The small-scale fishing sector in sub-Saharan Africa is experiencing multiple challenges, mainly related to various governance issues. This study assessed the governance approach at a small-scale Lake Itezhi-Tezhi fishery, Zambia and how it relates to sustainable fishing. Data were collected through a mixed-methods approach. The governance approach was assessed by legitimacy criterion. The study revealed that there was no co-management in place but a dual governance approach—fishing community-based approach and central government-controlled approach. Both were ineffective, mainly due to lack of adherence to the legislation for local community participation in fisheries governance and an inadequate policy framework to guide the governance process. Also, the governance approaches lacked legitimacy with stakeholders. As such, unsustainable fishing practices had continued. To move towards sustainable fishing at the fishery, the study suggested the following measures: active stakeholders' collaboration and engagement with the government for prompt implementation of legislation that promotes active local fishers' participation; establishment of an appropriate fisheries policy; and ultimately, a transformation of the current governance approach into a legitimate co-management governance approach. These suggested recommendations might be useful to other African small-scale inland fisheries with similar governance challenges, and also towards meeting Sustainable Development Goal 14 on sustainable fishing.  相似文献

Based on the stakeholders management theory,this paper provides a new strategic management method for the National Sustainable Development Strategy.By taking China’s National Sustainable Development Strategy Management as an example,this paper identifies all the stakeholders involved and then assesses stakeholders from two dimensions,namely "Importance" and "Attitude",by which all of the stakeholders are divided into six categories.On this basis,further analysis is made to work out strategic management programme by scheduling the strategic emphases,steps and management countermeasures for different types of stakeholders so as to provide theortical evidence for the practice of National Sustainable Developnent Strategy management.  相似文献

The importance of stakeholder engagement for the success of natural resources management processes is widely acknowledged, yet evaluation frameworks employed by administrators of environmental programmes continue to provide limited recognition of or insistence upon engagement processes. This paper presents a framework for monitoring and evaluation of engagement that aims to better incorporate community engagement into mainstream environmental programmes, in particular in remote regions such as arid and desert regions of the world. It is argued that successful monitoring of engagement should not only comprise a generic set of indicators but rather, in addition to the principles of good monitoring practice, should take into account a variety of the stakeholder interests as well as key regional drivers, addressing them at right geographic, institutional and time scale.  相似文献

基于用地规划的污染地块修复多目标优化研究   总被引:1,自引:0,他引:1  
本研究构建了一个基于再开发的污染地块修复环境与社会经济多目标优化决策方法,并以华北某大型污染地块开展实证研究.结果显示:调整用地规划布局,采用第二类用地修复治理标准(GB3660-2018)可使修复方量降低62.5%,同时降低修复的环境影响;其次,基于多目标优化调整的用地规划和修复技术,使修复成本分别降低28.3%、27.4%,而优化土地开发强度使收益同期增长24.3%,并能兼顾多重社会可持续目标.最后,对多目标优化的盈亏平衡分析显示,提高用地开发强度所增加的土地收益高于同期增加的修复成本,达到一定的土地开发强度方能实现地块修复与再开发的盈亏平衡.因此,通过地方政府、社会公众、污染责任方和土地开发商等利益相关方分析,构建的污染地块修复多目标优化策略可综合平衡不同利益相关方的权力和资本关系,提升修复的环境和社会经济效益,实现绿色可持续的修复与再开发.  相似文献

Mediated Modeling (MM) refers to “model building with stakeholders,” enabling collaborative learning and decision support. This article presents results from the Integrated Freshwater Solutions (IFS — www.ifs.org.nz ) action research project in the Manawatū River watershed, New Zealand. Water quality in the watershed often rates poorly, with the key issues being sedimentation, eutrophication, and habitat destruction. IFS is to develop and test MM to support collaborative and adaptive freshwater management. The project team was presented with the opportunity to collaborate with the Manawatū River Leaders' Forum (MRLF), an initiative driven by the Regional Council to improve water quality. This article describes the process of MM and how it was adapted to meet the needs of MRLF stakeholders. This highlights some important conditions for collaborative and adaptive capacity building. The MM/MRLF stakeholders, represented: industry, farming, local and regional authorities, environmental groups, and indigenous Māori iwi/hapū (tribe/sub‐tribe). This article describes how MM assisted early in the collaborative process to develop the following: (1) a shared and more integrated understanding of causes and effects and (2) a sense of the order of magnitude of the problems and the impact proposed solutions might have. It also describes how the context of politics, time, and resource constraints played an important role reverting to a more traditional planning approach part way through the process.  相似文献

