vanguard of the development of an improved civil–military interface. 相似文献

利用2009—2019年川藏铁路沿线四川段地质灾害数据、国家气象中心逐小时降水量资料,统计了地质灾害与降水的关系,发现研究区89%的滑坡灾害和96.6%的泥石流均发生在汛期,且地质灾害高发路段位于青衣江暴雨区,与四川地区降水时空分布特征相吻合。分析雨型、降雨强度、前期降雨等因子对地质灾害的影响,发现快速激发,中速激发和慢速激发的地质灾害分别约占33.3%、25.9%、40.8%,表明降雨历时并不是影响地质灾害发生的最直接因子,前期降雨的作用不可忽视;结合环境因子对地质灾害进行了分区,基于降雨历时-雨强(I-D)预报模型建立了川藏铁路沿线四川段引发地质灾害的降水阈值分布。利用该降水阈值的分布特征,检验了2019年引发地质灾害的降水量,发现阈值雨量的判别方法较为科学,具有较强的参考价值。 相似文献

Post-disaster recovery requires co-production; that is, the inputs of citizens are essential for successful community recovery to occur. Citizens contribute to post-disaster recovery by volunteering, taking on consultative and decision-making roles within their communities, and directly participating in post-disaster reconstruction efforts. Without meaning ful contributions from citizens—the intended beneficiaries—unilateral efforts by public officials and authorities will inevitably fail. This study shows that social entrepreneurs can thus play a critical role in spurring post-disaster recovery by facilitating co-production. It focuses on the role of social entrepreneurs after disasters and centres on one rural village, Giranchaur Namuna Basti in the Sindhupalchowk District of Nepal. Specifically, the study uses the case of the Dhurmus Suntali Foundation's Namuna village project in Giranchaur following the 7.8-magnitude earthquake that struck on 25 April 2015 to examine the pivotal role that social entrepreneurs assume in promoting voluntary activities, community engagement, and participation in post-disaster recovery efforts. 相似文献

Environmental sanitation programmes are vital for tackling environmental-related disease and ensuring human dignity in emergency situations. If they are to have maximum impact they must be planned in a rapid but systematic manner. An appropriate planning process comprises five key stages: rapid assessment and priority setting; outline programme design; immediate action; detailed programme design; and implementation. The assessment should be based on carefully selected data, which are analysed via comparison with suitable minimum objectives. How the intervention should be prioritised is determined through objective ranking of different environmental sanitation sector needs. Next, a programme design outline is produced to identify immediate and longer-term intervention activities and to guarantee that apposite resources are made available. Immediate action is taken to meet acute emergency needs while the detailed programme design takes shape. This entails in-depth consultation with the affected community and comprehensive planning of activities and resource requirements. 为提高衡阳市降水型地质灾害预报预警的针对性和时效性,本文利用1994—2007年衡阳市地质灾害个例资料和相应的降水资料,分析了地质灾害与降水的关系;划分了地质灾害易发区,并针对不同易发区确定了降水型地质灾害预报预警指标;对预报预警方法进行检验,并提出了改善建议。结果显示:衡阳市降水型地质灾害与前期降水强度、当日降水量等有着密切关系;建立的预报预警方法对衡阳市暴雨突发性地质灾害预报具有较好的地域针对性和准确性,将预报时效延长至24小时,对地质灾害的防御有着重要的现实意义。 相似文献
