Based on empirical evidence from developed, transition and developing countries, the article looks at how the introduction of private operators’ interests into the water supply/sanitation and energy sectors may conflict with public interests in socio‐economic, environmental and political dimensions. Case studies are used to illustrate the dynamics of these interactions, covering phenomena such as unsolicited proposals, misrepresentation and corruption; the exploitation of established positions by taking advantage of asymmetry of information and negotiating capacity in relation to public authorities; and exit from contracts or concessions when acceptable profitability cannot be attained. This experience indicates that the introduction of private companies into these sectors creates the permanent possibility of conflict between private and public interests. The services are too vital both socially and economically to rely on corporate self‐regulation, and countries lack effective capacity to regulate such corporations. The authors conclude that policies relying on corporate activity in these sectors are unnecessarily risky, and that policy development should focus on building strong public sector institutions to provide these services.  相似文献

ABSTRACT: Historical records of streamflow for an eastward- and a westward-draining stream in the northern Sierra Nevada have been analyzed for evidence of changes in runoff characteristics and patterns of variability. A trend of increasing and more variable winter streamflow began in the mid-1960s. Mean monthly streaniflow during December through March was substantially greater for water years 1965–1990 compared to water years 1939–1964. Increased winter and early-spring streamflow during the later period is attributed to small increases in temperature, which increase the rain-to-snow ratio at lower altitudes and cause the snowpack to melt earlier in the season at higher altitudes. The timing of snowmelt runoff on the western slope of the Sierra Nevada is more sensitive than it is on the eastern slope to changes in temperature, owing to predominantly lower altitudes on the west side. This difference in sensitivity suggests that basins on the east side of the Sierra Nevada have a more reliable water supply (as snow storage) than western-slope basins during warming trends.  相似文献

ABSTRACT: A new method has been developed for estimating future reservoir storage capacities, allowing for sediment deposition and compaction. Reservoir sedimentation surveys for 117 reservoirs, conducted by the Illinois State Water Survey over the past 60 years, were used to determine regional constants K to represent the severity of sediment deposition in the reservoirs. More than half of the 82 water supply reservoirs investigated had records of reservoir sedimentation surveys, and their K values were calculated by using data from those sediment surveys. The average K values of the remaining non-surveyed water supply reservoirs were estimated from the regional distribution of the K values. Other important factors considered in the estimation of future reservoir storage capacities are the trap efficiency of the reservoirs and the variation of density of sediment deposits due to compaction. The model can also be used for analyzing the economics of alternative sites and of design features that can be incorporated in dams for reducing reservoir sedimentation.  相似文献

ABSTRACT: From 1984 to 1987, the Penn State Cooperative Extension Service conducted 40 safe drinking water clinics for more than 3000 rural homeowners. The clinics were developed to provide homeowners and farmers with information on managing their private water supplies. Four of the clinics were evaluated using a mail survey. By using a four part mailing, response rates of 63 to 77 percent were achieved. Based on the evaluation results of the four clinics, 11 of the 14 objectives dealing with information value, knowledge gained, and actions taken were met.  相似文献

ABSTRACT: The objective is to develop techniques to evaluate how changes in basic data networks can improve accuracy of water supply forecasts for mountainous areas. The approach used was to first quantify how additional data would improve our knowledge of winter precipitation, and second to estimate how this knowledge translates, quantitatively, into improvement in forecast accuracy. A software system called DATANET was developed to analyze each specific gage network alternative. This system sets up a fine mesh of grid points over the basin. The long-term winter mean precipitation at each grid point is estimated using a simple atmospheric model of the orographic precipitation process. The mean runoff at each grid point is computed from the long-term mean precipitation estimate. The basic runoff model is calibrated to produce the observed long-term runoff. The error analysis is accomplished by comparing the error in forecasts based on the best possible estimate of precipitation using all available data with the error in the forecasts based on the best possible estimate of winter precipitation using only the gaged data. Different data network configurations of gage sites can be compared in terms of forecast errors.  相似文献

ABSTRACT: The 1986 Amendments to the Safe Drinking Water Act mandate a multifaceted approach to wellhead protection. This approach includes: (1) delineating wellhead protection areas; (2) identifying and managing potential contaminants; (3) developing contingency plans in the event of weilfield contamination; (4) siting new wells; and (5) encouraging public participation. These elements encompass technical, administrative, and educational considerations. In functioning both as a research tool and as a decision support system, a geographic information system (GIS) is shown to have proven utility in addressing these issues. This article describes the application of common GIS functionality in facilitating a comprehensive wellhead protection scheme for an agricultural municipality in North Dakota.  相似文献

ABSTRACT: The unique characteristics of the hydrogeologic system of south Florida (flat topography, sandy soils, high water table, and highly developed canal system) cause significant interactions between ground water and surface water systems. Interaction processes involve infiltration, evapotranspiration (ET), runoff, and exchange of flow (seepage) between streams and aquifers. These interaction processes cannot be accurately simulated by either a surface water model or a ground water model alone because surface water models generally oversimplify ground water movement and ground water models generally oversimplify surface water movement. Estimates of the many components of flow between surface water and ground water (such as recharge and ET) made by the two types of models are often inconsistent. The inconsistencies are the result of differences in the calibration components and the model structures, and can affect the confidence level of the model application. In order to improve model results, a framework for developing a model which integrates a surface water model and a ground water model is presented. Dade County, Florida, is used as an example in developing the concepts of the integrated model. The conceptual model is based on the need to evaluate water supply management options involving the conjunctive use of surface water and groundwater, as well as the evaluation of the impacts of proposed wellfields. The mathematical structure of the integrated model is based on the South Florida Water Management Model (SFWMM) (MacVicar et al., 1984) and A Modular Three-Dimensional Finite-Difference Groundwater Flow Model (MODFLOW) (McDonald and Harbaugh, 1988).  相似文献
