Abstract: Human land uses surrounding protected areas provide propagules for colonization of these areas by non‐native species, and corridors between protected‐area networks and drainage systems of rivers provide pathways for long‐distance dispersal of non‐native species. Nevertheless, the influence of protected‐area boundaries on colonization of protected areas by invasive non‐native species is unknown. We drew on a spatially explicit data set of more than 27,000 non‐native plant presence records for South Africa's Kruger National Park to examine the role of boundaries in preventing colonization of protected areas by non‐native species. The number of records of non‐native invasive plants declined rapidly beyond 1500 m inside the park; thus, we believe that the park boundary limited the spread of non‐native plants. The number of non‐native invasive plants inside the park was a function of the amount of water runoff, density of major roads, and the presence of natural vegetation outside the park. Of the types of human‐induced disturbance, only the density of major roads outside the protected area significantly increased the number of non‐native plant records. Our findings suggest that the probability of incursion of invasive plants into protected areas can be quantified reliably.  相似文献

Abstract: Conservation biology has provided wildlife managers with a wealth of concepts and tools for use in conservation planning; among them is the surrogate species concept. Over the past 20 years, a growing body of empirical literature has demonstrated the limited effectiveness of surrogates as management tools, unless it is first established that the target species and surrogate will respond similarly to a given set of environmental conditions. Wildlife managers and policy makers have adopted the surrogate species concept, reflecting the limited information available on most species at risk of extirpation or extinction and constraints on resources available to support conservation efforts. We examined the use of surrogate species, in the form of cross‐taxon response‐indicator species (that is, one species from which data are used to guide management planning for another, distinct species) in the Sacramento‐San Joaquin Delta, California (U.S.A.). In that system there has been increasing reliance on surrogates in conservation planning for species listed under federal or state endangered species acts, although the agencies applying the surrogate species concept did not first validate that the surrogate and target species respond similarly to relevant environmental conditions. During the same period, conservation biologists demonstrated that the surrogate concept is generally unsupported by ecological theory and empirical evidence. Recently developed validation procedures may allow for the productive use of surrogates in conservation planning, but, used without validation, the surrogate species concept is not a reliable planning tool.  相似文献

We used data from aerial surveys (1992–2010) of >100,000 km2 and ground surveys (1998–2004) of >150 km2 to estimate the density and abundance of birds on the North Slope of Alaska (U.S.A.). In the ground surveys, we used double sampling to estimate detection ratios. We used the aerial survey data to compare densities of birds and Arctic fox (Vulpes lagopus), the major nest predator of birds, on the North Slope, in Prudhoe Bay, and in nearby areas. We partitioned the Prudhoe Bay oil field into 2 × 2 km plots and determined the relation between density of aquatic birds and density of roads, buildings, and other infrastructure in these plots. Abundance and density (birds per square kilometer) of 3 groups of aquatic birds—waterfowl, loons, and grebes; shorebirds; and gulls, terns, and jaegers—were highest in the National Petroleum Reserve–Alaska (NPRA) and lowest in the Arctic National Wildlife Refuge. Six other major wetlands occur in the Arctic regions of Canada and Russia, but the largest population of aquatic birds was in the NPRA. Aquatic birds were concentrated in the northern part of the NPRA. For example, an area that covered 18% of the NPRA included 53% of its aquatic birds. The aerial surveys showed that bird density was not lower and fox density was not higher in Prudhoe Bay than in surrounding areas. Density of infrastructure did not significantly affect bird density for any group of species. Our results establish that the NPRA is one of the most important areas for aquatic birds in the Arctic. Our results and those of others also indicate that oil production, as practiced in Prudhoe Bay, does not necessarily lead to substantial declines in bird density or productivity in or near the developed areas. Contaminated stormwater runoff from oil and gas (O&G) operations can pose a significant threat to surface waters. The purpose of this study is to examine the extent of this threat and identify more specific permitting requirements to protect surface waters. To better understand the extent of the threat, this paper identified and characterized the use of waste surface impoundments at O&G facilities as well as the threat level from O&G spills in California. To assess the efficacy of the current federal and California state-permitting regime, the paper evaluated stormwater permit compliance in two California counties. It also reviewed selected spill cases and associated Spill Prevention, Control and Countermeasure Plans and Stormwater Pollution Prevention Plans to identify the adequacy of current industry practices.The analysis showed that contaminated stormwater from O&G facilities can be better regulated. The U.S. Environmental Protection Agency does not require O&G facilities to file for an Industrial Stormwater General Permit even though many O&G industry practices have the potential to contaminate stormwater runoff from the site. When O&G facilities discharge a Reportable Quantity of a hazardous chemical or violate a water quality standard, they are required to enroll in the National Pollutant Discharge Elimination System permit program. Spills, although not a direct indication of stormwater runoff, can highlight polluted runoff discharges that should have been regulated. Medium and large spills that reached waterways were such a risk for which operators did not file for a permit. In California new filing requirements for the oil and gas industry require all facilities that discharge stormwater that has come into contact with any overburden, raw material, or intermediate products located on the site, to file for an Industrial Stormwater General Permit. As this study showed, there has been an increase in enrollment since the enactment of the new requirements. Having all facilities enroll in the general permit program, as done in California, would require minimum monitoring and maintenance that could help prevent spills. A further step to ensure better protocol is to require specific pollution control practices in addition to the current general permit requirements. Such permitting regimes not only can be implemented on the US federal level but also internationally.  相似文献

