Abstract

Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However, studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. There are four major obstacles to the enhancement of regional research capacity-building in sustainability science. In order to build up the regional research capacity in sustainability science and to realize both local and global goals of the sustainable development in northeast Asia, this paper proposes some basic frameworks, including regional institutional innovations, establishment of a regional sustainability information network, initiatives of the regional assessment programme, and focus on the regional education and training of sustainability knowledge.  相似文献

Abstract

Science parks have developed greatly in the world, whereas empirical researches have showed that science parks based on linear model cannot guarantee the creation of innovation. Hi-tech innovation is derived from flow and management of information. The commercial and social interactions between in-parks and off-park firms and research institutions act as the key determinant for innovation. Industrial clustering is the rational choice for further developing Chinese science parks and solving some problems such as the lack of clear major industries and strong innovation sense, etc.  相似文献

HMX的氟橡胶包覆技术及其撞击感度研究   总被引:2,自引:0,他引:2  
采用超临界流体SAS法,以氟橡胶(FPM2602)为钝化包覆剂,对主体炸药超细奥克托今(HMX)的粒子表面均匀包覆,制备出超细HMX为基传爆药。对系统温度、系统压力、溶液浓度等参数进行实验研究,用红外光谱(FT-IR)和扫描电镜(SEM)对包覆后超细HMX进行了表征,并对其撞击感度进行了测试。结果表明:溶液浓度是影响包覆效果的最主要因素;当系统温度45℃,系统压力9.5MPa,溶液浓度为0.4g/ml,通气时间为20min条件下,氟橡胶均匀包覆在超细HMX颗粒表面,包覆后颗粒呈0.4-1μm球状,包覆后造型粉特性落高H50为38.50cm(12型工具、2.5kg落锤),撞击感度比原料(H50为26.30cm)明显降低。  相似文献

为了建立我国交通安全宣传教育网络平台,通过网络平台进行多形式的交通安全宣传教育。采用网站检索的方法,梳理了国内、外主要城市交通安全宣传教育网站,并从专业性、系统性、针对性、形式多样性等角度进行研究。研究发现国外交通安全网站具有分类细致、系统性强、参与互动性强等特点。因此建议我国应加快明确重点教育人群,建立系统性的、专业的、多形式的交通安全宣教内容,引入社会团体等加入宣传教育的队伍,提高全面积极参与、提高关注度。  相似文献

The caliber of recent discourse regarding geneticallymodified organisms (GMOs) has suffered from a lack of consensuson terminology, from the scarcity of evidence upon which toassess risk to health and to the environment, and from valuedifferences between proponents and opponents of GMOs. Towardsaddressing these issues, we present the thesis that GM should bedefined as the forcible insertion of DNA into a host genome,irrespective of the source of the DNA, and exclusive ofconventional or mutation breeding.Some defenders of the commercial use of GMOs have referred to thescientific work of GMO critics as ``junk science.' Such a claim isfalse and misleading, given that many papers critical of both theutility and safety of GMOs have been published in peer reviewedjournals by respected scientists. In contrast, there is a dearthof peer reviewed work to substantiate the frequently heardassertions of either safety or utility in GMOs. The polarity,which now characterizes much of the public discourse on GMOs,reflects not simply scientific disagreement, but alsodisagreement in underlying value assumptions. Value differencesstrongly affect the assessment of both benefit and harm fromGMOs.The concept of substantial equivalence occupies a pivotalposition in the GMO risk assessment process that is used in bothCanada and the US. A GMO judged to be substantially equivalent toa conventional product – as have all submissions to date – ispresumed to be safe enough for commercialization. The conclusionof safety – from both human health and environmental perspectives– should be based on scientific evidence, corroborated by actualexperimentation. However, regulators infer safety largely fromassumptions-based reasoning, with little or no experimentalvalidation. The judgement of safety because of substantialequivalence is a dubious argument by analogy.  相似文献

Science, politics and environmental policy have for several years been encountering social and institutional as well as scientific challenges, national and international. The normative basis of all sciences is pressurised from three sides: by awareness of the public, who claims more transparency and sensibility from the scientific institutions regarding factual or possible impacts of science-based industrial progress; by the industries, which try to speed up and intensify the industrialisation of knowledge; and by the public policies, which want to see the sciences engaged in ways to mitigate unintended consequences of economic, ecological and social developments. At the same time, environmental policy is undergoing a tremendous sea change both in conceptual and practical matters. Since the Brundtland Report in 1987 and accelerated after UNCED 1992, environmental policy has been struggling to become a groundbreaking new paradigm for the capacity of resolving social and political issues as well. Any successful attempt to alter traditional institutional and mental structures in policy-making toward sustainability presupposes a renewed association of co-operation, deliberation and decision making. Results from theory of democracy, studies in science and technology, and evaluation studies in environmental policy and politics can be utilised for this context.  相似文献
