如何应对发达国家的环境保护壁垒

20世纪90年代以来,环境保护已成为世界各国政府关注的首要问题之一.出于保护本国消费者生命健康和生态环境的考虑,发达国家纷纷把环境保护壁垒作为其贸易壁垒的主要组成部分.我国作为世界上最大的发展中国家,近年来在对美国等发达国家的贸易中保持了较大的顺差,且出口产品多为劳动密集型产品,因此受到发达国家环境保护壁垒的限制也较严重.从政府和企业两方面入手,讨论我国应如何应对发达国家的环境保护壁垒.     

论公司的环境责任

现代公司在以营利最大化为目标的前提下,必须承担一定的环境责任。公司承担环境责任与其营利性从长期看是互相促进的,但从短期看可能是相互冲突的。从公司的经济力量、公司作为社会之一员、环境问题的严重性、社区居民环境利益分析,承担环境责任是现代公司不可回避的义务。我国应建立健全公司承担环境责任的机制,强化公司的环境责任。     

Revisiting the national corporate social responsibility index

This paper relies on Gjølberg’s national corporate social responsibility (CSR) index while its purpose is twofold. First, it seeks to extend the methodological instrument for assessing national CSR and, second, it applies the new approach to a much larger pool of countries (n = 86) in an attempt to provide a global CSR outlook. The emergent picture from the study is one of deficient CSR penetration and wide variation among countries where most of the assessed countries are still lagging in the endorsement of international CSR initiatives and schemes. Findings offer fertile ground to theorists and researchers for a deeper investigation of the national specificity of CSR and to further identify institutional determinants that shape the social responsiveness and self-regulation of business entities. The study has also implications for managers and top executives to consider as it infers that the national background can be influential in the development of a CSR agenda and can condition the level of CSR penetration.     

城市政府环境信息公开的实践与对策分析

环境信息公开作为一种环境管理手段,对维护公众的环境知情权和参与权,提高环境保护部门环境科学决策、环境监管能力具有重要的现实意义。各级环境保护部门网站是目前政府环境信息公开的最主要渠道。该论文以南宁市为例,分析环境保护部门如何通过加强政府网站建设,推进环境信息公开,尤其是加大污染源监管环境信息公开力度。     

企业环境管理中政府和企业作用分析

我国的经济发展伴随着日益严重的环境问题。在引起环境问题的诸多因素中,来自企业方面的因素对环境的影响最为深远,因此改善环境首先就需要加强企业的环境管理。在推动企业进行环境管理的各种因素中,既有如政府的管制等外部因素,也有如减少成本、产品差异化等企业自身内部因素。外部因素和内部因素对推动企业环境管理都具有重要作用,但也有其局限性。本文通过政府管制及企业自身因素对驱动企业进行环境管理的作用机制的研究,分析各个驱动因素优缺点,寻求各驱动因素的最佳的组合,促使企业更好地加强环境管理。     

适应性环境管理模式在大型赛事筹备中的应用（上）——管理模式构建

针对我国环境保护行政管理存在的直线式管理、缺乏弹性等问题,将适应性管理的理论和方法引入环境管理领域,提出适应性环境管理的概念和管理模式,通过构建基于AHP（层次分析法）的适应性环境管理绩效评估体系,在环境管理中对各项任务进行跟踪管理和绩效评估,反馈于阶段性目标的制定,从而灵活调整工作方案,最大限度地降低环境管理中的不确定性,保证环境管理总目标的达成.     

生产安全事故责任认定定量化方法的探讨

当前,我国生产安全事故的责任认定是在事故调查组分析调查事故原因后,对事故责任者承担的责任进行定性的责任认定,受一定的主观因素影响。为了避免主观因素的影响,本文提出了一种责任认定定量化方法,该方法首先从安全管理、安全技术和职业健康卫生三方面建立了完善的事故影响因素集;然后在分析事故原因后采用专家打分法(德尔菲法)确定各影响因素的影响度,并计算出与事故相关的责任者的累加影响度,即责任大小;最后根据事故造成的人员伤亡和经济损失情况对事故责任者作出处理。此方法对生产安全事故责任认定更加公正客观。     

Using corporate social responsibility benchmarking framework to identify and assess corporate social responsibility trends of real estate companies owning and developing shopping centres

Shopping centres that include retail activities have come in for criticism as to their environmental, architectural and social impacts. However, the sector has been applying corporate social responsibility (CSR) practices. In an attempt to identify the best practices regarding CSR and trends therein we developed a CSR benchmarking of companies from the real estate sector owning and developing shopping centres. Based on information from websites, annual, environmental and sustainability reports, and customer services department’s information, in 2004 and 2010, a comparative CSR benchmarking was performed on 23 real estate companies with shopping centres based in Europe, China, Australia and the USA. The CRS benchmarking framework focused on reported CSR practices and included categories and sub-categories of evaluation in four domains: (1) external results, (2) internal results, (3) management processes and (4) learning and innovation. The framework was inspired by the sustainability balanced scorecard structure. The United Kingdom real estate sector’s companies studied did relatively well when evaluated by the framework used in this study. The highest ranked real estate companies applied sustainable or environmental buildings standards and did show a commitment to transparency and CSR disclosure. The positive evolution of CSR practices in the 23 companies studied in 2004 and 2010 may reflect efforts to improve competitiveness and the reputation of the companies with shopping centres through CSR initiatives.

以苏州市餐厨垃圾管理为例,从资源化处理、市场化运营模式与政府监管的角度出发,通过理论与实践相结合,对中国餐厨废弃物资源化利用的特点和现状进行分析,借鉴国内外先进工艺及管理经验,结合中国实施餐厨废弃物资源化利用和无害化处理地区的实施情况,指出并剖析在餐厨废弃物资源化不同处理模式中存在的问题,提出了加强餐厨废弃物管理的建议方案和对策.