Due to rapid urbanization and industrialization, heavy metals in road-deposited sediments(RDSs) of parks are emitted into the terrestrial, atmospheric, and water environment, and have a severe impact on residents' and tourists' health. To identify the distribution and characteristic of heavy metals in RDS and to assess the road environmental quality in Chinese parks, samples were collected from Beijing Olympic Park in the present study. The results indicated that particles with small grain size(150 μm) were the dominant fraction. The length of dry period was one of the main factors affecting the particle size distribution, as indicated by the variation of size fraction with the increase of dry days. The amount of heavy metal(i.e., Cu, Zn, Pb and Cd) content was the largest in particles with small size(150 μm) among all samples. Specifically, the percentage of Cu, Zn, Pb and Cd in these particles was 74.7%, 55.5%, 56.6% and 71.3%, respectively.Heavy metals adsorbed in sediments may mainly be contributed by road traffic emissions. The contamination levels of Pb and Cd were higher than Cu and Zn on the basis of the mean heavy metal contents. Specifically, the geoaccumulation index(I geo) decreased in the order:CdPbCuZn. This study analyzed the mobility of heavy metals in sediments using partial sequential extraction with the Tessier procedure. The results revealed that the apparent mobility and potential metal bioavailability of heavy metals in the sediments, based on the exchangeable and carbonate fractions, decreased in the order: CdZn≈PbCu.  相似文献

Vegetation conditions, i.e., plant cover, species richness, and the presence of exotic species, are compared along a high-use trail (Berg Lake Trail--BLT) and a low use trail (Mt. Fitzwilliam Trail--FWT) in Canada's Mt. Robson Provincial Park. We established 71 paired quadrats (1 m x 1 m), and assessed the amount of vegetation cover and species richness by four main lifeforms, i.e., woody species, herbaceous species, ferns, and moss, lichen and fungi. The following hypotheses were tested: (1) differences exist between control and trailside quadrats in vegetation cover, species richness and floristic diversity, and (2) differences exist between the high and low-use trails in the above-mentioned three parameters. Results show that for the majority of variables the differences between the control and trailside quadrats are statistically not significant. Variables showing significant differences are relative vegetation cover (for BLT only), exposed soil (BLT and FWT), herbaceous cover (FWT), moss, lichen and fungi cover (BLT), overall species richness (BLT), and herbaceous species richness (BLT). Ruderal and exotic species are present but only on trailside quadrats of the high-use trail. Results indicate that the Park administration's strategy to disperse use in the Mt. Robson Provincial Park should be examined critically, and some guidelines for acceptability of changes should be developed.  相似文献

