为进一步加大危险废物监管力度,江苏省实施了危险废物市内转移网上报告试点工作,开发了危险废物动态管理信息系统软件,利用信息技术加强环境监管,简化审批环节,实现线上线下一体化管理.通过分析危险废物动态管理信息系统的主要结构和应用,阐述申报登记、经营台账、查询统计、信息预警、网上转移、日常监督等模块内容,针对系统在危险废物转移实时监控方面的不足之处,提出了开发电子联单的二维码标签和系统的手机操作软件,并共享交通部门GPS监控数据的优化建议.优化后的系统有助于降低危险废物转移过程中的环境风险,真正实现危险废物的全过程安全监控与管理.  相似文献

Abstract: Conservation biology has provided wildlife managers with a wealth of concepts and tools for use in conservation planning; among them is the surrogate species concept. Over the past 20 years, a growing body of empirical literature has demonstrated the limited effectiveness of surrogates as management tools, unless it is first established that the target species and surrogate will respond similarly to a given set of environmental conditions. Wildlife managers and policy makers have adopted the surrogate species concept, reflecting the limited information available on most species at risk of extirpation or extinction and constraints on resources available to support conservation efforts. We examined the use of surrogate species, in the form of cross‐taxon response‐indicator species (that is, one species from which data are used to guide management planning for another, distinct species) in the Sacramento‐San Joaquin Delta, California (U.S.A.). In that system there has been increasing reliance on surrogates in conservation planning for species listed under federal or state endangered species acts, although the agencies applying the surrogate species concept did not first validate that the surrogate and target species respond similarly to relevant environmental conditions. During the same period, conservation biologists demonstrated that the surrogate concept is generally unsupported by ecological theory and empirical evidence. Recently developed validation procedures may allow for the productive use of surrogates in conservation planning, but, used without validation, the surrogate species concept is not a reliable planning tool.  相似文献

The exploitation of a low-quality gas field with high CO2 concentration is more viable through liquid CO2 produced from cryogenic distillation technology. Despite the bright potential of the technology, there are deficiencies in handling high concentration of CO2 at low temperature and high pressure during the blowdown condition. This study focuses on the CO2 blowdown at a cryogenic pilot plant designed to manage high concentrations of CO2 in the feed gas, high pressures, and low temperatures. A comprehensive design review and risk assessment using Inherent Safer Design (ISD) indexes were carried out in this study. The ISD was performed to identify the current risk level, and the critical parameters that may cause solid CO2 formation in the piping or equipment as well as to identify mitigation measures to avoid the temperature to drop below the CO2 freezing point during blowdown. The present findings confirmed that the initial pressure and temperature, as well as CO2 concentration are key parameters towards significant impact on blowdown conditions. Therefore, the reduction of the feed gas pressure from 80 bar to 70 bars has minimized the Joule Thomson (JT) effect during blowdown and avoided the CO2 solid formation in the system. Moreover, the relocation of the blowdown valve at the downstream heater resulted in a higher final temperature above the CO2 freezing point. The ISD indexes confirmed that the cryogenic facilities are inherently safer during blowdown with the mitigation measures adopted.  相似文献

This paper proposes an eco-design method to suggest improvements over an existing diaphragm forming process (DFP). In the proposed method, a systematic procedure is developed to provide eco-design guidance to engineers, and it includes four steps. In Step 1, design functions are analysed through functional diagrams to provide the information of sub-functions and functional flows. In Step 2, the eco-design requirements are captured via quality functional deployment (QFD) and then translated to design functions via functional analysis (FA). Then, the design functions are prioritized according to the eco-design requirements in considerations. In Step 3, the prioritized design functions are used to generate possible design concepts through the morphological chart. In Step 4, the generated concepts are assessed based on the energy use and process time of DFP. The utility of the proposed method is to adapt quality tools for continual improvements in the context of eco-design. An existing DFP is used for this work to demonstrate and validate the method’s applicability. The result of this research shows that the integration of QFD and FA can systematically guide the generation of new eco-design concepts for DFP with less dependence of design intuitions.  相似文献

Parks, waterways, and vegetation enhance the well-being of urbanites and thus warrant consideration in planning and policy-making. It is, however, difficult to assess how land-use change may impact these features and how this in turn may impact well-being. I use a case-study approach to present a framework that combines geospatial and economic valuation techniques to generate indicators of the effects of land-use policies that alter these amenities on community well-being. This framework quantifies the impacts of land-use change on urban environmental amenities in a way that could help communities plan land use so as to maintain well-being as they urbanise.  相似文献

There is now an emerging sense of the scope and nature of response that can be implemented at building and neighbourhood scales to help adapt cities and urban areas to the changing climate. In comparison, the role of larger natural and semi-natural landscapes that surround and permeate cities is less well understood. Addressing this knowledge gap, this paper outlines two case studies that describe and map the flood risk management functions offered by green infrastructure landscapes situated within the Urban Mersey Basin in North West England. The case studies establish that areas potentially exposed to flooding can be located at some distance, and within different jurisdictions, from upstream areas where the flood hazard may be generated and could be moderated via functions provided by green infrastructure landscapes. This raises planning and governance challenges connected to supporting and enhancing flood risk management functions provided by green infrastructure landscapes.  相似文献

A city's spatial footprint is covered by extensive impervious building roofs and paved surfaces, which contribute to greater storm-water runoff, more surface pollutants, and less carbon sequestration, hence, worse ecosystem services. This research conducts an empirical study on the ecological and economic impacts of a citywide adoption of green roofs and permeable pavements in Corvallis, OR. The effects on ecosystem services of using green roofs and pervious pavements for a low impact development are modelled using Integrated Value of Ecosystem Services Trade-offs and compared to those from the City's current conventional development without green roofs and pervious pavements. The differences are analysed for ecological impact by storm-water yield, storm-water purification, and carbon sequestration and economic impact by a cost-benefit comparison. The results indicate that low impact development, especially intensive green roofs on commercial/industrial buildings and permeable pavements for parking lots, plays a significant role, even with a higher initial implementation cost, for long-term urban sustainability.  相似文献
