Evolving patterns of agricultural frontier expansion in Mexico’s Chihuahuan Desert: a political ecology approach

ABSTRACT

This study sought to understand why and how the area of irrigated agriculture in Janos County, in northwestern Chihuahua, Mexico, has tripled since 1987. Expansion of agricultural frontiers has often been attributed to state policies and programs or von Thünian land-rent dynamics. Here, a political ecology approach relying on qualitative interviews with landowners was used to understand the drivers and patterns of conversion from native rangeland to crops. Results show that socioeconomic patterns of agricultural frontier expansion evolved over time, with different drivers at different phases. State policies, especially the land reform, were initially important for settling the agriculture frontier in small farms. Subsequently, economic differentiation, intensification, and growth of existing farms drove expansion. Since 2010, expansion has been driven by investment-oriented land purchases by absentee owners and larger-than-family farms. The Janos case details what may be common but underappreciated temporal dynamics at agricultural frontiers.     

高职高专英语课程考试的改革与实践

目前,高职高专英语课程考试仍存在试题设计不太科学、考试内容与教学要求不一致等问题,本文结合高职高专办学目标以及教育考试的实际,提出了在高职高专教育英语考试改革过程中,应着重从改革考试评价、改革考试形式及评估方法等方面入手,使考试与教学形成良性互动,构建了新的教育考试模式。     

The Dynamics of Justification in Policy Reform: Insights from Water Policy Debates in Ireland

Policy reform can be complex and fraught with contending arguments. Although much research has been conducted into the politics of coalition formation, less attention has been devoted to legitimating logics in policy reform. Drawing on the work of Boltanski and Thévenot, this exploratory study addresses this deficit by examining the influence of justifications deployed in policy debates. The paper analyses the role of shifting reasoning in contentious debates concerning attempts to reform water policy, including the introduction of domestic water charges in Ireland. Employing data from parliamentary deliberations, the paper traces the changing forms of justification used by those favouring and opposing the reforms. This examination suggests the importance of aligning an argument’s content with the shifting context into which it is introduced. The paper highlights the benefits of an investigative approach concerning policy justification for understanding policy reform dynamics at the intersection of politics and environmental communication.     

“放管服”背景下规划环评与项目环评联动机制的构建

在“放管服”改革背景下,规划环评与项目环评的联动实践,重在简化规划所包含项目的环评内容和程序,但过于重视效率,不利于环评制度风险预防功能的实现。现行法律法规和国家层面政策文件中相关规定较为原则,各地在实践探索中联动条件、联动范围、简化内容、审批方式等均存在较大差异,规范统一的联动机制尚未形成。对此,基于规划环评与项目环评联动机制的构建机理,针对现有实践存在的问题,以《中华人民共和国环境影响评价法》修改为契机,回归环评制度预防性规制的本质,明确联动机制的适用条件和范围,确定项目环评简化或强化的内容,回应环评审批改革实践可能存在的合法性质疑,建立自下而上的反馈和监督机制,从而为规划环评与项目环评联动机制提供法治化构建方案。