To better address the requirements of the changing multilateral order, the United Nations Industrial Development Organization (UNIDO) Cleaner Production Programme, in 2004, developed the new Sustainable Industrial Resource Management (SIRM) approach. This approach is in accordance with the principles decided at the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro, Brazil in 1992. Unlike the traditional approaches to environmental management, the SIRM concept captures the idea of achieving sustainable industrial development through the implementation of circular material and energy flows in the entire production chain and reduction of the amount of material and energy used with greater efficiency solutions. The SIRM approach seeks to develop new models to encourage a shift from selling products to supplying services, modifying, in this manner, the supplier/user relationship and resulting in a win-win situation for the economy and the environment. Chemical Leasing represents such a new service-oriented business model and is currently being promoted by UNIDO′s Cleaner Production Programme. Main Features. One of the potential approaches to address the problems related to ineffective use and over-consumption of chemicals is the development and implementation of Chemical Leasing business models. These provide concrete solutions to the effective management of chemicals and on the ways negative releases to the environment can be reduced. The Chemical Leasing approach is a strategy that addresses the obligations of the changing international chemicals policy by focusing on a more service-oriented strategy. Mexico is one of the countries that were selected for the implementation of UNIDO's demonstration project to promote Chemical Leasing models in the country. The target sector of this project is the chemical industry, which is expected to shift their traditional business concept towards a more service and value-added approach. This is being achieved through the development of company specific business models that implement the above-indicated Chemical Leasing concept with the support from the Mexican National Cleaner Production Centre (NCPC). Results and Conclusions. The implementation of Chemical Leasing in Mexico has proven to be an efficient instrument in enhancing sustainable chemical management and significantly reducing emissions in Mexico. Several companies from the chemical industrial sector implement or agreed to implement chemical leasing business models. Based on the positive findings of the project, several Mexican companies started to negotiate contents of possible Chemical Leasing contracts with suitable business partners. The project further aimed at disseminating information on Chemical Leasing. It successfully attracted globally operating companies in the chemicals sector to explore possibilities to implement Chemical Leasing business models in Mexico. At the international level, the results of the UNIDO project were presented on 20TH September 2005 during a side event of the Strategic Approach to International Chemicals Management (SAICM) Preparation Conference in Vienna. Recommendations and Outlook. To facilitate the promotion and application of Chemical Leasing project at international level, UNIDO is currently developing a number of tools to standardize Chemical Leasing projects. These include, among others, Chemical leasing contract models; Chemical Leasing data base to find partners for chemical leasing; and guidelines to implement Chemical Leasing projects and work programmes.  相似文献

This article is based on an international comparative study analysing innovations in national administrative institutions. Results of that research are presented and discussed here. Against the background of the institutionalising process of political institutions the study focused on innovations initiated or introduced by governments or parliaments by example of policies and politics supporting sustainable development. The countries involved in the original study were Belgium, Denmark, Finland, France, Germany, the Netherlands, Sweden and the United Kingdom. Three general lessons can be drawn: (1) Countries with a long tradition of integrated environmental policy-making are more open to the concept of sustainability. (2) A (institutional) “cure-all” solution does not seem to exist. It seems necessary to diffuse the concept of sustainability into all spheres of politics and society. Reaching this strategic goal requires a specific policy and polity mix. (3) Strong and well-equipped institutions result from specific policies and politics: they play a central role in promoting and intensifying sustainable development. Successful innovations integrating SD into everyday politics and policies are only a very first step though. Further improvements with regard to effective participation and public debate, global orientation of policies and the measurability of achieved progress are necessary.  相似文献
