Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. The utilisation of Social Impact Assessment (SIA) in Iran is analysed in terms of its policy context and its application in practice. Five case studies where SIA was employed in conjunction with Environmental Impact Assessments (EIA) for agricultural development projects are evaluated. In addition, the performance of the policy context is assessed. This research revealed that there are legal and institutional constraints to the effective functioning of SIA in Iran, and that there are deficiencies in the operating guidelines. There were serious problems associated with the way SIA was undertaken in all five case studies. Recommendations to improve the policy framework for the conduct of SIA are made. The recommendations advocate for a higher profile of SIA within legislation, for social issues to have greater emphasis in official guidelines for the conduct of EIA and SIA, and for a range of measures to increase the professionalism of SIA practice. 相似文献

Sustainable product development is closely related to sustainable consumption. The understanding of consumers' purchase, use and discard behaviours may facilitate the identification of requirements to guide manufacturers in the development of sustainable goods and services. The aim of this paper is to investigate consumers' perception about factors that motivate or discourage the consumption of sustainable products to identify demands and convert them into requirements. South Brazilian green and traditional consumers were asked to complete an exploratory qualitative questionnaire. Their answers were organized and compared to identify differences and similarities between the demands of these two groups. Furthermore, demands were converted into requirements for packages, products, manufactures, stores planning and discard systems. The interpretation of factors that motivate or discourage the purchase of sustainable products given by interviewees led to the creation of a list of possible public policies or programmes, aiming to support sustainable consumption. The results demonstrate the necessity of further quantitative investigation between consumer groups, for validation purposes. 相似文献

To promote modern agricultural equipment level is one characteristic of constructing and developing modern agriculture in China.This paper makes up stepwise linear regression analysis model of influence factors of modern agricultural equipment level,and chooses rural labor,per capita income of rural residents,rural investment,proportion of people at secondary education level and at higher level in per hundred rural labor force and arable land area as independent variables,and total power of machine as induced variable.The major results show that the relativity of modern agricultural equipment level,rural investment and education level of peasants is remarkable,and they are the major influence factors of modern agricultural equipment level.Raising investment level of rural infrastructure construction as well as and research and development and promotion of advanced and applicable modern agricultural equipment,improving quality and education level of peasants can accelerate the development of China’s modern agricultural equipment effectively in the process of agricultural sustainable development. 相似文献
