This paper makes a proposition that Epworth's current housing management policies, regulations and practices do not promote easy access to formal standard housing and secure tenure in peri-urban and urban areas for low-income groups. In constructing this paper, both qualitative and quantitative methodologies were used. The qualitative methods adopted include key informant interviews, observations of the environmental aspects of the study area and documentary analysis of secondary data housed in the local board (Epworth Local Board) offices. The major findings demonstrate the reasons for high levels of squatting in Epworth, the local board's housing and development control policy, the relationship between poverty and informal settlements, the informal settlers' capacity to meet the costs of planned and serviced stands and policy options for both the central government and the local board which can be adopted to alleviate poverty in informal settlements. Evidence on the ground points to the fact that perpetuated animosity among groups in a settlement hinders the growth and development of that place. Epworth is a victim of disharmony of the groups residing there. It is the group dynamics that are very influential in making or breaking development in a place. The government official position on Epworth in this study stands unconvincing regarding the jeopardy of bad stewardship by the so-called responsible authority.  相似文献

Urban gardens are important sources of sustenance for communities with limited access to food. Hence, this study focuses on food production in gardens in the Toledo metropolitan area in Northwest Ohio. We administered surveys to 150 garden managers from November 2014 to February 2015 in our attempt to better understand how neighbourhood racial composition and poverty levels are related to staffing and voluntarism, food production and distribution, the development of infrastructure, and the adoption of sustainability practices in urban gardens. The results from 30 gardens are presented in this paper. We used Geographic Information Systems to map the gardens and overlay the map with 2010 census data so that we could conduct demographic analyses of the neighbourhoods in which the gardens were located. Though the gardens were small – two acres or less – up to 46 varieties of food were grown in a single garden. Gardens also operated on small budgets. Food from the gardens was gifted or shared with friends, family, and neighbourhood residents. Gardens in predominantly minority neighbourhoods tended to have fewer institutional partners, less garden infrastructure, and had adopted fewer sustainable practices than gardens in predominantly White neighbourhoods. Nonetheless, residents of predominantly minority and high-poverty neighbourhoods participated in garden activities and influenced garden operations. 根据贫困的基本内涵,参考国务院扶贫办确定贫豳村的方法,以及国家统计局农村社会经济调查总队、国务院扶贫办测度贫困方法,采用因子分析法,建立由资源、经济、人口、社会4个指标类、42项具体指标,综合评价广西喀斯特地区49个贫困县市贫困化程度和地域分异规律.结粜表明,广西喀斯特山区49个贫困县贫困程度差异较大,各县贫困化程度整体上呈现南北、东西差异;贫困度分布基本与岩溶地貌组合形态相一致,呈现出石山环境区→准石山环境区→全石山环境区递增的规律:贫困度分布与区位相关性大,城镇交通对贫困度辐射带动作用较强.  相似文献

A qualitative model of smallholder agriculture with a few core variables and two allocation rules for labour and investment in agricultural resources was developed to cover spatial heterogeneity in Northeast Brazil. This region is characterised by large natural and socio-economic variance, recurrent droughts and widespread rural poverty. The resulting system dynamics essentially consists of a cycle of four qualitative states, each depicting a typical pattern of trends in smallholder agriculture. Municipal statistical data were used to identify the spatial distribution of these patterns for the 1990s and the internal transition likelihood between subsequent states. Additionally the influence of external perturbations like droughts and producer price shocks on the smallholder system was investigated.We regret to have to announce that since the writing of this article one of its authors, Gerhard Petschel-Held has died.  相似文献

In 1995, the government of the Republic of South Africa launched the Working for Water (WfW) programme that links environmental and developmental goals through the removal of high water-consuming alien plants with pro-poor rural employment opportunities. Whilst bio-physical evaluations have widely reported on the hydrological, ecological and conservation components of the programme, there exists growing uncertainty over the programme’s role as a poverty reduction mechanism. This paper evaluates three projects in the Luvuvhu catchment, Limpopo Province, against five socio-economic workfare criteria and the underlying biophysical rationale. Results show that asset creation from incremental streamflow is economically efficient and is likely to improve significantly if biodiversity benefits, community harvesting of riparian goods and services, ecological non-use values and seasonal water demand values are incorporated into the analysis. However, socio-economic benefits are more questionable: poverty targeting is weak with wage rates failing to self-select the poor; a minor proportion (0.5%) of catchment households benefit from the highly-valued employment opportunities; high variability in monthly employment causes financial difficulties for labourers; labourers are not ‘empowered’ as is evidenced by the failure of the 2-year exit strategy; and programme efficiency is high in proportional allocation of cash-flow to non-management wage labour. It is concluded that the Working for Programme is a potentially replicable model in other semi-arid contexts in developing countries if based on its core biophysical remit but is a transitory and limited poverty reduction mechanism for improving rural livelihoods.  相似文献

Community action has an increasingly prominent role in the debates surrounding transitions to sustainability. Initiatives such as community energy projects, community gardens, local food networks and car sharing clubs provide new spaces for sustainable consumption, and combinations of technological and social innovations. These initiatives, which are often driven by social good rather than by pure monetary motives, have been conceptualised as grassroots innovations. Previous research in grassroots innovations has largely focused on conceptualising such initiatives and analysing their potential for replication and diffusion; there has been less research in the politics involved in these initiatives. We examine grassroots innovations as forms of political engagement that is different from the 1970s’ alternative technology movements. Through an analysis of community-run Energy Cafés in the United Kingdom, we argue that while present-day grassroots innovations appear less explicitly political than their predecessors, they can still represent a form of political participation. Through the analytical lens of material politics, we investigate how Energy Cafés engage in diverse – explicit and implicit, more or less conscious – forms of political engagement. In particular, their work to “demystify” clients’ energy bills can unravel into various forms of advocacy and engagement with energy technologies and practices in the home. Some Energy Café practices also make space for a needs-driven approach that acknowledges the embeddedness of energy in the household and wider society.  相似文献

