SAGE, a proposed method for environmental assessment, focuses on eliciting and incorporating value weights in multiple-objective decision making. In this method, the value weights are inferred from the tradeoffs that people make in choices about alternatives. These weights are applied to scaled scores for accounts based on measurable attributes of each objective. In order to indicate the political ramifications of decisions and to facilitate sensitivity analysis, the values held by various groups are presented in matrix from arrayed by group affiliation or by judgment types that share common values. Results of a trial application of SAGE to a land use/watershed management problem in a growing urban area are presented.  相似文献

ABSTRACT: The impact of degraded water quality on the value of seasonal homes adjacent to St. Albans Bay on Lake Champaign in northern Vermont is estimated using hedonic price functions. The Value of properties located adjacent to the bay are depressed by about 20 percent, or $4,500 on average, compared with similar nearby properties on the larger but cleaner lake. Water quality degradation resulted in decressed property values of approximately two million dollars in the area surrounding the Bay.  相似文献

Several categories of non-market value have been identified for forests and other natural environments: use value, option value, altruism, bequest value, existence value and intrinsic value. In this paper, we view these values from a psychological perspective. Non-market values arise because natural resources play important roles in furthering human goals. This goal perspective contrasts with intrinsic value—the idea that natural objects have value as ends in themselves regardless of their relationship to man. Because of the lack of precise definitions, elements of intrinsic value are often mixed with existence value, creating confusion in the literature. These resource values need to be examined on a logical as well as an empirical basis. We argue that careful scrutiny reveals problems with both existence value and intrinsic value so that it is important to question their role in policy formation and analysis.  相似文献

Should we continue to support publicly funded research on genetically engineered herbicide resistant crops? In Part One, I discussed the difference between science and ethics, presented a brief history of weed control, and explained three moral principles undergirding my environmentalist perspective. I then argued that unqualified endorsement (E) of the research is unjustified, as is unqualified opposition (O). ABSTRACT: The impact of floodplain regulations on mean appreciation rates of residential land values was tested at six study areas in five counties in western Oregon. The study hypothesis that such regulations significantly depress appreciation rates of regulated lands relative to those of similar unregulated lands was in most cases rejected. When the hypothesis was accepted circumstances would render conclusions tenuous. The problems and issues facing this type of research are presented in case studies of two of the research study areas. The following factors challenge investigators seeking to resolve questions about the relationship between land use regulations and land values: varying degrees of stringency with which regulations are enforced; unequal assessment procedures between counties; influences external to floodplain regulations that may affect appreciation rates, including denial of permits for septic tanks, flood damages, and amenity values associated with waterfront locations; and the uncertain effect that the availability of flood insurance, which accompanies floodplain regulations, has on land values.  相似文献

ABSTRACT: This paper illustrates one mode of analysis for estimating the benefits of water pollution control projects. Results indicate regional benefits associated with an abatement program instituted for point source pollution along the Housatonic River during the 1960's were substantial. Studies of this kind can aid regulatory and recreation resource administrators in devising and evaluating environmental programs.  相似文献

A hydroponic experiment was carried out to study intraspecific differences in the effects of different concentrations of cadmium (Cd)(0-10 mg/L) and arsenate (As(V)) (0-8 mg/L) on the growth parameters and accumulation of Cd and As in six wheat varieties Jing-9428, Duokang-1, Jingdong-11, Jing-411, Jingdong-8 and Zhongmai-8. The endpoints of wheat seedlings, including seed germination,biomass, root length and shoot height, decreased with increasing the Cd and As concentrations. Significant differences in seed germination, biomass, root length, shoot height and the accumulation of Cd and As were observed between the treatments and among the varieties (p < 0.05). The lethal dosage 50% were about 20, 80, 60, 60, 80 and 20 mg As/L for Jing-9428, Duokang-1, Jingdong-11,Jing-411, Jingdong-8 and Zhongmai-8, respectively, and the corresponding values for Cd were about 30, 80, 20, 40, 60 and 10 mg Cd/L, respectively. Among the six varieties, Duokang-1 was found to be the most resistant to Cd and As toxicity, and Zhongmai-8 was the most sensitive to Cd and As co-contamination. The resistance of the six varieties was found dependant on the seedling uptake of Cd and As. Duokang-1 was the most suitable for cultivation in Cd and As co-contaminated soils.  相似文献
