The concept of ecosystem services is entering the agenda of land-use planning and scientists optimistically expect it to inform planners and decision-makers about the benefits that ecosystems provide. While tools and methods have been developed for mapping and valuing ecosystem services, only little attention has been paid to the practical application of the approach or its institutional preconditions and implications. We empirically analysed two urban planning processes for building residential areas in the outskirts of growing population centres in Finland. Our analysis of documents and interviews with planners focused on the benefits provided by ecosystems as well as the associated rights and responsibilities. We found that the concept ‘ecosystem service’ was not used, yet various benefits were identified. The rights of different stakeholders to ecosystem services were not explicitly identified, but many ecosystem services were perceived as public goods and particularly access to recreation was highlighted as an important justification for green areas. The results show that while the ecosystem services approach introduces new insights to land-use planning, it is still not embedded in the current practices or institutions. Operationalizing ecosystem services requires institutional adaptation, case-specific tailoring of methods, and deliberation among practitioners and stakeholders. 相似文献

To handle the challenge of complex cross-sector and multilevel coordination in the implementation of the European Union Water Framework Directive, Norway has established multilevel governance networks. Observers have pointed to a risk of such governance arrangements being dominated by experts. This article studies the highly complex multilevel governance networks of water management in Norway, and unveils the importance of political anchorage of such governance networks at local and regional levels. The study finds evidence that political anchorage matters for further network achievements. Because the water governance networks are subordinated to the hierarchy of government, they need to ‘talk to' the system of hierarchical government in order to be effective. In this regard, it seems crucial that networks are politically anchored. Furthermore, the study unveils the important role of political leadership and network managers in ensuring political anchorage. 相似文献

Although there is continuing debate surrounding biofuel cultivation (especially in developing nations) in relation to issues of exploitation, land grabbing, poverty alleviation and energy security, there is a lack of empirical evidence to assess how these debates are playing out in practice on the ground. Drawing on political ecology discourse, this paper examines case studies of biofuel production in Zambia and the effects they have on environmental and social sustainability. During April and May 2011, data were collected on two case study projects involving Jatrophacurcas feedstock cultivation in Zambia. Semi‐structured interviews were used to ascertain views from affected stakeholders (local farmers, local environmental, social, and agronomic experts, and investors) on the biofuel projects and their environmental and social impacts. The findings suggest that the uneven distribution of costs and benefits are brought about by imbalances in knowledge, access to resources and the allocation of social and political influence (often associated with broader discourses of development), and this provides a likely rationale for a lack of sustainability in biofuel projects. Drawing on these viewpoints, as well as on field observations, this paper outlines the barriers and opportunities linked to Jatrophacurcas project sustainability. 相似文献

This article outlines some of the latest developments and opportunities for development finance institutions1 (DFIs) to become directly supportive of the Clean Development Mechanism (CDM2) in Africa. In striving to make development financing more environmentally friendly and sustainable, DFIs can play a key
role in promoting the CDM on the African continent by providing monetary incentives through their project financing activities;
encouraging and facilitating partnerships in support of sustainable development, particularly with reference to the CDM, and;
providing technical advice and support to clients with regard to project design, planning and implementation.
DFIs have traditionally focused on financing infrastructure and poverty alleviation projects. However, the emergence of the
CDM has brought about a shift towards investments in services and products that reduce carbon dioxide emissions and encourage
investments in environmentally friendly technologies. This can be ascribed in part to the development of a “carbon market”
under the auspices of the Kyoto Protocol that took effect in February 2005. The carbon market and emerging carbon funds are

ABSTRACTDoes climate change lead to violent conflict? This article reviews the existing literature connecting climatic conditions to conflict. It finds that the existing literature has not detected a robust and general effect from climate to conflict onset. Moreover, there exists scientific agreement that climatic changes can contribute to conflict under some conditions and through certain pathways. In particular, the recent literature offers considerable suggestive evidence that climatic changes can lead to conflict in countries and/or regions, which are dependent on agriculture, host politically excluded groups, and have ineffective institutions. Future research should focus not only on understanding of the pathways and contexts in which climatic changes are most likely to increase or exacerbate the risk of conflict but also work to understand the mechanisms by which climate variability and change might cause conflict. 相似文献

This essay provides a critical account of Wal-Mart's rhetoric of environmental stewardship. By situating this discourse within a new political economy of production and governance that Michael Hardt and Antonio Negri have termed empire, I argue that environmental communication scholars should limit the rush to deploy ideological criticism when explaining the corporation's rhetorical motives. Instead, I advocate reading Wal-Mart's rhetoric as a problem of historical conjunctures, a critical move that seeks to highlight, not only the structural interests of capital, but also the centrality of social antagonism. In the case of Wal-Mart, this means accounting for the increased significance of demand to economic production, changes in the composition of sovereignty, and the transgressive function of environmentalism at the beginning of the twenty-first century. 相似文献

This paper examines the pre-election interpretative repertoires employed by the two main political parties in Greece regarding the 2007 summer wildfires, which have been recorded as the worst natural disaster in contemporary Greek history. This involved a discourse analysis of press releases, interviews, and press conference statements. While the New Democracy governing party initially followed a “business-as-usual” scenario, comparing the situation with past wildfires under the administration of PASOK (the biggest opposition party), the increasing number of deaths over time rendered any such comparison invalid. In order to regain momentum, the government launched the interpretative repertoire of “asymmetric threat”, which proved instrumental in helping the government to get re-elected. This political discourse lacked any consideration of broad socioeconomic changes in rural areas in Greece which might have contributed substantially to the severity of the disaster.
