The consideration of information on social values in conjunction with biological data is critical for achieving both socially acceptable and scientifically defensible conservation planning outcomes. However, the influence of social values on spatial conservation priorities has received limited attention and is poorly understood. We present an approach that incorporates quantitative data on social values for conservation and social preferences for development into spatial conservation planning. We undertook a public participation GIS survey to spatially represent social values and development preferences and used species distribution models for 7 threatened fauna species to represent biological values. These spatially explicit data were simultaneously included in the conservation planning software Zonation to examine how conservation priorities changed with the inclusion of social data. Integrating spatially explicit information about social values and development preferences with biological data produced prioritizations that differed spatially from the solution based on only biological data. However, the integrated solutions protected a similar proportion of the species’ distributions, indicating that Zonation effectively combined the biological and social data to produce socially feasible conservation solutions of approximately equivalent biological value. We were able to identify areas of the landscape where synergies and conflicts between different value sets are likely to occur. Identification of these synergies and conflicts will allow decision makers to target communication strategies to specific areas and ensure effective community engagement and positive conservation outcomes. 收集了2000~2014年发表的关于国内不同膳食中Cd浓度研究文献,统计出不同区域各种主要膳食中Cd含量,结合2002年开展的膳食总调查结果,计算了不同地区居民膳食Cd暴露量,推导了考虑膳食Cd暴露情景下土壤中Cd的健康风险评估筛选值.结果显示,我国居民膳食Cd摄入量低于FAO/WHO(联合国粮农组织/世界卫生组织)于2010年颁布的允许Cd摄入量0.833μg/(kg体重?d).其中,全国范围内居民膳食Cd摄入量的平均值为0.444μg/(kg体重?d),高于北方[0.240μg/(kg体重?d)]、北京[0.160μg/(kg体重?d)]和上海[0.408μg/(kg体重?d)]地区的平均值,低于南方地区的平均值[0.518μg/(kg体重?d)].全国、北方及南方地区对Cd摄入量贡献最大的膳食主要为蔬菜、米及其制品、面及其制品、水产和肉类;北京地区对Cd摄入贡献较大的膳食依次为蔬菜、面及其制品、水果、米及其制品和水产;上海地区对Cd摄入贡献较大的膳食依次为蔬菜、水产、米及其制品、肉类.考虑膳食Cd摄入后推导的工商业用地情形下的筛选值低于不考虑膳食Cd摄入情形下的推导值(829mg/kg),其中,全国范围、北方、南方、北京和上海地区的筛选值分别为461,630,400,697和492mg/kg.基于不同尺度膳食摄入量的统计结果推导的筛选值差异明显,其中,南方地区筛选值是全国筛选值的86.8%,北方、北京和上海地区分别是全国范围推导值1.4倍、1.5倍和1.1倍.在制订国家层面Cd的筛选值时,应充分考虑各区域膳食Cd的暴露特性,以避免因制订统一值导致高估或低估局部区域居民的健康风险. 相似文献

While numerous studies have investigated discourses of “sustainable development” in a variety of institutional and academic contexts, media discourses on this issue have remained largely unexamined. But considering the intertwined nature of media and society, the construction of sustainable development in the news may be an important factor shaping future ecological and social outcomes. Proceeding from the thesis that the news is a site in which hegemony may be reproduced, this paper critically analyses discourses used to construct sustainable development in news texts published over the 10-year period 2004–2013 across the eight most widely circulated newspapers in Australia. The findings show that sustainable development news is confined to a narrow range of discourses that largely serve to perpetuate the status quo, which is broadly consistent with the media hegemony thesis. Finally, I discuss the implications of these findings, propose possible explanations, and explore avenues for future research. 相似文献