Water is a precious yet non-renewable resource. Yet in Africa, the same water can be a source of life and death. Water is not only the most basic of need but also at the centre of sustainable development and essential for poverty eradication. Water is intimately linked to health, agriculture, energy and biodiversity. Without progress on water, reaching other Millennium Development Goals (MDGs) will be difficult if not impossible. The fight against poverty will remain a pipe dream.A lot of activities have been undertaken with the aim of highlighting the importance of water, linking water with sustainable development and indeed developing strategies for resolving the ever-increasing problems of water. These include the adoption of the Africa Water Vision in The Hague, Netherlands in March, 2000.In order to address the many problems of water in Africa especially related to the coordination of the increasing number of initiatives in the Water sector in Africa, the African Water Task Force (AWTF) was established.As part of developing solutions to the African water crisis, the AWTF held a regional conference in Accra Ghana. Some of the emerging issues from the Accra Conference are highlighted in the Accra declaration.This paper highlights the linkages between water and sustainable development, water and poverty and the many facets that relate to water. It mainly addresses issues of water from the African perspective. A number of key events that have taken place and which have served as a basis for many policy pronouncements have been given.The last section concentrates on what happened to water at the World Summit for Sustainable Development (WSSD) held in Johannesburg in September 2002.  相似文献

反贫困历来是发展研究中的最重要议题之一,尤其是进入21世纪以来,产业扶贫已日趋成为具有中国特色的反贫工作重心任务,受到学界和社会的热切关注,因此有必要对其研究脉络与热点主题等内容进行深入探索,以更好地促进产业扶贫实践的发展。本研究以2000—2015年间CNKI数据库收录的1 982篇产业扶贫研究的期刊论文为样本,采用文献计量分析法和可视化知识网络分析工具Cite Space,首先对中国产业扶贫研究总体现状进行了概述,然后着重分析了产业扶贫研究历经的四个演进阶段:初创期、探索期、爆发期和深化期,并描述了研究的整体发展脉络所沿着的四条轨迹,即产业扶贫主体由政府主导逐渐演变为政府主导、市场力量和社会参与并重;扶贫对象由农村贫困地区和人口逐步转向城市贫困人口,农村和城市扶贫两者并重;扶贫渠道由财政资金扶持逐步扩散到科技扶贫、智力扶贫、旅游扶贫等多元化方式;扶贫思路由农村推进向城市扶贫过渡,再到协调区域发展的精准扶贫战略。在此基础上挖掘和探讨了当前研究的热点主题,包括产业扶贫的发展历程、内涵与理论基础、模式与机制、现实困境与对策,以及经济效应等五个方面。最后指出当前研究成果在理论深度与体系构建、实践模式提炼、研究视角和地域、实证研究方法等方面存在不足,并提出了未来重点研究方向需要从高度重视产业扶贫与精准扶贫和参与式治理之间的内在逻辑,加快推进产业扶贫的本土化特色研究,以及鼓励跨学科视角的研究、注重规范研究与实证研究的协同三大方面展开探索。  相似文献

Public perception of the underlying causes of anthropogenic climate change is a complex and subjective issue that is critical to effective risk communication. This issue is important to scientists and policymakers because of the role of individual perceptions in influencing their protective behaviour towards risk (e.g., the adoption of climate risk reduction and mitigation strategies). This cross-sectional study elucidated people's perceptions of the underlying causes of human-induced climate change in coastal communities in Cambodia and Tanzania. The multinomial logistic regression model was based on a geographically and demographically stratified national sample of 3,706 individuals conducted between March and September 2013. The distribution of the fundamental causes of anthropogenic climate change in the pooled sample was deforestation (29%), overpopulation – births and immigration (18%), greenhouse gas emissions (12%), illegal resource extraction (14%), and God's will and transgressing cultural norms (26%). Few people in both countries believed that, the usual suspect, greenhouse gas emission was the fundamental cause of anthropogenic climate change. The number of poor rural residents who indicated that deforestation was the major underlying cause of climate change was approximately three times more than members of the same sub-group who noted that greenhouse gas emissions were the underlying cause of climate change. People who had tertiary education were less likely to consider God's will and transgressing cultural norms as the underlying cause of anthropogenic climate change rather than attributing it to greenhouse gas emissions. Therefore, it is imperative to mainstream climate change into educational curricula in both countries.  相似文献

The right mix of policy, institutional arrangements and use of technology provides the framework for a country's approach to disaster mitigation. Worldwide, there has been a shift away from a strictly 'top-down' approach relying on government alone, to a combination of 'top-down' and 'bottom-up' approaches. The aim is to enhance the indigenous coping mechanisms of vulnerable communities; draw on their cooperative spirit and energy; and empower them through appropriate information and contextual knowledge to mitigate natural disasters. In light of this, the paper examines India's use of space technology in its disaster management efforts. Poverty alleviation and disaster management are almost inseparable in many parts of the country, as vulnerability to natural disasters is closely aligned with poverty. Addressing these issues together requires integrated knowledge systems. The paper examines how knowledge inputs from space technology have strengthened the national resolve to combat natural disasters in conjunction with alleviating rural poverty.  相似文献
