晋冀鲁豫接壤区“经济─环境”系统协调状态研究

本文用协调度中的发展协调度方法对晋冀鲁豫接壤区区域“经济──环境”系统的协调状态及调控进行了研究。在经济快速增长（GNP＞8％）的前提下，用2个权重相等的子系统，即生态环境质量综合评价值Sp和发展经济的投资环境综合评价值Tp所组成的协调度综合评价值Zp的计算值判断了该区域的“经济──环境”系统的协调状态为基本不协调状态，即随着经济的快速增长，生态环境有所恶化。从2个子系统的单项指标分析了生态环境有所恶化的原因并用环境经济学中的环境管理规划的基本原理从可持续发展的角度讨论了环境和经济发展的调控对策。

引述了“可持续发展”的战略原则 ,对建筑设计中采用环保的设计方法进行了探讨和论述。列举了建筑与环境、建筑节能新技术的应用、循环再生建筑、健康的室内环境以及建筑与历史、地域、人文环境的关系。并介绍了国外建筑环保材料的应用与发展趋势     

铁路工程建设可持续发展战略的研究

提出了铁路建设走可持续发展之路，论证了铁路工程建设、环境与地质灾害三者的相互关系，阐述了在铁路工程建设的各个环节树立环境保护和防灾减灾的重要性。     

Ecological compensation mechanism for urban green land and its application in Shanghai,China

Urban green land compensation plays an important role in county development, ecological environment management and many other fields. The concept, methods and principles of urban green land are introduced in this paper. According to the pay fee method, the value and ecological function of various types of urban green land were analyzed. The cost-benefit analysis method (CBAM) was used to estimate different external diseconomy benefits caused by green land loss. The authors applied CBAM to estimate such benefits in the case of Shanghai, China, and calculated the actual compensation value for green land. Results indicated that in 2002, the compensation value for the green land of Shanghai was RMB 8.58 × 10⁵ Yuan/hm². 本文介绍了我国麻黄资源逐年减少的现状和麻黄在草原生态环境中的重要作用。人工种植麻黄一方面可为企业提供原料，另一方面可对生态治理发挥重要作用，并可取得良好的经济和社会效益。     

红河州经济与环境协调发展规划研究

制订规划始终坚持以经济建设为中心，以区域污染物排放总量控制为基础。在深入研究规划区人口、资源、经济与环境间的相互作用、影响、协调和动态平衡规律的基础上，采用层次、主组元、模糊聚类和专家判别等分析方法，线性规划和混合整数规划方法，定性与定量相结合地进行环境区划，按三个层次把全州划分为３个环境大区，７个亚区和２４个小区，合理布局生产力。为达到规划的环保目标，应进行５个方面的综合整治，并获得组织、资金投入、法规制度等保证和技术支持。     

The Problems of Fishermen in the Southern Aral Sea Region

The main objective of this paper is the presentation of water scarcity and water quality problems of fishery and fishermen in the southern Aral Sea region Kazakhstan. We tried in the past to inform interested people about our suggestions how to rehabilitate the situation, how to produce relatively enough fish for the functioning of local fish processing industry and to give people jobs, but we were unable so far to convince decision makers about innovations needed. It is essential therefore to reiterate some of the well-known problems of the region, called the Aral Sea crisis, but we concentrate mostly on the problems for the fishermen. While we do this, we understand, however, that the problem requires solution within the concept of a socioeconomic sustainable development for which we suggest the development of a decision support system based upon a computer simulation model providing optimal solutions.