This paper conducts a comparative study of how the idea of hypocrisy was invoked in media coverage of climate change in 12 newspapers from four countries (Canada, Australia, the United Kingdom, and the United States) between 2005 and 2015. It develops the concepts, and explores the characteristics, of three distinct types of climate hypocrisy: personalized (which attacks the moral character of individuals based on inconsistencies between their stated beliefs and behavior); institutional-analytic (which identifies contradictions between institutional rhetoric and ongoing policies and practices); and reflexive (which develops sympathetic accounts of the struggles individuals face in reconciling the tension between values and actions). It explores how these types are used to undermine the credibility of climate advocates as well as to argue for more aggressive climate action, and maps out key features of climate hypocrisy discourse including ideological attributes, targeted actors and behaviors, affective intensity, and regional variations. It outlines a number of surprising key findings, such as (i) hypocrisy discourses are more frequently invoked by “progressives” supporting climate change action than by “conservatives” resisting climate change action, and (ii) while both groups use hypocrisy discourse, they tend to use very different types of hypocrisy discourses which each likely have very different impacts on climate change discourse. 相似文献

Enforcement gaps are an especially vexing problem in China due to pervasive "pro-growth" local government priorities, the weak administrative capacity of environmental agencies themselves, and relatively weak levels of societal support for a cleaner environment. This study seeks to examine this problem from the perspective of the local enforcement officials by empirically examining the relationships between these and other influences on their perceptions of enforcement effectiveness. Using samples of enforcement officials from the fast-growing cities of Chengdu, Dalian, and Guangzhou, this study finds that many of the more commonly cited problems related to regulatory enforcement were not as influential in accounting for variations in perceptions of enforcement effectiveness than the current literature might suggest. Moreover, this study also finds that the pattern of influences varies greatly across jurisdictions, with only the officials' belief in the legitimacy of the governments' policies being significant in all three samples. Strong influences on perceptions of enforcement effectiveness in two of the three samples include the environmental values of enforcement officials, their perceptions of organizational capacity for enforcement, and their assessment of government support for environmental protection. Although government support was found to be a strong predictor of enforcement effectiveness in two of the three samples, the influence of societal support had a somewhat mixed and more complicated effect. In addition, this study suggests that further improvements in enforcement effectiveness may be possible by cultivating or selecting enforcement officials with strong environmental values and beliefs in the legitimacy of the government's environmental policy to take charge of enforcement. Because it is generally accepted that local environmental protection bureaus are generally upgrading their organizational capacity for improvement as the result of increasing central government support for environmental protection and institutional restructuring, and because environmental awareness in China is growing, this study suggests that some incremental progress is likely in China's efforts to close the enforcement gap. There are always conflicting goals in the management of large water courses. However, by involving stakeholders actively in the planning and decision-making processes, it is possible to work together toward commonly acceptable solutions. In this article, we describe how we applied interactive multicriteria decision analysis (MCDA) in a collaborative process which aimed at an ecologically, socially, and economically sustainable water course regulation policy. The stakeholders' opinions about the alternative regulation schemes and the relative importance of their impacts were elicited with the HIPRE software. Altogether, 20 personal interactive decision analysis interviews (DAIs) were carried out with the stakeholders. Our experience suggests that the DAIs can considerably improve the quality and efficiency of the collaborative planning process. By improving communication and understanding of the decision situation in the steering group, the approach helped to develop a consensus solution in a case having strong conflicts of interest. In order to gain the full benefits of the MCDA approach, interactive preference elicitation is vital. Management of public lands occurs today with high levels of scrutiny and controversy. To succeed, managers seek the support,
involvement, and endorsement of the public. This study examines trust as an indicator of managerial success and attempts to
identify and measure the components that most influence it. A review of trust literature yielded 14 attributes that were hypothesized
to contribute to trust, grouped into the three dimensions of Shared Norms and Values, Willingness to Endorse, and Perceived
Efficacy. Operationalizing these attributes and dimensions, a telephone survey was administered to a sample of Montana, USA,
residents living adjacent to the Bitterroot National Forest (n = 1,152). Each of the attributes was measured in the context of federal lands fire and fuel management. Structural equation
modeling showed that all 14 attributes were found to be influential contributors to levels of trust. Results suggest that
if managers are to maintain or increase levels of public trust, they need to consider each of trust’s attributes as they make

The objective of this paper is to examine what factors determine the importance of ecological information in political decision making of urban land use in Helsinki, southern Finland. Results from the interviews of politicians and city officials show that ecological information becomes more important if there are significant conservation values connected to a plan area, contacts and appeals from plan participants, strong media attention or if a decision maker focuses more on the issue due to personal interests and values. Balancing the weight of recreational and cultural values may be one of the most difficult tasks for decision makers to handle. 相似文献
