It has been proposed that voluntary urban climate programmes overcome shortfalls in mandatory, top-down, state-led government interventions to address climate change risks. Such programmes seek commitments from households and firms to improve their environmental sustainability, but do not have the force of law. City governments are actively developing and implementing such programmes, seeking improved and accelerated urban climate action. There is little evidence, however, of whether their involvement positively affects voluntary programme performance. This article presents qualitative comparative analysis (QCA) of 26 voluntary programmes from Australia, the Netherlands and the US, seeking to understand whether, and if so how, city governments affect the performance of voluntary urban climate programmes. The results will help to inform city governments about the roles they may play in urban climate governance.  相似文献

系统梳理了政府间气候专门委员会(IPCC)及我国国家和地方层面(上海市、天津市)的钢铁行业碳核算方法,分析了方法特点、核算边界及排放因子的选择,并进行了实例分析。结果表明,IPCC核算方法较其他3种核算方法差异较大,而国家和地方层面方法学相差不大。IPCC核算方法主要用于国家层面温室气体排放清单计算,给出的排放因子具有全球普适性,但针对性和精确性较差;其他3种核算方法均为开展碳排放权交易服务,核算方法与核算边界相似,但对于排放因子与工业生产过程计算,因考虑到方法学的普适性,国家方法学较为全面,两地方方法学则更多考虑到当地钢铁行业的特点,碳核算具有区域特色,针对性较强。碳排放因子的选取是钢铁行业碳核算的重要影响因素,建议进一步细化碳排放因子,提高核算精确度。  相似文献

为了提高旋风除尘器的分离效率,利用RSM湍流模型构建三维旋风除尘器模型,研究了相对端面比对旋风除尘器主要性能的影响。数值模拟结果表明,随着相对端面比的减小,总压和切向速度随之降低,颗粒的停留时间缩短,因而提高了分离效率,为旋风除尘器的结构优化设计提供参考。  相似文献

针对钢铁企业生态质量问题,提出一种基于相对贴近度的评价方法。首先,分析福建三钢集团现状,建立钢铁企业生态指标评价体系;其次,采用实数、区间数等2种不同类型评价指标信息,提出各个钢铁企业生态关于正理想解的相对贴近度计算方法,据此确定钢铁企业生态质量水平,并具体给出其评价步骤;最后,通过三钢集团具体数据分析说明该方法的有效性和合理性。  相似文献

以涡度相关法的实测资料为标准,对波文比-能量平衡法、空气动力学法、Penman-Monteith模型、Shuttleworth-Wallace模型进行对比研究,并分析了各种方法的精度和灵敏度。结果表明:Penman-Monteith模型和波文比-能量平衡法的精度最高,Shuttleworth-Wallace模型和空气动力学法的精度较差。Penman-Monteith模型的稳定性较好,波文比-能量平衡法受Δe和ΔT观测精度的影响大,风温湿观测高度以及下垫面是否均一对空气动力学法影响较大,Shuttleworth-Wallace模型对各类阻抗较为敏感。  相似文献

研究了间歇投加微生物絮凝剂MBF21和阳离子PAM对厌氧污泥颗粒化的作用规律在此基础上考察了污泥的比生物絮凝因子与厌氧污泥的粒径间的关系.研究表明,污泥的比生物絮凝因子与污泥的粒径呈正相关微生物絮凝剂组、阳离子PAM组及对照组中厌氧污泥的比生物絮凝因子BF/BF0分别增加至42.65、40.45、21.89;与对照组相比,微生物絮凝剂组和阳离子PAM组污泥的BF/BF0分别提高了94.8%和84.8%.相应的污泥平均粒径分别增加至1.04、1.13、0.63mm;与对照组相比,微生物絮凝剂组和阳离子PAM组的污泥平均粒径分别增加了65.1%和79.4%.  相似文献

洁净室空气洁净程度的高低属于模糊概念,将各评价样本实测指标矩阵转变为相对隶属度矩阵,同时将各标准模式指标标准值矩阵转变为指标准相对隶属度矩阵,以全体样本对于各标准模式间的加权广义距离平方和最小建立目标函数,经构造拉格朗日函数,建立了洁净室空气洁净度评价的模糊模式识别模型。斗净室洁净程度评价是一个多目标评价问题,提出了确定指标权重的主、客观结合法,即先建立求解各指标权重的迭代模型并求出指标权重的初始值,然后根据评价的经验,采用重要性语气算子调整各指标的相对隶属度,对初始值进行调整,归一化后得到合理的指标权重值,经计算实例验证,本建立的模式识别方法物理意义明确,评价结果符合实际。  相似文献

Conflict between people and carnivores can lead to the widespread killing of predators in retaliation for livestock loss and is a major threat to predator populations. In Kenya, a large, rural, pastoralist population comes into regular conflict with predators, which persist across southern Kenya. We explored the social and psychological backdrop to livestock management practices in this area in a process designed to be easy to use and suitable for use across large areas for the study of conflict and transboundary implementation of wildlife conflict reduction measures, focusing on community involvement and needs. We carried out fully structured interviews of livestock managers with a survey tool that examined how social and psychological factors may influence livestock management behavior. We compared survey responses on 3 sites across the study area, resulting in 723 usable responses. Efficacy of individuals’ livestock management varied between and within communities. This variation was partially explained by normative and control beliefs regarding livestock management. Individual livestock managers’ self-reported management issues were often an accurate reflection of their practical management difficulties. Psychological norms, control beliefs, and attitudes differed among sites, and these differences partially explained patterns associated with conflict (i.e., variation in livestock management behavior). Thus, we conclude that a one-size-fits-all approach to improving livestock management and reducing human–predator conflict is not suitable.  相似文献

With the implementation of reform and opening-up, the overall economy of China has made brilliant achievements; meanwhile, however, the economic disparity has been enlarging among some regions, and between the city and the countryside. The existence and evolution of this kind of economic disparity is concerned with social stability, sustainable development and the construction of harmonious society, which has gradually become the hotspot in social economic development. The West Coast of the Strait (WCS) located in southeast littoral areas is adjacent to the Pearl and Yangtze River Delta in the south and north and faces Taiwan Province in the east. The stability and development of this region has vital political and economic meaning in the social economic development of our country. It has important theoretical meaning and practical value to research the form, characteristics and evolution of regional economic disparity in the WCS. Based on insightful analysis on existing study results on the WCS, the paper defines the connotation and extension. By a series of absolute and comparative relative evaluation indexes and taking the WCS since 1992 as the study object, the paper makes analysis on different scales including three regions, four regions, 20 cities and 152 counties, quantitatively evaluates the level, characteristics and evolution of the regional economic disparity and compares the regional economic disparity on different scales. The main conclusions are as follows: the variation trend of the absolute disparity of the whole region is obvious and stable, which has presented an inflating trend; the comparative variation trend on a large scale has waved, The comparative disparity of the three regions increased annually from 1992 to around 2000, which had a decreasing trend from around 2000 to 2005; the comparative variation trend on a small scale was not stable, which showed an annual increase of four regions, 20 cities and 152 counties from 1992 to around 2003 and a decrease from around 2003 to 2005; the  相似文献
