绥棱县城镇环境噪声变化趋势的研究

绥棱县环境监测站自1987年以来,每年对城镇环境噪声进行一次监测。经过多年监测,获得监测数据30多万个,通过对比得出：工业噪声源的影响在逐年变小,工业声源影响构成百分比由20年前的38%降至现在的20%,但局部地区对附近居民的影响依旧存在;随着城镇建设速度的加快,建筑施工噪声源的影响在逐年加大,施工声源构成百分比由20年前的2%增加到12%;随着交通运输业的发展,车流量的逐年增多,道路交通噪声污染在逐年加重,超标路段由20年前的13.7%上升到现在的32.3%;目前处于超标环境中的面积率和人口率分别为51.9%和69.2%,白天居民生活居住区和混合区噪声污染较重,夜间有三分之一居住混合区污染还很严重。     

晚期垃圾渗滤液的部分亚硝化

利用实验室小试SBR在(33±1)℃的条件下,通过动态调控溶氧浓度(DO)(2～7 mg/L)和水力停留时间(2～5 d),经过130 d的运行成功启动了晚期垃圾渗滤液(NH4+-N含量1 227～2 133 mg/L)的部分亚硝化,使出水NO2--N∶NH4+-N稳定维持在1∶1左右,为后续的厌氧氨氧化工艺创造了进水条件。利用实时荧光定量PCR研究启动过程中的特异微生物氨氧化细菌的含量变化表明,氨氧化细菌的含量与NO2--N的生成速率和出水NO2--N稳定性有着显著相关性。

城市老工业区搬迁规划环评具有层次多、涉及面广的特点。评价首先要分清规划的层次,理清3个层面规划内容,分析所涉及到的主要环境问题,按照规划、区域和项目环评3个层次分别开展评价工作。在规划层面上应重点解决好产业发展政策的符合性和选址合理性论证;区域环评层面重点进行区域布局、结构、基础设施的支撑能力和环境的承载力评价;项目层次重点弄清污染特征、污染源和污染控制措施,评价其环境影响。     

Incorporating Social and Cultural Significance of Large Old Trees in Conservation Policy

In addition to providing key ecological functions, large old trees are a part of a social realm and as such provide numerous social‐cultural benefits to people. However, their social and cultural values are often neglected when designing conservation policies and management guidelines. We believe that awareness of large old trees as a part of human identity and cultural heritage is essential when addressing the issue of their decline worldwide. Large old trees provide humans with aesthetic, symbolic, religious, and historic values, as well as concrete tangible benefits, such as leaves, branches, or nuts. In many cultures particularly large trees are treated with reverence. Also, contemporary popular culture utilizes the image of trees as sentient beings and builds on the ancient myths that attribute great powers to large trees. Although the social and cultural role of large old trees is usually not taken into account in conservation, accounting for human‐related values of these trees is an important part of conservation policy because it may strengthen conservation by highlighting the potential synergies in protecting ecological and social values. The British road to post war planning: the forty‐year journey to the 1947 town & country planning act

This paper analyses the currents which gave rise to the 1947 Town & Country Planning Act. It describes the main statutory events in the first half of the 20th century and considers the progress made in implementing the legislation. It is argued that, while the 1947 Act was a major advance on what went before, it is not a significant departure.     

泗阳县黄河故道滩区综合开发模式研究和实践

1989年以来,泗阳县运用系统工程的方法,对黄河故道滩区洪涝沙碱旱的综合治理和滩区三荒资源的综合开发利用进行了研究和实践,创立了黄河故道滩区综合开发模式,缩短了开发周期,提高了开发效益,为黄淮流域季节性沙土河道滩区的治理开发树立了一个典范。本文将扼要介绍模式的提出、建立和实施效果。

THE CIRCUIT RIDING ORDINANCE ADMINISTRATOR: A SOLUTION TO SMALL COMMUNITY TECHNICAL INADEQUACIES1

ABSTRACT: Small, rural communities (less than 2500 population) in general do not have governmental staffs with the breadth required to satisfactorily implement and enforce a drainage ordinance. This fact has serious implications in rural Planning. Within a six-country rural area of Southwest Virginia, the circuit riding town manager program has been successfully conducted. The circuit riding town manager is a planning staff member who acts in the capacity of a town manager (assistant to the mayor) for five small towns, any one of which alone could not afford to support the services of such a professional. This note recommends that a circuit riding technical ordiance administrator program could be developed along the same lines. In this manner, the technical ordinance program for serveral small communities could be successfully implemented.     

"老龄期"填埋场渗滤液COD蒸发规律研究

"老龄期"填埋场渗滤液由于可生化性差而难于处理.采用常规蒸发、减压蒸发和载气蒸发处理不同pH值的"老龄期"渗滤液.实验结果表明,3种蒸发方式下,冷凝液COD下降过程中均存在明显的浓度转折点,转折点之后COD维持较低水平,为"老龄期"渗滤液的"三分处理法"提供理论依据.与常规蒸发相比,减压蒸发和载气蒸发的前期冷凝液COD较高,且浓度转折点偏后.