Natural resource managers frequently make decisions in the public interest, yet research suggests managers often hold values and attitudes that differ from those of their stakeholders. Applying the co-orientation theory of communication, we contrasted beliefs of Virginia Department of Game and Inland Fisheries managers (n = 77) with those of recreational users (n = 726) of Virginia's wildlife management areas (WMAs). Although managers and users both expressed support for many of the same land management practices, managers generally expressed stronger support. Managers also more accurately predicted WMA users' beliefs on land management, compared to users' predictions of managers' beliefs. Managers and WMA users held different views about timber harvesting, which suggests it is an area with high potential for controversy and needs improved communication efforts. Frequency-based and statistical co-orientation analysis yielded different, and potentially misleading, results; thus, policy-makers should use caution when interpreting communicative situations and designing subsequent public relations efforts.  相似文献

Large, multinational resource development projects can affectmany aspects, including social, economic and ecological realities, in the regions where they operate. Social and environmental issues that are usually ignored in such projectsare increasingly affecting the financial future of multinationalcorporations in negative ways. In this article, we advance the argument that corporations can successfully manage these issuesand that if they choose to view these management efforts as an investment rather than an expense, they may well acquire a competitive advantage over companies that do not. We describe asa case study the Camisea natural gas and condensates developmentproject in Peru, operated by Shell Prospecting and Development Peru (SPDP). Camisea is one of the first projects anywhere inthe world to conduct a detailed analysis of key industry-relatedsocial issues and the processes, required investment and financial impact of managing them. The Camisea example supportsthe argument that addressing social and environmental concerns makes financial sense. In present value terms, the benefit ofmanaging these concerns was expected to surpass the cost investment by approximately US$50 million.  相似文献

What is the relationship between biotechnology employees’ beliefs about the moral outcomes of a controversial transgenic research project and their attitudes of acceptance towards the project? To answer this question, employees (n=466) of a New Zealand company, AgResearch Ltd., were surveyed regarding a project to create transgenic cattle containing a synthetic copy of the human myelin basic protein gene (hMBP). Although diversity existed amongst employees’ attitudes of acceptance, they were generally: in favor of the project, believed that it should be allowed to proceed to completion, and that it is acceptable to use transgenic cattle to produce medicines for humans. These three items were aggregated to form a project acceptance score. Scales were developed to measure respondents’ beliefs about the moral outcomes of the project for identified stakeholders in terms of the four principles of common morality (benefit, non-harm, justice, and autonomy). These data were statistically aggregated into an Ethical Valence Matrix for the project. The respondents’ project Ethical Valence Scores correlated significantly with their project acceptance scores (r=0.64, p<0.001), accounting for 41% of the variance in respondents’ acceptance attitudes. Of the four principles, non-harm had the strongest correlation with attitude to the project (r=0.59), followed by benefit and justice (both r=0.54), then autonomy (r=0.44). These results indicate that beliefs about the moral outcomes of a research project, in terms of the four principles approach, are strongly related to, and may be significant determinants of, attitudes to the research project. This suggests that, for employees of a biotechnology organization, ethical reasoning could be a central mechanism for the evaluation of the acceptability of a project. We propose that the Ethical Valence Matrix may be used as a tool to measure ethical attitudes towards controversial issues, providing a metric for comparison of perceived ethical consequences for multiple stakeholder groups and for the evaluation and comparison of the ethical consequences of competing alternative issues or projects. The tool could be used to measure both public and special interest groups’ ethical attitudes and results used for the development of socially responsible policy or by science organizations as a democratizing decision aid to selection amongst projects competing for scarce research funds.  相似文献

ABSTRACT: The development of effective solutions for addressing nonpoint source pollution on a watershed basis often involves watershed stakeholders. However, success in engaging stakeholders in collaborative decision making processes varies, as watershed managers are faced with the challenges inherent to finding the right process for the decisions needed and in successfully engaging stakeholders in that process. Two characteristics that may provide guidance for determining the appropriateness of applying a collaborative process to a watershed problem are the need to collaborate and the willingness of stakeholders to engage in a collaborative decision making process. By examining seven attributes of the issues confronted by stakeholders in a collaborative process, the consequences of these attributes on the need for collaboration and stakeholders' willingness to engage can be estimated. The issue attributes include: level of uncertainty, balance of information, risk, time horizon of effects, urgency of decision, distribution of effects, and clarity of problem. The issue attribute model was applied to two collaborative decision making processes conducted by the same watershed stakeholder group in a North Carolina coastal watershed. Need and willingness to engage did not coincide for either issue; that is, stakeholders were more willing to engage on the issue that required less need for their involvement.  相似文献
